Over 200 PDLs of Cebu City Jail graduate from elementary, junior high through Alternative Learning System

00:00 ambitions and lifelong dreams do not end simply because one has been
00:03 incarcerated. Something that the Cebu City Jail wants persons deprived of
00:08 liberty to realize by providing them opportunities to finish their studies.

00:16 This is one of those rare moments inside the Cebu City Jail.
00:24 One by one, over 200 PDLs or persons deprived of liberty
00:29 marched into the processional. Some accompanied by their loved ones
00:34 while others marched alone. For the first time,
00:37 Joel gets to meet his brother inside the facility.
00:41 He started working in Qatar over the last three years
00:44 and at the exact same time his brother was also detained.

01:16 More than 60 PDLs graduated from elementary studies
01:20 while over a hundred graduated from junior high.
01:23 They didn't just focus on academics but also
01:26 on technical skills.

01:51 did not stop the PDLs from learning as they accepted their diplomas
01:55 that symbolized their march towards change and second chances.
