00:00that is basically amounts to the Mutual Defense Clause.
00:05Number one, how worried are you that North Korea could become more involved in Ukraine?
00:11Well, there's no doubt that the dictatorships of the world are locking arms.
00:16That means it's more important for the United States to build deeper partnerships with Europe,
00:21with Asian and South Asian democracies.
00:24Joe Biden has repaired our relationships with other democracies.
00:28He's strengthened our ability to work with the Indians, who are going to be critical
00:31in confronting the rise of China and the coordination of Russia and China.
00:37I think that that's the right strategy that the Biden administration has been very smart
00:41about, building really strong multilateral partnerships for the United States that can
00:46allow us to counter some of these multilateral partnerships that are being strengthened by
00:50brutal dictators around the world.
00:52Senator, was it the right idea to invite Benjamin Netanyahu to address Congress?
00:58I'm worried about this speech.
01:00I don't know that it's going to deepen the U.S.-Israel partnership.
01:04I'm worried that it's simply going to be an exercise in Netanyahu's attempts to try to
01:10further entrench and consolidate his own political power.
01:14I haven't decided whether I'm going to go or not.
01:16Obviously, the video you released the other day suggests that he's coming to the United
01:20States to pick a fight, not to try to heal wounds.
01:25What I care about is Israel's security.
01:28I don't really care about Benjamin Netanyahu's political fortunes.
01:32My sense is that Netanyahu wakes up every day right now thinking about what's best for
01:36him, not what's best for Israel, Israel's security, or the U.S.-Israel partnership.
01:42Do you worry, though, that his appearance here could hurt Joe Biden politically, given
01:47how important of an issue Gaza is to so many voters?
01:50I worry that Netanyahu's visit could hurt the U.S.-Israel relationship and ultimately
01:54hurt Israel's security in the region.
01:58QUESTION.
01:59Chairman Turner today is giving a speech on these Russian space nukes and the concern
02:03about that.
02:04Do you think that that information should be declassified so the American people can
02:09understand more about the potential threat?
02:11MR.
02:12RATHKE.
02:13I don't have anything to say about that.
02:14I don't know the details of Congressman Turner's speech.
02:15Senator.
02:16QUESTION.
02:17The legislation to ban bump stocks was obviously blocked on the floor on Tuesday.
02:18Are there going to be any more efforts to try and ban bump stocks?
02:19MR.
02:20RATHKE.
02:21I mean, I'm willing to pursue any path to try to get these bump stocks banned.
02:30This is absolutely outrageous that we are back to allowing machine gun technology to
02:35be in the hands of civilians.
02:37We saw what happens when a madman has access to a bump stock in Las Vegas.
02:42The reason that 58 people died and 500 people were injured is because this guy had a machine
02:46gun.
02:47And I don't know why we can't come to some bipartisan consensus around banning machine
02:50guns.
02:52Republicans worked with us in 2022 to pass common sense gun legislation.
02:58Right now, they are signaling that they want to go back to their old ways of standing with
03:02the gun lobby.
03:03But if there's another path to get bump stocks done, I'm open to it.
03:09I'm not interested in scoring political points.
03:10I think this is really terrible for Republicans to go into this election being for machine
03:15guns.
03:17But if we can get something done, if we can find a compromise, then let's do it.
03:20MR.
03:21RATHKE.
03:22Is it a good idea to require women to sign up to the military draft?
03:24MR.
03:25RATHKE.
03:26Well, I think that's a really important issue that the Senate will continue to work through.
03:29Obviously, we haven't had a draft in 50 years, so it's not necessarily a terribly operative
03:35question.
03:36There are probably much more questions when it comes to U.S. national security.
03:41MR.
03:42RATHKE.
03:43But then why include that in the NDAA?
03:44MR.
03:45RATHKE.
03:47I don't know.
03:48I don't have any pervasive discussions that they've had on that topic.
03:49MR.
03:50RATHKE.
03:51All right, guys.
03:52Thanks.
