00:00This is the adjusted work hours of the government officials in Metro Manila and other issues.
00:06We are live in the studio with Metro Manila Council Chairman and San Juan Mayor Francis Zamora. Mayor good morning.
00:14Yes good morning Igan. Thank you very much for inviting me here in your studio.
00:18On the first day of the adjusted work hours, how was our monitoring? Did it have an effect on our traffic?
00:29Igan, this is just the first day of our shift from 7am to 4pm.
00:38We are hoping that this will help our traffic because our goal is to avoid more than 100,000 traffic jams in Metro Manila in rush hour.
00:53So if you will avoid the rush hour, 112,000 strong workforce is one hour ahead.
01:01It's a big thing to reduce the number of cars on the streets.
01:06So it's really about vehicle reduction Igan.
01:10We will eventually see the effect of this.
01:14But as I always say, we will not know until we try.
01:17We will monitor the situation. The MMDA will also monitor the traffic count.
01:23In fact, we will have a Metro Manila Council meeting later.

01:33When this first came out, some are saying, why not two hours?
01:39It will not reach the streets if it's one hour early.
01:43What will be the result of the study of the Metro Manila Council?
01:47The study of MMDA is based on the number of cars at certain hours.
01:54Based on this data, the recommendation is one hour.
01:59We don't want to make a big difference to the people who are used to work hours in our cities.
02:07So one hour early for our local government services.

02:26Who are not included in this adjusted work hours?
02:31Basically, all city government offices are included in 7am to 4pm,
02:37except that our vital services have a skeletal force from 4pm to 5pm.
02:44Those of us who are used to working until 5pm,
02:48maybe there are still some who work until 5pm,
02:50we will make sure that the vital departments still have people
02:54until the time that they are used to working from 7am to 4pm.
02:58How many cars will be reduced in this early schedule?
03:05If we're looking at 112,000 employees, plus those who will be transacting to City Hall,
03:12those who will be going to City Hall earlier.
03:15We're looking at a few hundred thousands of vehicles also.
03:18If you analyze our constituents who will be going to City Hall,
03:22those who will be going to work,
03:25Again, MNDA will be monitoring how many vehicles will be reduced given our rush hours.
03:33Another issue, in this very hot weather, Mayor,
03:37are there mandatory breaks for those who are working outside,
03:41including traffic enforcers, police, street sweepers, construction workers, let's say.

03:53But again, as local government units, we always have to look after the general welfare of our people.
