A total of 318 complaints have been logged through the MyHelp system, the Ministry of Health's (MOH) reporting channel for bullying cases, since its launch on Oct 1, 2022.

Minister Datuk Seri Dr Dzulkefly Ahmad reported that among these, 72 complaints were filed by medical officers, with four cases identified as having elements of bullying.

00:00The issue of bullying against medical personnel is an issue that has been raised about the issue of medical personnel or PPS,
00:11Housemen or House Officers, facing pressure while on duty,
00:17such as no time to rest, no time to pray, high workload,
00:22the use of harsh words in a physical or mental way, etc.
00:27It was stated in Surat 162 of the Annual Report of 2020-2022.
00:38According to the definition of bullying from the My Health KKM portal,
00:44bullying is described as an act with the intention of hurting the heart and giving pressure to someone.
00:51It can also be described as a form of sexual harassment or peer-abuse with permission.
00:59Bullying involves physical attacks and threats, theft and harassment,
01:04including sexual harassment on issues of race and sexual harassment.
01:13In addition, the category of bullying at work includes threats, intimidation, insults,
01:20disturbance, alienation, excessive language, inflammatory languages, misgendering,
01:28unfair working hours, unfair workload, and unfair compensation.
01:41To deal with this problem, there are various efforts and initiatives that have been and are being carried out by the Ministry of Health of Malaysia,
01:49including through SHORE-SHORE, which has been approved by the Special Task Force
01:56for the Improvement of the Culture of Work, Welfare and Health,
01:59or with the permission of the Health Care Work Culture Improvement Task Force,
02:04to ensure a healthy and conducive work environment for all health workers,
02:11including PPS, or PPS is our houseman or house officer.
02:28The first initiative is to launch the My Health system,
02:34on 1 October 2022, as a network of complaints reporting bullying issues
02:41within the Ministry of Health.
02:43As of 30 June 2024, the number of complaints has been recorded as 318 complaints.
02:54Out of this number, 72 complaints have been reported by health workers,
02:59with 4 complaints that have been accepted as having a bullying element,
03:08and are now in the investigation stage to be verified and proven in the process of proving it.
03:17As of now, there are 68 more complaints relating to services,
03:24requests for changes, and so on.
03:28To ensure the order of governance, for every complaint filed by PPS,
03:35the My Health system is managed and controlled entirely by the KKM Integrity Unit.
03:43The KKM is also in the process of reviewing the rights and protections
03:52that should have been given to whistleblowers,
03:58with the permission to guarantee protection to them,
04:01as they will always file complaints against senior citizens.
04:07Diversifying modules and aligning learning objectives
04:12in the orientation program and the transformation program,
04:16which is referred to as the induction program,
04:19to the newly appointed PPS.
04:23This orientation program covers the aspects of services,
04:26such as providing guidance to the management of hospitals and network of correct complaints,
04:32as well as the technical aspects, such as the awareness module,
04:38the safety of patients, and best practices in general procedures.
04:44Next, through a special task force,
04:47which is established to study the initiatives for improvement and health support,
04:54the mental health support of PPS itself.
04:59And this is what we do,
05:06so that the KKM can provide a line of guidance to the PPS support group,
05:11support to this group,
05:13which will be known as House Officer Encouragement and Reassurance
05:19through Sharing and Support, with the acronym HEARTS.
05:25Before any complaint is known,
05:27we will certainly conduct an investigation,
05:30and if there is a prima facie case,
05:34and it depends on the seriousness of the case,
05:40the next action will be taken.
