00:09 But in terms of the personal experience of people in dealing with the government,
00:15 what will be the most obvious changes that you hope to do?
00:22 Well, personally, I'm quite, if I may say, excited and scared at the same time.
00:28 I'm excited in a way that I can see a lot of government agencies are really clinging to innovation.
00:35 And then they consider the ICT now as their enabler, as their partner to innovation.
00:41 Maybe in a year or so, I think we're able to see a more, if I may say, simplified processes in the government.
00:49 Aside from the current projects that we have, we have more projects that we'll be implementing.
00:57 These are more and focus more on creating more expedited processes.
01:06 Making it more paperless, cashless, and hopefully contactless.
01:12 So that Filipinos don't need to fall in line to a lot of government agencies
01:18 just to avail a certain government document or service.
01:22 If Filipinos will be able to get or avail this kind of services, even in the comfort of their home,
01:33 I think this is a total ease of doing business.
01:36 So that Filipinos can spend time to their families, can do more to their own respective communities.
01:43 And they don't need to leave their respective jobs just to process their own documents.
01:49 Secondly, I'm also quite scared because, you know, Clint, when I joined the government,
01:55 when I was in the private, maybe I'm not badmouthing, but...
02:00 You're the one, you're on the other side completely.
02:03 Yes, I might be one of the person maybe criticizing why it cannot be done.
02:09 More efficiently.
02:10 In my rational mind, I know that can be done.
02:12 I know that it can be developed. I know it can be implemented.
02:15 I know we don't need much money to implement it.
02:19 As long as we have the manpower to do so.
02:21 But when I joined the government, I shut up.
02:24 Because I see the reality.
02:28 I see the bureaucracy.
02:30 And these are the things that I'm really hoping, personally, you know, to...
02:36 Maybe we cannot privatize the government. That's impossible.
02:40 But if we can somehow privatize its method, its strategies.
02:47 If we're able to privatize to become more agile in bringing simple solutions that could solve big problems.
02:57 We don't need to have a fair tale story to solve issues in the government.
03:00 Especially in terms of innovation.
03:02 As you've seen for the past 10 months of my stay in the ICT, without so much budget in our hands.
03:10 We're able to deliver these simplified solutions.
03:13 So that Filipinos can now enjoy a more efficient and more speedy service of the government.
03:22 Efficiency is the obvious thing to look at here. The benefit, right?
03:30 But I'm sure that it's also in your mind to address corruption, right?
03:36 Because you're getting rid of red tape, right?
03:38 So is that also part of the mandate to maybe digitalize?
03:43 To get rid of the opportunities for graph?
03:46 Is that also in your conscious, I guess, framework, right?
03:51 To develop and roll out these projects?
03:54 Yes, that's actually the main goal.
03:56 Okay.
03:57 You know, the complex process, the elongated lines.
04:02 You know, the...
04:03 You get rid of the fixers.
04:05 Of course, more fixers if there are more manual processes.
04:07 Right.
04:08 But if we're able to fully automate this.
04:10 Right.
04:11 If we're able to make it more contactless.
04:13 Yeah.
04:14 Not allowing them to speak to each other.
04:17 Right.
04:18 To avoid red tape.
04:19 Right.
04:20 That's already an anti-corruption system.
04:22 Sure, sure.
04:23 Right?
04:24 Another one is if this is more simplified.
04:26 Yeah.
04:27 Innovation doesn't...
04:28 It doesn't mean to be complicated.
04:31 Okay.
04:32 It can be simplified.
04:33 Innovation means simplification.
04:34 I believe that personally.
04:35 Okay.
04:36 If the process is simplified, of course, there will be no corruption anymore.
04:40 Yeah, sure.
04:41 Because there are no complex things to have an alibi of fixing or red tapes later on.
04:49 But could you give an example of what you were referring to a while ago
04:53 when you said that you used to complain about something when you're dealing with the government
04:57 when you were still in the private sector.
04:59 Now that you're in the inside, you see how things really are
05:01 and maybe how complicated it is to change.
05:05 Can you maybe remember a couple of examples of some of the things that you used to complain about
05:12 and now you're on the other side.
05:15 You realize the challenges in doing those reforms.
05:20 Well, for me, technical is easy.
05:24 Okay.
05:25 Operational can be discussed and can be implemented.
05:29 Okay.
05:30 But political is also maybe one of the things that we need to face as well.
05:34 Because when you talk about getting rid of corruption,
05:37 I'm sure there will be some pushback there for people protecting not only their turf
05:42 but also maybe they have some other interests to protect, right?
05:46 Well, obviously.
05:48 But if they're able to learn, especially the ICT, that we are not their enemy.
05:53 We are their partner.
05:55 In fact, we're not even going there and somehow trespassing their own turf.
06:00 We are an enabler. We are an empowerment partner.
06:04 So if they're able to realize that, they're able now to perform more of their mandate.
06:09 So in terms of control, they are in control.
06:12 Data should be with them.
06:14 Control should be with them.
06:15 But if they allow us to go there and somehow guide them on the simplistic way of doing things,
06:22 I think they're able to somehow appreciate also our existence.
06:26 Yeah.
06:27 So what else is in the pipeline?
06:29 Because obviously there's a lot of things that you are mandated to do.
06:35 But maybe if you could limit it to e-government, that will maybe basically help,
06:41 let's say, ease of doing business, particularly micro, small, and medium enterprises.
06:46 What are some of the other projects that you're working on maybe in year two and in the following years?
06:54 We are implementing a lot of, if I may call, not only innovation, but to create more livelihood to people.
07:02 Okay.
07:03 The other day, DTI was able to pilot launch their own e-commerce platform
07:10 to make sure that the Filipinos can now do online selling to promote local products.
07:17 Okay.
07:18 To give them more livelihood.
07:20 Another one is the job creation.
07:22 Okay.
07:23 So we are implementing phase two of our e-jobs system.
07:27 So we have also the e-jobs solution in partnership with Dole.
07:31 So once we're able to launch this, we are now hopefully creating more jobs for Filipinos.
07:39 Right.
07:40 Maybe here and abroad.
07:41 Right.
07:42 I think you need to give them an automated way of submitting their resume.
07:46 Sure.
07:47 Okay, to make sure that this is linked also to employers, whether local and abroad.
07:51 Right.
07:52 It's also exciting to integrate with the initiatives of the Department of Tourism.

08:01 Because tourism, we have a beautiful country.
08:03 Sure.
08:04 So I think if we're able to innovate that and get more tourists to come in the Philippines.

08:10 So we're able to create more jobs as well.
08:12 Right.
08:13 E-governance is also working closely with them because they are very proactive in innovating as well.

08:18 So can you talk a little bit about that DTI platform because that's an exciting thing.
08:24 Is this an app?
08:25 Is this a website?
08:27 Or is it a combination of both?
08:29 And how do people get on board?
08:32 How will businesses sign up and what can they get out of it?
08:38 It's a free platform for people so they don't need to pay anything.
08:41 Okay.
08:42 So let's say if you're a merchant, let's say if you own a restaurant or you're selling things.
08:47 Is there a DTI website to log in or how do they?
08:51 They're launching soon.
08:52 I think they will be grand launching that by August.
08:55 Okay.
08:56 So they don't need to have an app.
08:57 Okay.
08:58 It will be integrated to the E-Gov Super App.

09:01 So once you download the app, aside from a lot of government services in it, you can now click market.
09:07 Okay.
09:08 Once you click market, now it will detect the nearest restaurants or nearest shopping area.

09:16 And the goal of that e-commerce, we're fully supporting Sec Pasqual's vision to promote local products.

09:27 Because right now we are number one shoppers.

10:28 And then for the user, the user experience, is it going to be faster, more efficient to
10:33 deal with the job portal site on the app or on the website?
10:39 Or what is the advantage of integrating it with the portal?
10:44 It will still go to their system, by the way.

10:46 So it's their own system.
10:47 So you're just adding more avenues to...

10:51 So that's why it's called One-Stop Shop.
10:52 That's why it's called Super App.

10:54 Because instead of you going there and signing up one by one again, register again, put your
10:58 first name, your last name, your middle name, your ID, and so on and so forth, you only

11:03 And then you're already here.
11:04 All of those.
11:05 Then you can now enjoy all of those services.

11:09 And what's the timetable to do that, to integrate field jobs to the app?

11:20 So a lot of things on your pipeline.
11:21 And you mentioned the tourism coordination project.
11:25 Is that the e-travel you were referring to that?
11:29 No.
11:30 e-travel is different.
11:31 It's still different.

11:33 Lots of things going on, right?

11:35 Lots of things to keep track of.
11:36 The Department of Tourism, they're building their own travel Philippines platform.
11:40 Okay.
11:41 So once they're able to finish that platform, now we can also integrate to the e-gov PHL.
11:45 So who's the customer there?
11:46 Is it the local tourist or...
11:47 Both.
11:48 Foreign tourist?
11:49 Okay.
11:50 One of them.
11:51 So even foreigners can download the app and they can, I suppose, get other services that
11:56 are applicable to them.
11:57 Yes.

12:03 I've seen the tourism platform.

12:09 So I think once they're done in developing that, we can now do the integration.

12:52 But for me, we're very blessed that the ICT, we have a lot of good people inside it.
12:58 Very patriotic people, committed people, including our secretary, very proactive and very hardworking.
13:04 So now we're able to accomplish small wins.
13:09 These are the citizen-centric platforms where Filipinos can enjoy the real ease of doing business.
13:17 They don't need to fall in line.
13:19 They don't need to go to a certain location just to avail government services.
13:24 So the direction of their presence is very clear.
13:27 If we're able to maximize and utilize the advantages of innovation, including this available technology,
13:36 now we're able to provide more convenience to people, including the ease of doing business.
13:42 And hopefully, this will be sustained as we move forward so that us and the new generations to come
13:50 will enjoy these new platforms of the government for the first time.
13:54 We can call it the e-government as a service.
13:57 So the government is becoming a service now to the people, not the other way around.
