CHR at DOT, sumalang na sa budget deliberation sa Senado;

Ilang senador, uminit ang ulo
Transcript
00:00 The Commission on Human Rights and DOT, Department of Tourism, has already approved the budget deliberation for the proposed 2024 budget.
00:09 In the implementation of the CHR in the deliberation, Senate Majority Floor Leader Joel Villanueva avoided questioning the agency's appeal on the SOGIE bill.
00:22 Daniel Van Alastos is back.
00:27 We have a love letter to Senator Joel Villanueva and we call on you, dear Senator Joel Villanueva, dear senators, and our senators,
00:39 all of you, please listen to the voices of our LGBTQ community.
00:45 And our cry, what do we want to pass?
00:48 SOGIE Equality Bill.
00:53 Senate Majority Leader Joel Villanueva showed a video of the Commission on Human Rights appealing to the controversial SOGIE bill.
01:01 The senator was specially mentioned.
01:04 Villanueva repeatedly asked if the CHR members were authorized to speak like this.
01:10 She was authorized by the chairman, the video authorized, by the focal commission.
01:20 My whole opinion on the Commission on Human Rights is that every individual Filipino,
01:28 every right of every Filipino is represented by them, not just one sector.
01:36 Villanueva also asked why it seems that one of their officials is manipulating the commission.
01:42 Villanueva also mentioned the person who is being interviewed in the deliberation.
01:46 On matters of advocating for the passage of the SOGIE law, the commission has a stand, that is to advocate for the passage of that law.
01:59 Villanueva said that she is also being asked to speak on the anti-discrimination bill.
02:03 But the chairman of the CHR said that they haven't read it yet.
02:07 That's why the senator seemed to be more dismayed.
02:10 You haven't read it yet? You're going to petition this representation?
02:14 Don't you violate the right of this representation?
02:18 Before you make a decision, you're going to petition me?
02:21 Before you make a decision, you're standing on the side of my representation?
02:27 Palpa Latok also said that they agreed to join the CHR in the event, but not in the petition.
02:34 They only found out after the event.
02:37 Villanueva admitted to the fellow senators.
02:41 After a member of the Senate has violated the human rights of another member of the Senate,
02:46 you won't give him the petition, you will just hide it.
02:52 Then harm has been done.
02:54 We regret how the Senate felt about what happened about the petition, especially Senator Villanueva.
03:03 We are fully committed to work with the entire Senate in refining the SOGIE equality bill.
03:10 In the deliberation of the Budget and Tourism Department,
03:13 the senators were also heated after learning that the information was leaked to the officials of the Philippine Retirement Authority.
03:21 The senators were shocked and told that they stopped asking questions.
03:26 Who are you? Who are you to tell us to stop asking questions?
03:30 Remember, if one of us tells the sponsor to defer the budget of DOT, what will happen to you?
03:40 You cannot do anything.
03:41 My colleagues don't deserve that.
03:43 My colleagues, never mind me.
03:44 You can insult me, you can get mad at me, but my colleagues do not deserve that treatment.
03:49 Because of what happened, Tourism Secretary Christina Frasco also investigated the incident.
03:55 Notwithstanding that, imagine my shock and complete and utter disappointment when I learned that she,
04:04 in defiance of what I had been very clear to her about, proceeded to send these inappropriate text messages.
04:13 Upon my learning of these actions, as brought to my attention by Senator Nancy Binay,
04:20 to whom I am very grateful for letting me know,
04:23 I demanded that she issue an immediate and personal apology to all of the senators.
04:32 Daniel Manalastas for Sabayan.
04:34 (upbeat music)
