00:08to talk about the Pambansang Pabahay para sa Pilipino Housing or 4PH Program of the Marcos Administration.
00:15Good day, Usec Abed.
00:18Welcome to DHSUD, sir.
00:20Why was this called a flagship program of the Marcos Administration?
00:24We were very excited because last year, our President issued Executive Order No. 34
00:31where it was identified as a flagship program,
00:36this Pambansang Pabahay para sa Pilipino Housing Program.
00:39Aside from it will address the shelter needs of our countrymen,
00:44it has a big impact on the economy because of the many construction activities
00:49and other industries that will move because of the construction of our houses.
00:55It will help our economy from the pandemic,
00:59and we can see that once the houses are built,
01:02it will bring about other social improvements such as education and health.
01:07Our countrymen will have a good life and dignity.
01:13And this is the first time in the history of the Philippines that our social housing will be subsidized.
01:21What is different here in our Pambansang Pabahay para sa Pilipino Housing Program is that
01:25we will put what is called interest support or interest subsidy
01:30to our countrymen who will be beneficiaries of this program.
01:34Meaning to say, he will pay for his amortization,
01:37but the national government will be included in the payment of interest support.
01:41And the net effect of that is that our amortization will decrease.
01:45And unfortunately, in the past decades,
01:48we can see that only less than 1% of the income is given to housing development.
01:54So now, we will not be limited to that
01:56because the best source of housing development and housing construction is private funds.
02:02Although, we will follow what we call interest subsidy
02:05to help our countrymen in paying for amortization.
02:08How much is the price of these housing units that you are saying is very affordable?
02:16Correct. Our price ceiling is a little over Php 900,000 up to a high of up to Php 1.8 million.
02:27Our initial cost may be a little higher.
02:30Let's not be afraid of that because the actual amortization will decrease
02:35because there is interest subsidy support and there is graduated amortization
02:39and their cost of living because they're on-site, because they're in a township setting.
02:43There is their chance to work, where their children can study,
02:48and there are hospitals and other basic services.
02:51The amortization could go as high as Php 9,000 per month.
02:54But once the interest subsidy and graduated amortization comes in,
02:59over a period of 30 years, it will go down to Php 3,000 per month.
03:04Of course, our countrymen are eager to avail of this 4PH program.
03:11For example, if the term of President Ferdinand R. Marcos Jr. is over
03:16and it will not be continued by the next president,
03:19of course, they are afraid of how they will be able to pay for it.
03:24That's a question that is often raised when we are in talks,
03:29especially with local governments and our partners.
03:32And our effort for now, we are happy because of the Congress and the Senate,
03:39both have bills and we are pushing for a law to institutionalize the 4PH,
03:47which will, among others, ensure that there is always a year-on-year allocation
03:53for the interest support and also, to a certain extent,
03:56identify those possible sources of monies for our subsidy.
04:06Jose, what are our reminders to our countrymen who want to avail of this 4PH program
04:12so that they won't be victims of scams?
04:16There is no fee to register for this 4PH program.
04:20We receive reports that there are people who are asking for a fee to register.
04:26Our continuous call, and we often issue statements of our acceptance,
04:33we say, first of all, you can contact DHS-UD or its attached agencies
04:39such as Pag-ibig Fund, National Housing Authority, and Social Housing Finance Corporations.
04:44Another thing we can talk about in this 4PH program is our local government units
04:51where they screen beneficiaries.
