00:00As you can see, our President loves to bring the government to the ground.

00:06Different government agencies, the Department of Agriculture in its programs,

00:12the DSWD, the Social Welfare Program, the DALG, the Teslas, and others.

00:19That's why I say, this President is not just in the office,

00:22he does every corner of the Philippines.

00:24I witness that he's really hardworking.

00:28He's not just tired in the office, he also makes sure that he goes around every corner of the country.

00:34That's what a true father is like to his children.

00:37Long live to the latecomers.

00:40What are we going to give and how many?

00:43Different interventions in the Department of Agriculture,

00:48the farm machineries like tractors for under-filmed rice,

00:55we have big tractors for corn, we also have combined harvesters and trucks.

01:01We also have small farm equipment like rice harvesters and small farm tractors.

01:08We have boats under BIFAR and fishnets.

01:13We also have funds under ACPC for funduit banks to finance agricultural projects.

01:25Under PCA, we have seedlings, we have fertilizers for seedlings.

01:32For field fida, we have planting materials and a sample stripper, a new stripper.

01:38Both modified and knife type.

01:44How did we choose our beneficiaries?

01:49This is based on our planned intervention for the province of Leyte.

01:55We are looking at the organizations that are qualified to receive based on our guidelines.

02:00So considering that now, these are the equipment and machineries that are available for turnover.

02:08So this is what we put now, but we already have a lot of interventions that were already distributed.

02:16But for now, this is what became available for turnover by the Secretary and the President.

02:21How many beneficiaries can we expect to receive?

02:26For the tractor, there are 7 farmers.

02:30For the combined harvesters, there are 2 associations.

02:35For the hauling truck, there is only 1.

02:37But for the 2 farmers association for DA,

02:42for the other agencies, there are 2 or 3.

02:46For BFAR, there are 10.

02:48For PCA, there are 10 farmers that can receive.

02:52For the law under ACPC, there are 2 large cooperatives.

03:00They are the financing conduit of ACPC for their farm loans.

03:06What is the intervention now for the DA?

03:09Especially that we are giving seedlings and everything.

03:12What is the intervention that we are instilling to the farmers?

03:16As usual, for this season, we have rice seeds, hybrid rice, certified seeds, and fertilizer.

03:25We have ameliorations so that the soil condition can be improved.

03:30There are farm equipment in the associations that are qualified to receive the farm equipment.

03:37There are also small farm irrigation systems,

03:43pump and engine sets so that they can have water to sustain the rice production activity.

03:52Sir, the choice of having 20 pesos per kilo of rice for the indigent citizens is known.

04:02Would there be a high chance that it can be replicated in other places here in Eastern Visayas?

04:08Later, in the summer, can it be replicated?

04:10Yes, in fact, they are due for, they are briefed for Biliran for example.

04:17It started in the municipality of Biliran.

04:20And now, they are expanding to the whole province of Biliran.

04:25And in fact, the province of Samar, like Basay, is also trying to copy the principle behind,

04:34or the process behind the 20 pesos of Biliran.

04:37So, it would seem that almost all of the municipalities are willing to adapt that kind of system

04:45so that the indigent people in our society will be the priority to receive the 20 pesos.

04:52So, it's not really for everyone, but for those who really need our support.

04:59Are these preventive measures? What advice can you give to the people regarding this?

05:07Is there a possibility of the payout deductions scheme or scam?

05:11The ones that reduce the benefits or the beneficiaries.

05:17Ah, okay. So, all of our beneficiaries are going through validation.

05:24And then, they have a payroll that they will receive.

05:28The money that will be received is the whole amount.

05:31So, the amount that is released by the SWD, that is what the beneficiaries will receive.

05:38What will they do if there is someone who wants to reduce the benefit?

05:43So far, within the premises of the payout area,

05:48we haven't seen anything like that because in the payout area,

05:52there are people who are there to ensure that the money that they will receive,

05:57is really there for them to receive.

06:00So, they haven't received anything yet?

06:02No, not yet, so far.

06:05Sir, what's the main objective that we must go for, sir?

06:08How do we maintain a better life if we only give P3,000?

06:15No hunger program?

06:17Yes, no hunger program.

06:18The no hunger program is basically, this is just the government's program

06:25to meet the needs of the Filipinos.

06:32So, our beneficiaries here, they are selected, they are on the list of P3,000

06:41and they are not members of Pantawid and Social Pension.

06:45So, making sure that they will be given food,

06:51we will be providing the P3,000 food basket in a month,

06:54and then, there will be a basket inside.

06:59And then, the card, we will give a card with P3,000 inside,

07:04and then, there will be a redemption every month.

07:06So, that food will be provided to the beneficiaries.

07:10And what the DSWD will do, we will provide training about the nutrition.

07:16So, our partners here, the barangay workers.

07:24How long will this go on?

07:25This will run for three years.

07:28The first implementation is this year.

07:33So, we have a total of 300,000 beneficiaries for the entire country.

07:37It's good to note that for Region 8, we have 48,261 beneficiaries.

07:43What result do we expect after three years?

07:45Hopefully, they will have a good life that they can also provide for their own family.

07:53How many beneficiaries are we expecting to receive assistance?

08:03At Presidential Assistance to Farmers, Fisherfolks, and Families,

08:09we have 1,500 beneficiaries.

08:12All over the province?

08:14For this time, we also have payouts in summer.

08:19So, for this particular payout, we have 1,500 beneficiaries.
