00:10It's all nice in here, you know.
00:16I want to get out of the way and hear from our amazing speakers.
00:34So first, Madam Vice President, you travel the country connecting with communities and
00:39young leaders.
00:40Just this past fall, during the Fight for Our Freedoms college tour, you engaged over
00:4515,000 students on college campuses across the country on the most urgent issues of this
00:50moment, in particular, the fight for our most fundamental freedoms.
00:54One freedom you are focused on is the freedom to be safe from gun violence, and so it's
00:59no surprise that you oversee the first-ever White House Office of Gun Violence Prevention.
01:05Now, what can we do, from your perspective, to end this senseless violence, and how is
01:09the administration leading on this issue?
01:12Thank you, Greg.
01:13Let me just start by talking about Quavo.
01:18So Quavo and his mother and his aunt came to my office in the west wing of the White
01:29House to talk about this issue, and it was a difficult conversation that day because
01:42the issue was such a difficult one.
01:45I know there are a lot of families here and survivors, and the pain that is associated
01:51with gun violence in America is almost unspeakable, and it is everywhere.
02:02And what Quavo has been doing with the Rocket Foundation to translate that pain and that
02:11grief into something that is about creating strength and empowerment in the community,
02:20including among our young people, is really extraordinary.
02:25And as I said to you that day, Quavo, in my office, that you have chosen to use your
02:31celebrity, the gift that you have as an artist, to talk about and actually work on with action
02:39this issue is really extraordinary.
02:42You are an incredible leader and a national leader on this, and I thank you for that as
02:47the head of the first White House Office of Gun Violence Prevention and as Vice President.
02:52Thank you.
02:59And so this issue is, well let me just start with this.
03:04It doesn't have to be this way.
03:06And we have to hold on to and remember that.
03:10It does not have to be this way.
03:13We cannot ever normalize this.
03:18We cannot ever get used to it.
03:21And we certainly cannot accept it.
03:25We need to understand that everyday gun violence is as serious as mass shootings, that any
03:36life lost, any life that has been impacted by gun violence is one life too many.
03:44We have to think about this in the many ways that the injury occurs, which includes, of
03:53course, the tragedy of life that is lost, but also the trauma that is an additional
04:01form of injury that can exist for a lifetime if we don't put resources into calling it
04:09what it is and putting the resources into diagnosis and treatment.
04:16Let's think about it in terms of the tragedy that gun violence in America is the number
04:22one killer of the children of America.
04:26Not car accidents, not cancer, gun violence.
04:30One in five Americans has a family member that was killed by gun violence.
04:36Gun violence, black victims of gun violence, ten times more likely to be a victim of gun violence.
04:42So it's a real issue that requires everybody's priority in terms of addressing it.
04:50And there are many ways to do it that include also what we need to do around election time,
04:57which is about recognizing that too many people who I will call cowards have been pushing
05:05this false choice to suggest you're either in favor of the second amendment or you want
05:09to hear what one does.
05:10That's a false choice.
05:12I'm in favor of the second amendment.
05:15I also believe there is no reason why we have assault weapons on the streets of America.
05:21We need an assault weapons ban.
05:28I'm in favor of the second amendment.
05:30I'm in favor of the second amendment and we need universal background checks.
05:33I'm in favor of the second amendment and we need red flag laws.
05:36And we need the people of the United States Congress to have the courage to stand up to
05:45the gun lobbyists and take action around what is just reasonable, universal background checks.
05:53You just might want to know before someone can buy a lethal weapon if they've been found
06:02to be a danger to themselves or others.
06:04You just might want to know.
06:06That's reasonable.
06:09Assault weapons.
06:12Assault weapons are designed to kill a lot of people quickly.
06:19There's no place for them in the neighborhoods and the streets where people live and go to
06:27school and worship.
06:29We've seen what they do.
06:31So there are solutions and that's part of the work that I'm doing with the gun violence
06:37prevention office.
06:38The way I announced this is to work on those solutions including what we have recently
06:42done through that office which is to put a billion dollars into hiring mental health
06:48counselors in our public schools.
06:50To help address mental health issues.
06:57Madam Vice President, you spoke of courage.
07:01There's nothing more courageous than losing someone and stepping up and taking action.
07:07And Quavo, you did one of the bravest things for your family by coming to Washington and
07:13advocating for change.
07:15So I'm just curious if you could share a little bit about why is this issue so important to
07:20you?
07:21And why is it so important for you to take action after suffering such loss?
07:26I'm a victim.
07:28I got a second chance.
07:29I feel like I wouldn't be here if everybody, you know what I'm saying, would have.
07:34I just look at myself as like when I saw him laying there I felt like I saw me laying there.
07:41So I feel like when I'm doing something like the Rocket Foundation I just want to uplift
07:49his legacy and make sure to keep his name alive.
07:52So that's why we're here.
07:55Thank you.
08:00Speaking of legacies, Madam Vice President, gun violence causes trauma and deeply impacts
08:06our mental health.
08:08And especially true for young folks who are going through active shooter drills, that
08:12are losing their friends and families at such a young age.
08:16You have spent your career, I would argue most of your life, working on this issue as
08:22an attorney, 20 years of pouring into efforts to be smart about how we prevent violence
08:28and really elevating the national model for how we deal with stress and trauma amongst
08:33our youth.
08:34I also just want to mention as California Attorney General you created the Bureau of
08:38Children's Justice to shape the state's response to the crisis of childhood exposure
08:43to trauma.
08:44And as the Vice President you continue to emphasize the importance of addressing the
08:49trauma that too many of us have faced with gun violence.
08:52And so I would love for you to talk a little bit more about how you've been fighting to
08:57prioritize mental health and really resources and support to help those who have been impacted
09:03by trauma.
09:05Well, gun violence in the neighborhood, in the community, without any question results
09:12in trauma.
09:13Just think about trauma as being an invisible wound, but a wound nonetheless.
09:19And like any wound, if it does not heal in a healthy way, it will continue to be a problem.
09:27I will say that there are many sources of trauma.
09:32Poverty is trauma inducing.
09:35When you start compounding sources of trauma, then you can just imagine how the trauma is
09:42more severe.
09:44So let's speak truth about that as well.
09:47But on the issue of what I've seen in particular about the trauma that comes from exposure
09:53to violence, some people will simplify the point of post-traumatic stress disorder, PTSD,
10:00and one of the ways that I've heard it simplified that it makes sense is imagine every day you're
10:07walking across a very busy street and out of nowhere a Mack truck comes barreling down.
10:16Without reflection, you'll produce what's called a cortisol.
10:21Your body will absolutely just react without reflection and you'll jump back.
10:27But if every day at different points in time that Mack truck comes, you're going to overproduce
10:33that thing.
10:36That is the thing that your body is designed to do to help you deal with stress.
10:42But when you overproduce it one day, as this example goes, you're walking across the street,
10:49you look up, you see that Mack truck coming, and you keep walking.
10:56Because you've so overproduced this thing that it makes you numb.
11:03It's really important to understand that that is one of the symptoms of exposure to trauma-inducing
11:12things because, you know, when we talk about how especially our young people are misdiagnosed,
11:21when people will look at our young people and say, oh, we don't have any emotional feelings.
11:29That response to this thing doesn't seem like a healthy response.
11:34When people have been overexposed to trauma-inducing events, that's physiologically what happens.
11:42So we have to also elevate the conversation about what trauma looks like and the effects,
11:47what the effects of trauma look like.
11:50And that includes that a young person, of any age, by the way, will have trouble sleeping at night,
11:57will have depression, will have flashbacks.
12:02If they're in class, will act out.
12:06And then get labeled a bad kid, which just produces a whole other cycle of them getting, right,
12:16put on detention, getting kicked out of school.
12:19So this issue of early diagnosis and treatment of trauma has profound impacts on everyone
12:27from our youngest to of any age.
12:30And part of the work that Quay, what you've been doing with the foundation, what we've been doing,
12:35is to elevate the importance of dealing with mental health.
12:39And it's something that all communities need to address.
12:43But we, in particular, have to remind people.
12:47When we talk about health care, for too long people have acted as though the body starts from the neck down.
12:55Well, what about the health care we need from the neck up?
12:58That's health care.
13:00And so mental health care is important.
13:03But we have to put the resources into it.
13:05And the thing that we know is we need to have culturally competent mental health care providers.
13:13Thank you.
13:18You mentioned, Ray, I did the college tour last fall.
13:21And I went to a number of schools, including RHBCs, of course.
13:24And I would challenge young people, you know, like there was back in the day,
13:29challenging people to go on health terms.
13:31I'm challenging our young leaders.
13:33Think about a calling for yourself in the profession of mental health,
13:40from being a therapist to going to medical school.
13:44But we need more people doing this stuff.
13:48And the one thing that I find with our younger leaders is they're more willing to talk about mental health
13:54than people of older generations.
13:57And I see that as a sign of opportunity.
14:01But to meet them where they are and what they're asking for,
14:05we need more resources going into the treatment.
14:08And I think we can get there.
14:11And we've already, for the work that we've done,
14:14over 300 mental health counselors in the public schools of Georgia as a result of your work, President.
