00:04This doesn't happen every time there's a movement, but we are experiencing it.
00:08But the government is providing assistance to our affected countrymen
00:13whose houses were damaged due to the calamities.
00:16We will now talk to Undersecretary Randy Escolango on the phone line.
00:21Undersecretary for Disaster Response and for Administrative and Finance Services

00:34Good morning to you, Ma'am Dayan and Ma'am Audrey, and to your listeners.
00:41Alright. Usec Randy, what assistance are you providing
00:45or providing to our affected countrymen whose houses were damaged
00:51due to the typhoon Kareena and Habagat, sir?
00:55The Department of Human Settlement and Urban Development,
00:59led by our Secretary, Secretary Jose Rizalino Acusar,
01:04has a program to assist in these kinds of cases.
01:08This is called IDDSAP or the Integrated Disaster Shelter Assistance Program
01:15of our government.
01:19Okay. What are the components of this program, sir?
01:22And how will this be available to our countrymen whose houses were affected, sir?
01:29As of now, our guidelines in IDDSAP is that we are providing 15,000
01:36to totally damaged houses.
01:41As of now, our program applies to the affected houses
01:46affected by natural disasters such as typhoons, floods, landslides,
01:52earthquakes, or volcanic eruptions.
01:55This IDDSAP also applies to man-made disasters
02:00such as earthquakes, explosions, industrial accidents, or earthquakes.
02:08Alright. As of the moment, Usec, do you have data
02:11on how many houses were totally damaged or partially damaged?
02:15Do you have data on this, sir?
02:18Yes, we do.
02:20As of yesterday, 7 o'clock in the evening,
02:26we already have 428 partially damaged houses
02:33and 93 were totally damaged.
02:36So, all in all, as of yesterday, 7 o'clock in the evening,
02:41we already have 521 houses damaged.
02:44What regions are covered, sir?
02:49There are in the Caldillera Administrative Region,
02:53in Region 1, 4A, 4B,
02:58in Region 5, Region 6, Region 7, Region 8, and Region 10.
03:04Alright. You mentioned 15,000 for totally damaged houses.
03:08How about for partially damaged houses, Usec?
03:12As of the moment, the guidelines of IDDSAP are totally damaged.
03:19But yesterday, Secretary Acusar talked to us.
03:25He told us that he will include the partially damaged houses
03:30because there were a lot of houses affected by the earthquake.
03:37So, we are in a hurry to include the partially damaged houses
03:42and to approve it by our Secretary today.
03:45And maybe, we will include in the next few days,
03:50not only the totally damaged houses, but also the partially damaged houses.
03:57Alright. Good morning, Usec. This is Audrey Guriseta.
04:01Okay. I will just ask, for our countrymen who are interested,
04:05what are the requirements for the families who live in dangerous places,
04:13especially those who are flooded or prone to landslides?
04:18Sir Audrey, are you asking for houses or how to become a beneficiary
04:25in our Integrated Disaster Shelter Assistance Program of 15,000?
04:30Yes, Usec. Let's do it. This is to become a beneficiary.
04:34And the second is to have a house.
04:37Okay. Because of the calamity, this earthquake, the earthquake just now,
04:43a lot of houses were damaged, partially and totally damaged.
04:47As I mentioned, only the totally damaged houses are in our guidelines,
04:52but we will include the partially damaged houses.
04:55But as a beneficiary, for you to become a beneficiary
04:59of our Integrated Disaster Shelter Assistance Program,
05:03the head of household should be listed in the master list submitted by the LGU.
05:09The second is that your house should be totally damaged
05:19or if you lost your house due to forced displacement,
05:23for example, your house is in a dangerous zone.
05:26And the third is that you should not receive any shelter assistance from other agencies of the government.
05:36When I say shelter assistance, it does not include the assistance provided by the DSWD.
05:42Because the assistance provided by the DSWD is not shelter assistance.
05:48This is unconditional assistance.
05:52It means that there is no condition.
05:54The only condition is that your house should be damaged.
06:04When I say unconditional assistance, it does not mean that you are a member of any association
06:10or you are a member of a political party or you are receiving a forfeit
06:17or you are a Pag-ibig member or GSIS member.
06:20As long as your house is totally damaged, you will receive P15,000.
06:26On the part of the LGU, sir, there are requirements that will be submitted to us.
06:34The master list of beneficiaries, number two is the disaster report
06:40and the certificate of eligibility that proves that the house is totally damaged.
06:46It will be submitted to our regional office and then the regional office will go to the national office,
06:53our central office, and we will immediately give funds to the regional office
06:59so that it can be distributed to our fellow countrymen.
07:02Okay. Usec, do you have a message to our fellow countrymen who want to avail this?
07:10Yes. It is easy to avail this.
07:14Go to your local government unit.
07:19The local government unit knows your situation.
07:23Here in Metro Manila, the State of Calamity has declared that you are automatically covered.
07:30It has also declared in other regions, especially in 4A, the State of Calamity has declared.
07:37There are three categories.
07:41On the national level, there is a declaration of NDRMC, the National Calamity,
07:46and then the activation of our shelter cluster.
07:50We have activated our shelter cluster in different regions of the Philippines.
07:57That is why you are now covered.
07:59On the provincial level, city level, and municipal level,
08:03there is also a declaration of your different regions,
08:09your provincial governor, your local executive,
08:12and then our regional shelter cluster has also been activated.
08:16You are now covered.
08:18And the third category, there are also smaller scale disasters
08:24such as small houses that were destroyed or burned.
08:30The State of Calamity does not have a declaration.
08:33Just request to us.
08:35Our regional shelter cluster will approve this and you will also be covered
08:40with our help from the government.
08:43All right.
08:44Yusec Randi, just a follow-up.
08:46If someone is listening to us,
08:48who is devastated because his house was hit by the typhoon Karina and Habagat,
08:52what will they do?
08:54Do they have to go to the LGU to be included in the list?
08:58In the barangay, what office will they go to to avail this assistance, sir?
09:06Our LGU has a local housing board.
09:10They will go to their municipality or city hall.
09:14They will go there to list their names,
09:18that they are totally damaged,
09:21and to be included in the master list of beneficiaries
09:24that will be given to our regional offices and that we will fund.
09:28All right.
09:29Well, on that note, thank you very much,
