00:06 the discussion on the amendment of some economic provisions of the Constitution.
00:11 Earlier, Senate President Juan Miguel Zubiri himself
00:14 adopted the resolution in the Senate.
00:16 That is what Mel Alasmora said.
00:18 We wish to assure the people that in reviewing the economic provisions of the Constitution,
00:25 we will be circumspect.
00:28 We are guided by the knowledge that our sovereign is watching
00:32 and that the work we should do represents no interest other than the people's interest.
00:38 This is what Senate President Juan Miguel Zubiri said in public.
00:43 Now, the Senate is also discussing the steps for the Charter Change.
00:47 This Monday, SP Zubiri personally adopted the resolution of both Houses No. 6
00:53 that pushes for the amendment of some economic provisions of the Constitution,
00:57 particularly those that prohibit 100% foreign ownership of public utilities,
01:03 educational institutions, and advertising agencies in the country,
01:06 in order to add "unless otherwise provided by law"
01:10 in the name of the "different manipulation of the Philippine economy."
01:14 This is to avert a constitutional crisis between the House of Representatives and the Senate.
01:21 And to make it clear that there are no other planned provisions or amendments on any other thing
01:32 but purely economic in nature.
01:35 Zubiri said that President Ferdinand R. Marquez, Jr. himself was involved in the issue
01:40 along with some of the officials of the House of Representatives.
01:43 And here, he was ordered by the President of the Senate to lead the study on the issue.
01:48 I was in a meeting with the President on Tuesday.
01:52 And I raised the alarm about the People's Initiative.
01:56 He was very gracious enough to meet with me and we discussed how we can diffuse the situation.
02:03 After that, he asked me to meet with the Speaker. We met with the Speaker.
02:08 I met with him on Tuesday evening, after which we had a lively and vigorous debate on the issue.
02:21 And we all decided to meet with the President once again at 3 p.m. in Malacanang last Thursday.

02:50 In an interview, House Speaker Martin Romualdez gave support to the new move of the Senate.

03:09 He was not only in time, but also needed the proposed amendments
03:14 to fully open our economy in the name of a more prosperous Philippines.
03:19 Last year, the House passed its own RBH No. 6, which calls for a Constitutional Convention to amend the Constitution.
03:30 This year, 2024, the House promised a low cost to implement the CHA-CHA.
03:35 There is a signature campaign in my district. But I can assure you that if someone signs there, there is no fine.

03:47 Next week, Congress will have a session again.
03:51 So the most important issue of the day is expected to be the decision of the lawmakers.
