00:49Well, almost on a daily basis, nakakahana po tayo ng mga digital devices na nagkalat doon sa mga
00:56buildings natin sinesearch. So, to date we already have thousands of computers, laptops,
01:02desktops and cellphones. And we've also been finding what appears to be Chinese military
01:09uniforms. Since Saturday, we've been finding a good number of them as well as mga documents.
01:19So, we will be able to build a good case against both the beneficial owners and those who are
01:27dubbed the owners on paper of this particular scum farm.

06:54meron po tayong nakitang 402 cancelled lice pogon cests. A good number of them have transitioned into scum farms.
07:04So sa isang listahang nakita namin na magmula sa PAG-COR, meron kaming namataan, na-evaluate na 58 scum farms na active.
07:13Pero the number of scum farms that are operating out there could be anywhere between as low as 58 to as high as 402.
07:23Siguro the median number would be 300. Now, nasaan po sila? Nagkalat po sila. They're all over the country.
07:31They're in Mindanao, they're in the Visayas, they're in Palawan even. So, but the great bulk of them are concentrated in Metro Manila,
07:42in Central Zone, or in Calabar Zone.
07:46Dahil po sa illegal operations sa mga pogo hub na ito, sa tingin niyo po ba ay napapano na ipanukala ang tuluyang pagsasarah na mga ito?
07:57Atuwag nang bigyan ng permiso?
08:00Well, at this point, that is a policy question. So I would defer the answer to that question to the policy makers.
08:07We in the law enforcement, our primary concern is to be able to identify areas where crimes are being committed,
08:14and if evidence warrants, then we would operate against them.
08:21From a law enforcement perspective, closing them outrightly with just a click of a finger would be counterproductive inasmuch as look at what happened to the 402.
08:34The 402 cancelled pogos, karamihan po naman do nag-cooperate pe.
08:40Ibig sabihin, kinakailangan, isipin natin mabuti muna kapag i-ban natin,
08:45papaano natin sila mapapasara na hindi sila mag-ooperate lang under the radar.
08:52Kasi mas magiging problema po sa atin yun kapag we totally ban them,
08:57pero wala tayong mekanismo kung papaano natin sila madi-deport,
09:02paano natin makukuha yung mga equipments nila,
09:06paano natin maku-forfeit yung mga criminal proceeds nila.
09:10So, kinakailangan upuan po ito ng mga policy makers.

09:46So, we have made our concerns, we have shared our concerns with the proper authorities
09:52and we do hope that PAGPOR together with the other regulatory agencies
09:59do sit down together with the Department of National Defense
10:02so that once and for all we're able to ensure that not a single scum farm
10:09or not a single licensed pogo for that matter would be located near our EDGRA sites
10:16nor our, how would you call it, our pogo sites.
