00:00 We will continue to watch the rising temperature. This is the Department of Health Spokesperson Assistant Secretary Dr. Albert Francis Domingo. Good morning to you, Asec.
00:12 Good morning, Ma'am Susan. Good morning to all our viewers and listeners.
00:17 Yes, Asec. Good morning. Oh, Asec, it's so hot. How is the monitoring of DOH on the heat-related cases in hospitals?
00:25 What diseases are usually the hottest of the time?
00:30 Yes, thank you, Ma'am. In our latest monitoring up to the period of around April, mid-April, we have 34 cases of heat-related illnesses that we have reported in hospitals nationwide.
00:46 What we mean by heat-related illness is heat stroke, heat cramps or heat exhaustion. Heat stroke is the most dangerous where the patient loses consciousness.
00:59 But in our record so far, it seems that the cases are not heat stroke. A big bump in this 34 is 27 from a group that we monitored that had street dance.
01:12 So we said that we will repeat our reminder that from 10 o'clock in the morning until 4 p.m., we should select our activities.
01:24 The activities like street dance or any other physical activities that will increase the temperature of our body, we should avoid them.
01:33 Asec, as a doctor, please explain to our viewers how dangerous the heat index is, 40 to 50 degrees.
01:43 How can you measure the heat of 48 degrees Celsius that was the heat index yesterday?
01:49 Yes. In terms of how hot the temperature is when we say 40 or 48, let's remember that the body temperature of a normal person without a fever is 37 or 37.
02:04 So when we say 48, it's a bit hotter. Let's give an example of a hotter temperature. The boiling water is 100. That's very high. But coffee is typically around 50 to 60 degrees.
02:19 So let's think that the area around our body is covered by coffee that is not hot. That's the closest measurement to 40 to 48 degrees.
02:31 Asec, how can we know that you have a heat stroke?
02:38 It's not like you can say that you have a heat stroke right away. It's just that it's happening to you.
02:47 I have heard from a grandmother in Dagupan that she had a cardiac arrest because of the high temperature.
02:54 What are the symptoms or signs that you may have a heat stroke?
03:00 You're right that it's not sudden. It's a spectrum that starts with mild symptoms, heavy. It starts with what is called heat cramps.
03:13 Our body is moving in this direction, our legs. If it's not caught, the exposure to hot environment will be heat exhaustion.
03:26 Heat exhaustion is a feeling of different fatigue. It's not the typical type of fatigue that we are used to. It's different. It's like our body is heavy.
03:38 The so-called heat stroke is when we lose consciousness. It's like we're sleepy. We think we're just sleepy, but we cannot explain that it's because of the heat.
03:49 What's different from the so-called heart attack? There is a heat influence. When it's said to be heat influence, when the temperature of the environment rises,
03:59 the diseases like high blood pressure, which is a weakening of the heart, can be influenced. But it's not a heat stroke.
04:08 Yes. You, Reybis, it's hard for some local governments to get a vaccine against this. You said that you know the nearest hospital that has anti-rabies. How can they be helped by the DOH?
04:26 Yes. We monitored the situation of the rabies vaccine. First, let us explain to our countrymen that there are two types of vaccine against rabies.
04:39 The first is a vaccine for humans. The second is a vaccine for dogs and animals. Both are important because the vaccine for humans is usually given when the wound is bitten,
04:51 or when the wound is swollen or the wound is bruised. But rabies prevention and control, vaccination of animals is more important.
05:00 When it comes to vaccination of animals, we have a colleague in the Department of Agriculture. Yesterday, we first picked up the news that there is a shortage of rabies vaccine.
05:12 We were surprised because, as far as we know, the vaccine for humans is still okay. We checked historically, Agriculture Secretary Laurel was actually,
05:23 and we are supporting him, he was very categorical in saying a few weeks ago that they are asking for an additional budget from our Congress for next year
05:33 to buy additional vaccine for dogs. So we think that's what's happening. But if we do monitor that there is a shortage of vaccine for humans,
05:43 we will definitely move it because it could be a distribution issue.
05:47 Okay. Thank you very much for those assurances. Thank you very much DOH spokesperson, ASEC Dr. Albert Francis Domingo. Good morning to you and take care.
05:58 Thank you and good morning.
05:59 Take care.
06:00 Thank you.
