00:00 Let's learn about the programs of the National Electrification Administration this 2024 and its other achievements in the past 100 years.
00:11 We will have Antonio Almeda, the Administrator of the National Electrification Administration.
00:18 Good afternoon, Admin.
00:20 Good afternoon, Ina. Happy New Year to all of you.
00:24 Sir, Happy New Year to you too. For those who don't know, what is the mandate of the National Electrification Administration?
00:36 The National Electrification Administration serves as the regulating agency of the government to supervise, monitor the operations of the 121 electric cooperatives nationwide that functions as the distribution utility of fabricates all over the country.
01:04 Sir, what are the new programs that you will focus on this 2024? Where are you focused?
01:13 Well, Naya, for that matter, is very much focused on the presidential pronouncement.
01:22 So we wanted to achieve total electrification by 2038. That means all households in the country will be energized and will have sources of electricity.
01:38 That's what we are working on, Ina. We are preparing the COPs and the agency in implementing said directive.
01:49 This year, the Digital Command Center is expected to be launched. What will be its purpose?
01:57 Yes, the Digital Command Center would complement, would help us monitor things in our electrification projects through the use of a Digital Command Center within the premises of Naya.
02:14 So from there, we can already monitor what areas in a certain franchise area that still needs to be electrified, energized through the Geographical Information System, the GIS, to be used by the electric cooperatives.
02:31 And the SCADA system that would transmit data from the cooperative to the office of Naya.
02:38 Sir, you will have a collaboration with the Department of Science and Technology for the establishment of a dashboard system. Is that correct? How is this?
02:48 Yes. There are talks going on right now with the hierarchy of the Department of Science and Technology. This SCADA system would entail costs and not all electric cooperatives will have enough funding to cover this.
03:10 So we at Naya are trying to collaborate with other agencies that can support for this CNE, the category CNE electric cooperatives, to have some funds sourcing.
03:24 And one of the options available to us is to collaborate with the Department of Science and Technology for implementation of the SCADA projects.
03:35 So in turn, that will make them connected to the Digital Command Center and that would make the operations of the Digital Command Center complete in monitoring all of the 121 electric cooperatives.
03:50 So sir, how will this be effective and beneficial for the cooperatives?
03:56 The Digital Command Center will have several functions. Number one, when it comes to disaster resiliency, we can already monitor which areas are affected so immediate response can be done.
04:19 It is also geared towards monitoring the technical and financial operations of the electric cooperatives.
04:29 You know Mina, Naya is undermanned in trying to audit the operations of electric cooperatives. With the Digital Command Center, we can monitor and see what's happening in near time or at best in real time.
04:46 So sir, how about our islands that still don't have electricity? Are we already making plans for them to have electricity?
04:57 Because some of them are just using solar power but the supply of electricity is not that strong. Do you have any programs for this?
05:08 Nina, Naya, the commander, formulated a plan wherein those areas that are unreadable, still, meaning they are far away from the power line,
05:28 we will be providing what we call the solar home system. These are solar batteries that can light up these five bulbs, TV as a charger and an electric fan until such time that the line of distribution of the cooperatives reaches them.
05:53 For the meantime, they will enjoy the supply of electricity through solar power.
05:58 Okay. Sir, how many percentage of the households in the Philippines still don't have electricity?
06:08 Well, as of the latest PSA survey, electrification is only at the level of 89 percent. Way back in 2016, it was already at 92 percent.
06:26 But since the effect of COVID and the expansion of distribution lines, we are down to 89 percent. So that's the magic number that we need to pull for the next five or six, four years.
06:46 In the term of the President, we are aiming to cover the 11 percent efficiency.
06:53 Sir what are the areas?
06:56 Only in Mindanao. We are already at the 90s, hot in the sun and desires. The bulk of unenergized would be in Mindanao, only in the rate of 80 percent energization.
07:16 So we have a big target in Mindanao.
07:19 Okay. We will go to a better news. The National Electrification Administration received a new ISO certificate. Can you tell us more about this sir?
07:31 Well yes. I want to congratulate the NIA family for being efficient and up to par in trying to achieve recertification of our ISO 9001-2015. We are recertified recently last December.
07:52 Lastly sir, what is your message to our countrymen, especially the islands and remote areas that have no electricity.
08:03 Maybe there will be electrification or electric cooperatives so they can experience long hours of light of life. Especially at night because other islands have electricity only for hours.
08:18 Maybe what I can say Nina is that for all those people experiencing rotational drag outs, let's assure that the national government that we have at this station is mindful and cognizant of this situation and we are doing something about it. We are on the way. Help is on the way.
08:44 Okay. Thank you very much for your time, Administrator Antonio Almeda of the National Electrification Administration.
