The Road Transport Department (RTD) will launch a special program to exempt applicants without Sijil Pelajaran Malaysia (SPM) from the requirement to take the Driving School Instructors’ Certificate (SPIM) course.

Transport Minister Anthony Loke announced this initiative during a press conference following the Annual General Meeting of the Malaysian Association of Driving Institutes on Tuesday (June 25) and said this move aims to address the current shortage of instructors at driving institutes.

00:00We have given an exemption to the requirements of the SPM seal to teachers to sit SPIM.
00:19SPIM is a seal that must be approved by the teacher before they can teach the teachers
00:29or the candidates before they sit the test.
00:33So SPIM is issued by the JBJ Academy.
00:37It needs to be specialized for two weeks at the JBJ Academy.
00:42But before this, to qualify someone to go and get SPIM, they must have SPM.
00:48So this is what many people cannot fulfill.
00:52Many are stuck.
00:53This is from many or many IAMs giving feedback to us.
00:58Maybe they have good teaching skills or experience.
01:02But because they don't have SPM, they cannot go and get this SPIM seal.
01:08So based on the feedback from IAMs, and we are facing a shortage of teachers now,
01:17we have given a 6-month period for the exemption of this condition.
01:23So those who don't have SPM seal can continue to register to take this SPIM course.
01:31It doesn't mean that they can continue to get SPIM, but they can take the course.
01:35The course is for two weeks, and after that there is still a test.
01:38If they pass the test, they will be given this teacher seal.
01:42So when there is a teacher seal, they can teach and lead at the institutes.
01:47So that is one of the basics that we have announced today.
01:53And I hope this can help many people who don't have this SPM seal,
01:58to take the opportunity to take this SPIM course,
02:02so that they can become a good teacher at the teaching institutes.
02:06That will also reduce the problem of waiting for a long time,
02:10because without a lot of SPM teachers,
02:14the candidates will also have to wait for a long time at the teaching institutes.
02:19What about the YB mechanism?
02:21YB was mentioned that it will start on 1st of December,
02:24but it will only last for 6 months.
02:26Is there a one-off or can we do it next year?
02:29As far as this is concerned, we are using the exemption of the condition.
02:34So we have given the 6-month period for the exemption of this condition.
02:37So we can see the effect of this exemption.
02:41So if there is a need, we will re-study that foundation.
02:44That is the condition of SPM.
02:46But as I said, this is also in line with the existing foundation of the government.
02:50Now we want to change the paradigm a bit.
02:53In the past, everyone needed SPM.
02:55Everyone needed SPM seal.
02:57But now we are also heading towards the education of Tivet.
03:01Not just STEM, but Tivet.
03:04Tivet started at the beginning of level 2 and level 3.
03:08So maybe there are those who are interested in Tivet,
03:11but they do not go straight to get SPM.
03:14They get Tivet seal.
03:16So that is also what we are discussing at the ministerial level.
03:19Maybe we should use a different approach.
03:22So this is in line because you become a guide.
03:26You do not necessarily need SPM,
03:29but what is more important is your experience.
03:32So that is what we value.
03:35That is why we made an exception 6 months ago.
03:38We made this 6-month program
03:40to see how many teachers we can train,
03:43how many people can get this SPM seal.
03:46After that, we will re-study this foundation.
