00:14 At this point, KarrSP, let's talk about the latest updates on the programs of the administration of President Ferdinand R. Marcos Jr. here in Mr. President On The Go!
00:25 And first, our beloved President ordered President Ferdinand R. Marcos Jr. to create a centralized system to end online sexual abuse against children.
00:37 Well, this is June 2, there was a report that a mother was caught selling to her foreign clients the pictures of her own child.
00:51 DOJ is angry about this and as a part of this, it is unacceptable that a parent is even afraid of the ill-fated picture of her child.
01:05 This effort is part of the commitment of our government to ensure the protection of children.
01:12 This is the worst of all crimes. Your mother is a grown woman and she is doing this to you, to destroy your reputation and your reputation.
01:22 That is why the administration is serious about this.
01:26 The directive of the President during the sectoral meeting is that protect the child and prosecute the perpetrator.
01:33 You said that's a sad reality, sometimes it happens at home.
01:36 But this is what our President said, this crime must be fought.
01:42 Aside from prosecuting the perpetrators, Secretary Benjuer Abalos also mentioned that consumers should be punished.
01:53 Both the consumer and the demand side should be punished. Even the platforms used to transmit these materials, online platforms should be punished.
02:08 Not only the police, even DOJ and DSWD will be involved in this because sometimes this happens because of poverty.
02:17 This will be a whole of government and whole of nation approach to fight this crime where the victims are children.
02:26 Another thing that was mentioned during the sectoral meeting is that we should capacitate the agents that will fight this crime.
02:34 Especially the vows-idests in the barangay should be capacitated so that they know what to do when a child is accused.
02:43 But the sad reality is that not everyone can speak up.
02:47 So the community should know who are the victims of the children who are using sexual materials.
02:57 Maybe this is where the barangay should be involved.
03:01 They should also announce to their community that if there is abuse from your own children, report it to this desk.
03:10 So it's very difficult. Like you said, it's online now.
03:14 How can you catch the person who is hiding in the house and using video cameras and selling illegal pictures?
03:22 And the foreigners who download these materials are also suffering.
03:27 They said that when you download these materials, you watch it and repeat the trauma that the children are going through.
03:37 So the people who consume should be punished.
03:41 Secretary Avalos also said that the barangay should not be regulated anymore.
03:45 Because if you regulate it in the barangay, the people who should be prosecuted will not be prosecuted.
03:50 And then the cycle continues.
03:52 Our children are pitiful for being victims of this.
03:55 And not because of poverty.
03:57 Because during the pandemic, many were imprisoned because we were in lockdown.
04:03 Many were imprisoned in their homes and they say that they have no sources of income.
04:07 That's why they did this.
04:08 It's not just that.
04:09 These are your children, fellow countrymen.
04:11 Meanwhile, this is good news for our teachers.
04:15 The teaching allowance of our teachers was doubled after President Ferdinand R. Marcos Jr. passed the "Kabalikat sa Pagtuturo Act."
04:24 Our teachers are having a hard time.
04:26 I remember when I was studying, my classmates were threatened.
04:29 I will not name them.
04:31 Graduates were threatened.
04:33 Their special project is that they are being forced to buy teaching materials.
04:37 For example, erasers, chalks, and the paper they use in school.
04:45 But the additional allowance of P5,000 is really small.
04:48 So what our government did, what do you call this?
04:52 This law is to double the amount.
04:55 So their allowance will be P10,000 for the purchase of school materials.
05:01 Because sometimes, the teachers are still underpaid.
05:04 They just want to be effective in their teaching.
05:08 They will make teaching materials.
05:11 They will use it to be creative in their way of teaching.
05:15 So this is a big thing for our teachers.
05:18 That their allowance is doubled.
05:20 And the good thing about this is that this is non-taxable.
05:23 It will not be reduced by the income tax.
05:25 The administration said that this is just the first step for our teachers.
05:31 Of course, the next step is to increase the salary of our teachers.
05:35 So this is a big thing because it was a long battle really
05:38 to increase the allowance for the teaching supplies of our teachers.
05:43 I think this was filed in 2011.
05:45 So after 13 years, the allowance for our teachers was doubled.
05:50 Well, we're hoping that we won't hear from teachers who sell bacon.
05:56 So that they can survive their needs, especially in teaching materials.
06:03 However, the increase in the salary of our teachers,
06:07 just like the teaching materials,
06:09 the other supports for our teachers are being prepared by the administration.
06:15 And that's our update this morning about the activities and programs
06:20 of our President Ferdinand R. Marcos Jr.
06:23 Here's Mr. President on the go.
