Typhoon Carina slightly intensifies; Signal No. 2 raised

Typhoon “Carina” (international name “Gaemi”) slightly intensified while lingering over the Philippine Sea, prompting the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to issue Wind Signal No. 2 in a portion of Batanes on Tuesday, July 23.

Based on PAGASA’s 11 a.m. bulletin, Signal No. 2 was raised over Itbayat, Basco, Mahatao, Uyugan, and Ivana in Batanes.

00:09And just this morning, it was 320 kilometers away from the Basco Batanes.
00:15The center of the cyclone Carina is still far from our country's land.
00:18But let's notice that its thick cloud is hitting several parts of the Northern Luzon area.
00:25For a long time, Carina has a strong wind of up to 140 kilometers per hour,
00:30which is close to the center of the cyclone.
00:31The wind speed is up to 170 kilometers per hour.
00:35Now, the cyclone Carina is moving eastward at a speed of 15 kilometers per hour.
00:40Because of this, we have a Tropical Cyclone Wind Signal No. 2
00:46here in a part of Batanes, in Itbayat, Basco, Mahatau, Uyugan, and Iwana.
00:52When we say Warning Signal No. 2,
00:55the cyclone will experience harsh weather,
00:57rains that can lead to floods, especially in low-lying areas,
01:01and landslides in areas near the foot of the mountain.
01:05The oceans around the area that have a Warning Signal No. 2,
01:08we also expect to be flooded to the point of extreme flooding.

01:49Let's minimize the effects of Tropical Cyclone Wind in some parts of our country.
01:53Let's start with the rainfall.
01:56Today until tomorrow afternoon,
01:58we expect heavy to intense rains in Batanes,
02:03Babuyan Island, northern and eastern portions of mainland Cagayan and Ilocos Sur.
02:09Meanwhile, moderate to heavy, Ilocos Norte, La Union, Abra, Benguet, Apayau,
02:15eastern portion of Isabela, and the remaining part of Cagayan.
02:18So, let's notice the heavy rainfall brought by Tropical Cyclone Carina,
02:22mostly confined to the provinces in the northern Luzon area.
02:26Meanwhile, tomorrow until Thursday afternoon,
02:30heavy to intense rains in Batanes,
02:33moderate to heavy rains in Babuyan Island.
02:36And on Thursday afternoon until Friday afternoon,
02:40moderate to heavy rains in Batanes.
02:43Because we expect that by Thursday,

02:50What do we expect from the effects of the winds brought by Tropical Cyclone Carina?

02:55the area with the warning signal number 2 will experience more severe weather.

07:49The moderate to heavy rains in the remaining parts of Cordillera Administrative Region,
07:53Nueva Vizcaya, Nueva Ecija,

07:58Marinduque, Romblon, Aclan, Antique,
08:01as well as in the northern portion of Palawan,
