01:46 Let's not forget that among the more than 1,400 people that Hamas killed on October
01:51 7 were citizens from more than 30 UN member states, including many of the members around
01:57 this very table.
01:59 The victims included at least 33 American citizens.
02:04 Every one of us has a stake.
02:07 Every one of us has a responsibility in defeating terrorism.
02:12 Second, we all agree on the vital need to protect civilians.
02:19 As President Biden has made clear from the outset of this crisis, while Israel has the
02:23 right, indeed the obligation, to defend itself.
02:27 India is deeply concerned at the deteriorating security situation and large-scale loss of
02:32 civilian lives in the ongoing conflict.
02:36 The mounting humanitarian crisis is equally alarming.
02:40 The escalation of hostilities in the region has only exacerbated the dire humanitarian
02:45 situation and has once again underscored the fragile nature of the ceasefire.
02:53 The 7th October terror attacks in Israel were shocking, and we condemned them unequivocally.
03:00 Our Prime Minister was one of the first global leaders to have conveyed his condolences for
03:05 the loss of lives and prayers for the innocent victims and their families.
03:10 We stood in solidarity with Israel at their moment of crisis when they were facing these
03:16 terror attacks.
03:19 We have also expressed deep shock at the tragic loss of lives at the Al-Hali Hospital in Gaza,
03:26 where several hundreds of civilian casualties have occurred and thousands injured.
03:33 Our heartfelt condolences to the families of the victims and prayers for the speedy
03:38 recovery of the injured.
03:40 Our Prime Minister clearly spelt out that those involved must be held responsible.
03:47 Civilian casualties in the ongoing conflict are a matter of serious and continuing concern.
03:52 All parties must protect civilians, especially women and children.
03:57 The unfolding humanitarian crisis needs to be addressed.
04:01 We welcome the efforts of the international community for de-escalation and delivery of
04:06 humanitarian goods to the people of Gaza.
04:10 India has sent 38 tonnes of humanitarian goods, including medicines and equipment, to the
04:16 people of Palestine.
04:18 We also urge the parties to work towards creating conditions necessary for peace, and for restarting
04:25 of direct negotiations, including through de-escalation and eschewing violence.
04:33 India has always supported a negotiated two-state solution to the Israel-Palestine issue, leading
04:40 to the establishment of a sovereign, independent and viable state of Palestine, living within
04:46 secure and recognised borders, side by side, in peace with Israel, taking into account
04:52 the legitimate security concerns of Israel.
04:56 Towards this, we reiterate the need for an early resumption of direct peace negotiations.
05:02 We also continue to support the Palestinian people through our bilateral development partnership,
05:06 which covers a wide range of sectors, including health, education, women's empowerment, entrepreneurship
05:12 and information technology.
05:14 We are also supporting grassroots Palestinian institutions in their developmental initiatives.
05:19 We have supported UNRWA over decades for its humanitarian services.
05:24 In these challenging times, India will continue to send humanitarian assistance to the people
05:28 of Palestine.
05:31 Mr President, current escalation has once again underscored the need for immediate resumption
05:36 of credible, direct negotiations between Israel and Palestine.
05:41 Every effort must be made to create conducive conditions for resumption of these talks.
05:46 We welcome all efforts of regional and global players aimed towards restoring normalcy.
05:52 To conclude, let me reaffirm India's firm commitment to achieving a just, peaceful and
05:58 lasting solution to the Israel-Palestine issue.
06:03 Mr President, before I end, there was a remark of habitual nature by one delegation referring
06:09 to Union territories that are integral and inalignable part of my country.
