05:10 [President Fernand R. Marcos Jr. speaking]
05:22 My fellow Filipinos, it is in the spirit of our racist resolve to surmount odds,
05:28 overcome difficulties, and triumph over fears that we gather here today.
05:34 We face a complex and changing world.
05:38 It calls for a united response that would make our nation strong,
05:43 our economy sound, and our children's future secure.
05:48 We cannot meet these challenges if no common purpose energizes us.
05:53 We need to have a vision that moves us forward as a people united.
06:00 A vision so compelling that it brings out the best in us.
06:04 One that is feasible that every one of us will invest in.
06:09 We must restore faith in ourselves by taking stock of what makes us a strong people, a resilient nation.
06:18 We must dig deep into our valiant past, draw strength from the heroism of our forefathers,
06:25 and let this heritage of selflessness propel us forward into the future.
06:31 [President Fernand R. Marcos Jr. speaking]
06:36 When dreams seem impossible, let us remember that our nation, Asia's first republic,
06:43 was founded by patriots who were in their 20s,
06:47 who never wavered in fighting for the freedom that we enjoy today.
06:52 Because when stakes are high, let us recall how Bataan and Corregidor survivors went and rebuilt a nation
07:00 whose cities were in ruins, but whose spirits were not.
07:04 When hard work looms, let us be inspired by the resilience of communities pummeled by typhoons,
07:11 yet never let this annual stress of nature defeat them.
07:16 Every generation who came before us was defined by the crisis that tested their mettle and that tried their souls.
07:25 And as we rebuild, we must not return to a nation as it was before.
07:30 We must create one that is better.
07:33 We will only succeed if we overcome the crisis of confidence that clipped our wings long before COVID-19 struck.
07:42 We have to begin by restoring faith in ourselves, belief in our strengths, and trust in our institutions.
07:50 Only then can we have confidence to bravely confront whatever tomorrow brings.
09:13 I believe that to win that trust, the government must show in deeds, not in words, that it is deserving of that trust.
09:23 Government must lead by example, not by empty exhortation, but in ways that inspire confidence to our people,
09:32 so they too will believe that the greatness they deserve is at hand.
09:37 It must present an agenda for the future with clear benefits for our people,
09:43 for only by providing clarity will they invest in it.
09:47 We must craft a blueprint for progress, a plan that inspires hope and promises change,
09:54 because without one, we will be inflicting the old and outmoded views on our people,
10:02 denying them the benefits that innovation and empowerment will bring.
10:07 We now have that plan, the Philippine Development Plan of 2023 to 2023.
10:28 upang sama-sama tayong bumangon muli.
10:32 It enumerates the sectors to which funds should be channeled,
10:36 what nurturing policies must be planted so that these can contribute to the overall growth that we desire.
10:44 It lists the infrastructure which we are building better and more.
10:49 It paints the ideal human development index that we are all working to achieve.
11:06 our brand of governance.
11:41 It is time for bold thinking, accompanied by the strong will to execute it.
11:47 As I have said many times, the mandate of the people should be devoted to achieving the grand, not wasted on the petty.
11:56 I will not squander the sovereign people's trust by marching and grunting loudly, but staying only in place,
12:05 when what you want is to surge forward bereft of drama.
12:10 Bagong Pilipinas is not a political game plan that caters to a privileged few.
12:16 It is a master plan for genuine development of the benefits of all our people.
12:22 Bagong Pilipinas serves no narrow political interests. It serves the people.
12:28 Bagong Pilipinas is not a new partisan coalition in disguise.
12:32 It is a set of ideals that all us Filipinos, regardless of political creed or religion or wealth, can coalesce around.
12:43 Bagong Pilipinas is addressed to all government officials and employees and citizens of this country.
12:50 It is an invitation to all of us to think about being a Filipino and view the nation from a renewed perspective.
13:01 It is a call for transformation, the transformation of our idea of being a Filipino,
13:07 and the transformation of our economy, of governance, of society.
13:12 Bagong Pilipinas transcends this administration.
13:16 To those whose overheated imagination has been poisoned by toxic politics, Bagong Pilipinas is no Trojan horse.
13:26 It conceals no agenda. It is a program of many workhorses, driven by the love of country.
13:33 The sweeping vision that it brings will not automatically come to fruition.
13:40 It will require for all of us to work very hard.
13:45 Such is not the assigned task of government alone, but it is the duty of every Filipino.
13:52 This is not a plan drafted in isolation by those who govern.
13:56 This is a plan drawn from the inputs of the sovereign.
13:59 As such, it can only succeed with the people's participation.
14:04 It can only succeed if the government will demonstrate the fortitude to do the hard work.
14:09 And for this, I pledge, government will neither ask the people for sacrifices it will not exact first upon itself,
14:17 nor impose a burden that is heavier than what people can carry.
14:28 While power emanates from the people, change must begin through government.
14:34 [Applause]
14:52 [Applause]
15:01 [Applause]
15:03 Services must be fast. Projects must be completed on time.
15:07 Deadlines must be met per schedule.
15:11 [Applause]
15:13 Distress calls must be responded to without delay.
15:17 In whatever government office, red tape must be replaced with a red carpet.
15:23 [Applause]
15:31 [Applause]
15:36 Complex requirements and the processing time must be reduced.
16:27 [Applause]
16:31 You are servants of the people, not their lords.
16:36 [Applause]
16:47 So let me reiterate this.
16:49 Feedback is essential to government.
16:52 Without it, mistakes cannot be corrected.
16:55 Bad behavior cannot be sanctioned.
16:58 Best practices cannot be learned.
17:00 And good deeds cannot be commended.
17:03 Sa bagong Pilipinas, ang masama ay i-reklamo,
17:07 ang mabuti ay i-rekomenda.
17:10 [Applause]
18:37 to move, to communicate, and to solve the problems that we are faced with,
18:42 including tools to prevent a different kind of stealing.
18:47 When contents of e-wallets are picked by cyber criminals,
18:51 when their dirty hands reach our children through computer screens,
18:56 we will boost the defenses of our people and communities against calamities.
19:01 More than paying tribute to their resilience,
19:04 we must provide them with resources.
19:07 Sa bagong Pilipinas, una, ang kabataan.
19:10 Dahil prioridad ang kanilang kinabukasan.
19:14 Pangangalaga sa kalikasan,
19:16 ang pangunahin nilang pagkakabalahan.
19:19 The reforms that we envision for our educational system
19:23 should be showcased in our classrooms.
19:26 The gist of which is this.
19:28 A learner with books on their table.
19:31 A well-trained, highly motivated, well-paid teacher in front of them.
19:37 (Cheers)
19:40 Teaching a curriculum carefully created to our needs
19:44 under a setting wired to the digital world.
19:53 Isang batang natututo.
19:55 To learners who are hungry, we will provide meals.
19:58 Because one cannot feed the mind.
20:01 Habang moogung ang kanilang mga tiyan.
20:04 Through Bagong Pilipinas, we will meet our greatest obligation to our youth.
20:08 To mold them into critical thinkers, problem solvers,
20:12 and visionaries for their country.
20:22 Those who feed the nation, but ironically cannot feed their own family.
20:50 We are expanding our irrigable lands.
20:53 We are increasing farm support across the board for all crops.
20:57 We are incentivizing urban gardening, including turning idle lands into vegetable plots.
21:03 We will no longer tolerate smuggled food that impoverishes our domestic producers
21:09 and puts our consumers at risk.
21:12 The ultimate objective is to make food affordable to all.
21:16 And one way to achieve this is to make it accessible to consumers.
21:22 We are addressing trading and transport bottlenecks.
21:26 We will also stop the use of cotton in roads and in the streets
21:34 because cotton is becoming a price that is being placed on consumers.
21:41 In barangays, we will continue to improve and clean up.
21:47 Every vacant land that is in your possession, will be turned into a vegetable plot.
21:54 To the barangay and SK officials, be a model of a good citizen.
22:01 Fear God, be ashamed of your fellowmen, and take care of your environment and nature.
22:08 To our local government units, the outstanding performance of each barangay,
22:15 municipality, city, and province will continue to be measured, recognized, and focused
22:22 so that each branch of the local government will be effective.
22:29 To the members of our Cabinet,
22:32 lead the new Philippines Town Hall meetings in the regions,
22:38 spread the new policies and programs,
22:42 and support the changes that your department is doing and will do.
22:56 To the Filipino people,
22:58 we will pray every day,
23:01 we will strive and move to make the lives of every Filipino under the new Philippines more affordable.
23:11 In the new Philippines, everyone has hope.
23:15 The hope of the people is in all of us.
23:19 Long live every Filipino.
23:21 Long live the Philippines.
23:23 Long live the new Philippines!
23:27 Once again, President Ferdinand R. Marcos Jr.
23:39 My friends, let us shout together,
