Sheo constituency in Barmer, one of the largest districts in India and situated in the west of Rajasthan, will head to polls on November 25. Every year, the district witnesses a grave water crisis but these issues often get weighed down by the caste politics that take centre stage. Outlook's Shreya Basak speaks to the villagers in Ramdev Nagar, which falls under Rohidaala gram panchayat in Sheo constituency, about 30 km from the Pakistan border, to find out that women there wake up as early as 5 AM to distances to collect water. 'Tankas' (to preserve rainwater) provided by the government usually run dry and villagers have to rely on groundwater, which is often polluted. Parties keep contesting elections on promises of water, electricity and pucca roads, but these promises never get fulfilled.

00:00 So currently we are in Rajasthan that is going into polls in another two weeks.
00:04 We are right now in Pali district and as you can see there are women sitting right here.
00:09 So Rajasthan will see a tightrope contest between the BJP and the Congress and knowing
00:15 that for the past three decades almost Rajasthan has always seen an anti-incumbent trend.
00:20 So one might only wonder what will happen in Rajasthan this time whether it's a change
00:25 or whether it's a continuity.
00:27 Although Rajasthan has been known to be dominated a lot by caste and community politics there
00:32 seems to be a lot of other social issues which are not being talked about enough.
00:36 For example if you go to the Bamik district which is in the west of Rajasthan and one
00:42 of the largest districts in India it is known to be a district which has seen water crisis
00:48 for ages.
00:49 There has been government that has come that has gone but it seems like the water crisis
00:54 there has never seen a solution.
00:56 When we went to Ramdev Nagar which is under the Rohindwala Gram Panchayat which is about
01:02 30 kilometers away from the Pakistan-India border there when you go the life of a woman
01:08 starts at 5 am with them going out and collecting water.
01:12 They wake up at 5 am, they go out, they have to stand for almost an hour or so, they have
01:17 to collect water, they come back, then they go to the fields where they have to work for
01:21 another 3 hours, then they come back, they attend to the domestic chores and then they
01:26 again have to go and fill and collect water.
01:30 In winters they might get lucky because in winters they do get water because that's right
01:35 after the rain harvesting season but when it comes to the summer they have to try their
01:40 luck when they need water.
01:43 Because of the extreme water crisis there we do find this thing called tankis there
01:48 which the government has built but most of them they run dry and they have to depend
01:52 a lot on the groundwater which is said to be over exploited in Rajasthan.
01:58 And in a lot of places the groundwater is sweet but in most of the places the groundwater
02:03 is sour which is again filled with the chemicals which come from the industrial pollution.
02:08 And this has been the case of Rajasthan for over the years and where the governments come
02:12 and where the governments go the question will always lie that what is the permanent
02:16 solution to providing people with the basic needs of electricity, water, food and shelter.
02:25 The situation is such that Modi ji is good.
02:29 We have the VGP.
02:31 If the VGP leaves we will have to get the Congress to do something else.
02:37 He does a lot of things.
02:39 He gives us this and that, mobile phones and he does this and that.
02:43 He has given us everything.
02:45 So people are a little upset.
02:49 He didn't give us anything.
02:51 He gave us this and that.
02:53 We are poor people.
02:55 So people are upset.
02:57 I am telling Modi ji to come.
02:59 He won't give us anything.
03:01 He won't give us anything.
03:03 The Congress, VGP, the State Supreme Court, they all will go.
03:07 That's it.
03:09 If someone wants to take advantage of this, the government will go and the public will
03:13 go.
03:15 If they want to take advantage of this, they will go.
03:17 If they want to take advantage of this, they will go.
03:23 If they want to take advantage of this, they will go.
03:25 If they want to take advantage of this, they will go.
03:27 If they want to take advantage of this, they will go.
03:29 If they want to take advantage of this, they will go.
03:31 If they want to take advantage of this, they will go.
03:33 If they want to take advantage of this, they will go.
03:35 If they want to take advantage of this, they will go.
03:37 If they want to take advantage of this, they will go.
03:39 If they want to take advantage of this, they will go.
03:41 If they want to take advantage of this, they will go.
03:43 If they want to take advantage of this, they will go.
03:45 If they want to take advantage of this, they will go.
03:47 If they want to take advantage of this, they will go.
03:49 If they want to take advantage of this, they will go.
03:51 If they want to take advantage of this, they will go.
03:53 If they want to take advantage of this, they will go.
03:55 If they want to take advantage of this, they will go.
03:57 If they want to take advantage of this, they will go.
03:59 If they want to take advantage of this, they will go.
04:01 If they want to take advantage of this, they will go.
04:03 If they want to take advantage of this, they will go.
04:05 If they want to take advantage of this, they will go.
04:07 If they want to take advantage of this, they will go.
04:09 If they want to take advantage of this, they will go.
04:11 If they want to take advantage of this, they will go.
04:13 Electricity, roads, these three issues are the main issues.
04:15 Elections are being fought on these three issues in 70 years.
04:17 Elections are being fought on these three issues in 70 years.
04:19 And in 70 years, these three issues,
04:21 the main issues,
04:23 are still there.
04:25 If you come today, you have seen the condition of the roads.
04:27 There is a problem of delivery.
04:29 And if a person is very serious,
04:31 there is an AC road,
04:33 there is an AC road system,
04:35 which in the summer, more sand comes.
04:37 So, those types of roads are also not made high,
04:39 so that sand comes on it.
04:41 So, all these get jammed.
04:43 All these roads get jammed in April, May.
04:45 Electricity has also reached a little now.
04:47 There is a problem of network.
04:49 There is no network here.
04:51 If there is any emergency work,
04:53 you cannot talk.
04:55 So, all these main issues,
04:57 the boats are being fought on them in 70 years.
04:59 And this is the same today.
05:01 The level of education is very low.
05:03 Because, where there is no facility,
05:05 no teacher wants to get involved.
05:07 It is a simple thing that when there is no facility,
05:09 who will want to work here?
05:11 In the counselling, there are so many remote villages,
05:13 there are teachers who cannot come here
05:15 for counselling.
05:17 So, if you go, there is a senior school.
05:19 There are 70-60 children studying
05:21 in the 9th or 10th class.
05:23 But one or two teachers,
05:25 there are schools from 1 to 12 in the whole school,
05:27 in which one or two teachers are taking work.
05:29 Now tell me, how will the future be prepared from here?
05:31 So, when this is basically straight,
05:33 a proper road will be made,
05:35 a road will be made,
05:37 a proper road will be made,
05:39 a proper road will be made,
05:41 a proper road will be made,
05:43 a proper road will be made,
05:45 a proper road will be made,
05:47 a proper road will be made,
05:49 a proper road will be made,
05:51 a proper road will be made,
05:53 a proper road will be made,
05:55 a proper road will be made,
05:57 a proper road will be made,
05:59 a proper road will be made,
06:01 a proper road will be made,
06:03 a proper road will be made,
06:05 a proper road will be made,
06:07 a proper road will be made.
