00:00Hello, good afternoon to all of us. I am again Benison Estareja and we still have an update regarding our monitor, Typhoon Karina with international name, Naguimi, as of 5 in the afternoon.
00:13Last seen was the center of Typhoon Karina at a distance of 325 kilometers northeast of Basco Batanes.
00:21It had maximum sustained winds of 150 kilometers per hour.
00:25The typhoon was still strong and it had gustiness of up to 185 kilometers per hour.
00:31It was still moving east at a speed of 20 kilometers per hour.
00:36Typhoon Karina caused heavy rains and strong winds in a large part of Luzon, Visayas and western portion of Mindanao.
00:45This is Habagat or Southwest Monsoon that our countrymen will experience in the next two days.
00:52The rains were still the strongest due to Habagat on the western side, starting from Ilocos region, down to Zambales, Bataan and other parts of Cordillera region, especially in Abra and Benguet,
01:04down to the Calabar zone, Metro Manila and Occidental Mindoro.
01:09They experienced overnight heavy to intense rains.
01:13That's why the flood and landslides are already there.
01:16We also expect moderate to heavy rains in the remaining part of Luzon, western Visayas, as well as Negros Island region,
01:26as well as the western portion of Mindanao, Sulu Archipelago and Zamboanga Peninsula.
01:32But the most severe and direct effects will be experienced by our countrymen in Ilocos Norte, Apayau and a large part of Cagayan Valley.
01:43This is the latest track of rain regarding Typhoon Karina.
01:47We expect it will move north-northwest in the next 12 hours and by tomorrow, it will move north-east or north-west.
01:58We expect that tomorrow afternoon, it will be at 390 km.
02:02Itbayat-Batanes will be in the north-northwest.
02:05And by early Thursday, it will be in the northern portion of Taiwan and will leave the Philippine Area of Responsibility.
02:14By Thursday afternoon, it will be at 550 km in the north-northwest of Itbayat-Batanes outside the Philippine Area of Responsibility.
02:24But by tomorrow and Thursday, the storm will still be there and it will still be strong even though it has left the Philippine Area of Responsibility.
02:33Based on the width of Typhoon Karina, we expect that it will be affected directly.
02:38This yellow circle associated with strong winds, we expect it to have a direct effect over many areas of Cagayan Valley, Apayau and parts of Ilocos Norte.
02:50Tropical Cyclone Wind Signal No. 2 is now in effect here in Batanes.
02:55They will experience minor to moderate threat to life and property.
02:59We expect strong winds in the next 12 hours.
03:03While we have Signal No. 1, or strong winds until tomorrow, in some parts of the north, including Cagayan and Babuyan Islands,
03:12Eastern portion of Isabela, including Divilacan, Palanan, Makonakon, Dinapique, Tumawini, Ilagan City, San Mariano, Cabagan, San Pablo, and Santa Maria.
03:24We also have Signal No. 1 in the northern portion of Apayau, Calanasan, Luna, Puntol, Flora, as well as Santa Marcela and Cabugao.
03:34Until the northern portion of Ilocos Norte, we also have Signal No. 1, including Pagudpod, Bangui, Adams, Dumalneg, Burgos, Vintar, Pasukin, Bacara, and Karasi.
03:49For now, we have a heavy rainfall warning associated with the combined effect of Southwest Monsoon plus Typhoon Karina.
03:57We also have a red rainfall warning, meaning torrential rains until 8 p.m.
04:03Here in Batanes, Babuyan Islands, Ilocos Norte, Ilocos Sur, La Union, and Benguet.
04:10If evacuation is needed, please contact your barangay or local disaster risk reduction and management offices because serious flooding is expected in your area.
04:21For now, we have orange or intense rains expected until 8 p.m. here in Metro Manila.
04:28Also in the northern portion of Cagayan, northern portion of Apayau, northwestern Abra, Bungsambales, we expect intense rainfall.
04:37Pababa ng Bataan, Rizal, Cavite, up to Laguna and Batangas, we expect heavy rainfall.
04:46This means that flooding will also occur, not only in low-lying areas, but also in areas near rivers, where it is possible for your rivers to overflow.
04:55Here in the central portion of Cagayan, we have yellow warning or heavy rains within three hours.
05:02Here in the southern portion of Apayau, west of Abra, western Pangasinan, up to Tarlac, Pampanga, Bulacan, and in the northern and central portions of Quezon,
05:13we have yellow rainfall warnings within the next three hours.
05:17These are heavy rains, so flooding is also possible in low-lying areas.
05:22In these areas, landslides or landslides are also possible, especially in mountainous areas.
05:30And what do we expect for rainfall in terms of 24-hour period?

06:10here in Eastern Isabela, Apayau, Calinga, Mountain Province, Nueva Vizcaya, Nueva Iziha, Tarlac, Laguna, Quezon,
06:20Oriental Mindoro, Maninduque, Romblon, and northern portion of Palawan, including Aklan and Antique.
06:27By tomorrow, the heaviest rains will be due to heavy rains and due to Hurricane Karina here in Batanes,
06:33down in Ilocos region, Abra, Benguet, Zambales, Bataan, and Occidental Mindoro.
06:40While we have 50-100 mm of rain tomorrow, here in Babuyan Islands, Apayau, Calinga, Mountain Province, Ifugao,
06:50down in Tarlac, Nueva Iziha, Pampanga, Bulacan, Metro Manila,
06:56for those who are asking for Metro Manila, the rainfall will be moderate by tomorrow,
07:01but moderate to heavy rains will still be expected, as in Rizal, Cavite, Batangas, Oriental Mindoro, and Calamian Islands in Palawan.
07:11By Thursday, this is the time when Hurricane Karina will be outside of PAR,
07:16we will still expect 50-100 mm of rain here in Batanes, Babuyan Islands, the entire Ilocos region, Apayau, Abra, Benguet, Zambales, Bataan, and Occidental Mindoro.
07:29So basically, the rainfall will be moderate or gradual, and the effect will be moderate,
07:35especially here in a large part of Luzon, but the rain will still remain in the western section of Luzon.
07:42So, I would like to continue reminding our countrymen,
07:46the areas that are in the mountainous areas, the higher areas,
07:50there is a higher chance that you will have stronger rains,
07:54and under these conditions, there is a higher chance of rain, especially in the lower areas.
08:00And for those who do not get wet, because the rains continue during the day,
08:04there is a higher chance of rain in your area.
08:07To those who live near the rivers, please monitor your water levels there,
08:12if you need to evacuate, and rain-induced landslides are possible, especially in the mountainous areas,
08:17in the Caraballo Mountains, in the Cordillera region,

08:27In terms of severe winds, some have noticed that there is a strong wind.

08:59in Batanes, Babuyan Islands, Ilocos region, the entire Cordillera region,
09:05as well as Nueva Vizcaya, Quirino, the entire central Luzon, the entire Metro Manila,
09:10Magastines, Calabarzon, Mimaropa, up to Bicol region, western Visayas,
09:17affected by strong winds, as well as Negros Occidental,
09:23northern Samar, northern Mindanao, and Zamboanga Peninsula.
09:29And if there is a strong wind, our waves will eventually be strong.
09:33And the highest waves in the areas near Baguio-Carina,
09:38extreme northern Luzon, we already have a gale warning of 4.5 meters,
09:42or in one-half of the area of Gusali, as well as Batanes,
09:46and northern coast of Cagayan, as well as Babuyan Islands.
09:50If it is prohibited, our people will go fishing,
09:53and even those who do sea travels, medium, and those who will go to the beach.
09:58We also expect waves up to 4 meters high in the eastern seaboards of Luzon and Visayas,
10:04in the western seaboards of Visayas and Luzon, 3.5 meters,
10:09or in one-half of the area of Gusali, while 2.5 meters in the seaboards of Mindanao
10:16and the southern part of Cabizayaan.
10:21We repeated the scenario regarding Typhoon Carina.
10:24This will come out of our Philippine Area of Responsibility on Thursday morning,
10:30after it crosses, possibly here in the northern portion of Taiwan,
10:35and it will head towards southeastern China.
10:38However, even though our land is slowly moving away from here,
10:41starting later tonight, it will still be enhanced.
10:45It will bring rain and wind gusts within 24 to 48 hours,
10:51and it still has a direct effect for tonight,
10:54here in the northern part, Ilocos Norte, Apayao,
10:57and the northern part of Cagayan Valley.
