00:58 According to IBC 13 President and Chief Executive Officer, Atty. Jose Policarpio,
01:03 they asked the Special Appropriation to budget the retirement pay of retired employees
01:09 just to solve the long-standing problem of the so-called government sequestered network.
01:14 This budget is not from the so-called budget for retirees, pensioners, refugees, etc.
01:26 This is a special appropriation.
01:29 This is not happening because we just got 500 million.
