00:00 [Directive of President Marcos Jr. for Efficient Energy Utilization of Government Offices]
00:06 [We will discuss this with Director Patrick Aquino from the Energy Utilization Management Bureau of the Department of Energy]
00:14 [Director Aquino, good afternoon and welcome to Bagong Pilipinas]
00:18 [Good afternoon, Ma'am and to all the viewers and listeners of Bagong Pilipinas this afternoon]
00:26 [Good afternoon, I'm here with Ninia Corpuz and this is Chie Atienza]
00:31 [Sir, when did President Marcos Jr. give the directive for the Efficient Use of Energy of government offices?]
00:39 [Can you explain this Government Energy Management Program?]
00:44 [And when was the implementation of this program, Sir?]
00:47 [Our Government Energy Management Program or GEMP, actually it is included in Republic Act 11285 or our Energy Efficiency and Conservation Act]
01:00 [At the moment, it is being implemented. The purpose of our accelerated implementation of GEMP is to remind our government colleagues]
01:09 [to make this implementation more effective, especially in the upcoming months]
01:19 [How will the monitoring process be for the government's responsibilities?]
01:27 [Our monitoring, our reminding our government colleagues, we have GEMP online system, gemp.doe.gov.ph]
01:40 [where we monitor the reports. We will also conduct energy spot checks and energy audits in various offices of the government]
01:51 [to see the compliance of our government colleagues]
01:55 [Sir, what will happen to the jobs that will be proven to be inefficient or have high consumption of energy?]
02:04 [First of all, we are looking at the reasons for their high consumption]
02:11 [But aside from this, we will remind our government colleagues about our program]
02:16 [under our GEMP, this unit will lower the consumption, not only of electricity, but also of the use of our vehicles]
02:26 [That's why we are reminding our government colleagues to monitor our processes, to monitor the use of our appliances]
02:38 [and we will see opportunities to lower our consumption. That's the only thing we need to pay attention to]
02:46 [just like our reminding our government colleagues about our businesses]
02:51 [Alright. So your suggestion is that instead of meeting in person, sometimes just using Zoom]
02:58 [and you can save on gas and electricity, right?]
03:04 [What other ways do you think can be saved?]
03:09 [What we are doing is, there are resolutions of our Interagency Energy Efficiency and Conservation Committee or IAEEC]
03:19 [Part of our recommendations as a response not only to the electricity or traffic]
03:24 [is what we call flexible work arrangement, where we are urging our government offices]
03:30 [to work from home if we can and to reduce the number of front-line services if possible]
03:37 [All of these regulations are still in compliance with the requirements of our Civil Service Commission]
03:43 [Besides, we will continue to remind that when using air conditioning, the government or the citizens]
03:50 [should not lower the thermostat below 24 degrees]
03:53 [Based on the study of our DOE, we lower it to 24 degrees for every degree]
03:58 [where 2 to 5 percent is the increase in consumption]
04:03 [We will also continue to clean the air filter and the electric fans]
04:08 [Those are the examples that we see that can increase our efficiency and reduce our electricity costs]
04:16 [The one that does not lower it to 24 degrees, even for the households, is that your recommendation?]
04:24 [Because there are also many who are in air-conditioned rooms, when sleeping at night, and have thick blankets]
04:29 [usually it's at 20 degrees, sometimes 19 degrees]
04:33 [But 24 degrees is a bit hot]
04:36 [That's why we are asking our countrymen to visit our DOE website]
04:43 [Most of the time, when we are having a hard time with the air conditioner or we lower the thermostat]
04:49 [the measurement of the air conditioner we buy or use is not accurate]
04:53 [It should be in the size of the first room]
04:54 [Our recommendation, if we are going to buy or invest in our air conditioner, is to make it an inverter]
05:00 [If we use it for more than 8 or 6 hours a day, we can lower the cost of the difference of our inverter]
05:08 [compared to the conventional one, within 2, not more than 3 years]
05:13 Alright, speaking of inverters, many of our employees are a bit old when it comes to equipment and infrastructure
05:23 that can cause high consumption. What will be the next step of the Energy Department for this?
05:29 [The next step we are doing, Ms. Nina and the listeners, is to make it easier]
05:36 [It's also based on our AO15, we are making an inventory]
05:41 [Our goal for the next few years is to improve it, to retrofit it]
05:47 [so that we can replace the appliances that our government uses with more energy efficient options]
05:54 [So, our government colleagues are expecting us to roll out a program to upgrade]
06:00 [or to make the existing appliances more energy efficient]
06:03 [and the equipment that our government uses]
06:06 Alright, sir, earlier you mentioned examples when it comes to energy conservation
06:13 but how can you encourage your actual employees to do what you want to happen?
06:19 What are your plans for them to be enticed to follow you?
06:24 [Aside from Ms. Chisa, because our beloved President ordered it, there are also mechanisms]
06:32 [under our government energy management program]
06:35 [that can be added incentives to be given under our PRIS]
06:42 [for example, energy efficiency and conservation incentive]
06:46 [That is our goal to encourage them to practice]
06:51 [so that they can see at the end of the year]
06:54 [that there can be additional benefits for their continued support of the program]
07:00 Okay, if this program is successful, what do we expect to see when it comes to the energy sector?
07:09 And what is your objective for this program?
07:13 [Our objective is to achieve more than 10% reduction in our energy consumption]
07:24 [even in the production of petrol]
07:26 [I can only inform you that in the past year, 2023, the program has not yet been terminated]
07:32 [We have generated actual savings in our government of more than P300 million]
07:39 [and more than P25 million in terms of fuel savings]
07:43 [That is the actual thing that will help our government agencies]
07:47 [if we can increase our GMP]
07:51 Okay, this is a big help. This will help in reducing the need to pay when it comes to this.
07:58 At the same time, personally, Nina, you lead by example.
08:02 If this administration wants to ensure that all Filipinos can conserve energy,
08:07 it is a good idea to start this within the offices themselves.
08:13 Correct.
08:14 Some people ride their bikes to work, they commute to work.
08:17 You don't need to bring your own car, right?
08:20 And what I said earlier, if you like to stay in your room when it's cold,
08:23 then don't stay in your room at night, I mean, in your homes.
08:27 Or a thin room, right?
08:30 I was about to say that.
08:32 I was wondering why the air conditioner is so strong and your room is so thick.
08:35 Correct. Just reduce your air conditioner.
08:37 Yes.
08:38 You can save on electricity.
08:40 Okay, can you just send a message to the Filipinos who are watching us now?
08:45 Yes, our message to our Filipinos, not just to the private or public sector,
08:53 let's remember, you have the power.
08:56 Energy efficiency starts with you.
08:59 Thank you very much for your time, Director Patrick Aquino
