00:00More than 70 Chinese nationals were arrested by the NBI at the site in San Jose del Monte, Bulacan
00:08after they were allegedly working with unauthorized documents.
00:12Darlene Cai was one of them.
00:15A report was obtained by the National Bureau of Investigation of the NBI
00:19here at the site in Barangay Santo Cristo, San Jose del Monte, Bulacan
00:22according to the workers of a contractor who was laying water pipes for the MWSS.
00:29According to the tips, foreign nationals who were working at the site with unauthorized documents.
00:35That's why the NBI immediately discussed the location
00:38with the Presidential Anti-Organized Crime Commission or PAOC and Bureau of Immigration or BI.
00:44That's when the NBI found out that many of the workers of the Shanxi Hydraulic Engineering Bureau Limited are Chinese nationals.
00:53The NBI arrested 79 Chinese nationals.
00:56According to NBI Director Jaime Santiago, 76 of them were undocumented.
01:04Others only have a tourist visa.
01:07That means they don't have the permission to work here in the Philippines.
01:11It's a legitimate corporation.
01:12But then, they are employing Chinese people who are Filipino.
01:20So Filipinos are being prejudiced because one of the reasons why foreigners can employ them is because they don't have Filipino skills.
01:35The interpreter who was also employed by the company admitted that some of them really don't have documents.
01:41We have some persons who have a legal working permit and some are still in the process of applying for the permit.
01:49And some, they don't have, they are just sending their documents and passports to the third party.
01:58According to San Jose Del Monte LGU, they received complaints about the operation of the Shanxi Hydraulic Engineering Bureau Limited.
02:07They operated without a business permit, mayor's permit, working permit, development permit, and environmental clearance.
02:16That's why they were repeatedly called and given a show-cause order by the LGU.
02:21We gave them a warning that they have to secure their permits.
02:26And we gave them 15 days to comply with the requirements.
02:32But they came back and asked for another 60 days grace period to supply all of their violations.
02:42Until now.
02:43They know that there are Chinese nationals working there.
02:47But they don't know that they are undocumented.
02:50We went to the same site, but the company refused to give an interview.
02:55The Chinese workers are now in the custody of the NBI.
02:58They are undocumented in the Philippines.
03:03The possibility that they are trafficked is possible.
