00:00Close to 10,000 from Nueva Ecija, who comprise part of the country's hardest working sector

00:04that feeds the nation, receive what is undoubtedly the greatest gift of their entire lives from

00:10the President, who turned a year older today.

00:13Today's debt forgiveness and entitlement distribution ceremony end this report.

00:21President Ferdinand R. Marcos, Jr. led the distribution of nearly 10,000 certificates

00:25of condonation and release of mortgage to 6,000 agrarian reform beneficiaries or ARVs

00:29in Palayan City, Nueva Ecija today, the land area covering the condoned mortgage properties

00:34over 10,000 hectares of agricultural land.

00:37The certificate of condonation is the realization of R.A. 11953 or the New Agrarian Emancipation

00:42Act signed by President Marcos, Jr. on July 7, 2023.

00:47I am truly happy because this is a very special day for me.

00:54That is why I am honored to have you with me on this day.

01:01From now on, the lives of 6,000 farmers here in your area will change.

01:09This is 6,000 because this is small, only 6,000 can fit here, but 10,000 out of all

01:18can receive assistance from the Department of Agrarian Reform.

01:23The beneficiaries are expected to be exempt from paying a total of P277 million as set

01:28by law.

01:29It is also an opportunity for beneficiaries to step up their farms' productivity for financial

01:34and food supply chain security.

01:35The distribution of the Certificate of Condonation, Nueva Ecija, is the first in Central Luzon.

01:40We believe that if this debt is not paid, the lives of our beneficiaries will be in

01:49danger.

01:50You will no longer be afraid of paying for amortization, you will no longer be afraid

01:56of losing the land that you have been collecting P227 million for every day.

02:01According to President Marcos, Jr., he is determined to finish all the agrarian reform

02:05programs before the end of his term, since it's been more than five decades since his

02:09father, former President Ferdinand E. Marcos, Sr., signed Presidential Decree No. 27.

02:14When the agrarian reform program started, my father's grandfather was the head of the

02:23Department of Agrarian Reform, Grandfather Condring Estrella, and he was the DLSA.

02:33We said, when I sat down, he was one of the first people I talked to, I said, our forefathers

02:39should be ashamed that we could not finish the program they started.

02:44That's why we are really determined, we will finish all the agrarian reform programs before

02:50I finish my term as President.

02:53President Marcos, Jr. also announced P41 million worth of agri-credit checks to more than 400

02:59beneficiaries.

03:00There is also P1.3 billion pesos that will be provided to more than 260,000 people in

03:06need for the Ayuda sa Kapos Ang Kita program or ACAP.
