00:00Former Dewan Rakyat Speaker Azhar Azizan Haroon believes loopholes in the country's anti-hopping
00:07laws stemmed from misgivings among MPs about the effectiveness of legislation to curb the practice.
00:14He said although the federal constitution is the mother of all laws, it could only state
00:20policy in general terms. Azhar said he would have liked for a proviso to be inserted into the article
00:27relating to freedom of association. The proviso, he said, should empower Parliament to enact laws
00:33to prevent MPs from switching allegiances from the party on whose ticket they were elected
00:38to a rival party. But Azhar said MPs had their misgivings about setting out the actual law in
00:44an Act of Parliament. He said their primary concern was that such a law could easily be
00:50amended or even repealed at any time by a simple majority in Parliament. On the other hand,
00:56an anti-hopping law in the form of a constitutional amendment
01:00would require a two-thirds majority, making it more difficult to amend or repeal.
