Gov’t urged to pass National Land Use Act (NLUA) | Business and Politics

Chamber of Real Estate and Builders' Associations (CREBA) VP for Academic Affairs and President of Geterson Realty & Development Corp. Techie P. Bautista urges the government to pass the National Land Use Act (NLUA) to properly identify land use or ‘zoning’ and allocation patterns in all parts of the country. This would be beneficial for real estate developers to manage prices for housing developments.

00:00 Let's talk about the policies that are needed to help the industry, right? So
00:04 I'm surprised to hear that one of your advocacies is the land use act
00:09 Why is creba behind it? And what do you hope to happen with it?
00:14 This is where creba at a forefront. We really advocate the CLUP
00:20 to be
00:22 review and to be passed because this will
00:26 address the housing program, okay easily if the
00:31 Government has already provided us the land and then we just use our expertise in
00:37 Building it and bring in innovation. I see my bliss none
00:42 There are housing that you can build in a week a okay
00:45 Please now the most important as well another factor is how you can be financed if it's a bean once we build
00:53 How do we get paid and then the buyer will just but unless the own to that financing?
00:58 I see so we have also incorporated. I think syspa beach. This is what?
01:04 Creba is advocating
01:06 Syspa bill and where is this bill now? I mean is still in Congress
01:11 I'm ceasefire is comprehensive integrated sustainable funding. Okay. No, so you know
01:18 I'm very crucial at this time know that we hope that Congress can really work on number one is the
01:25 National land use act and do and do what this will define the use of land in a specific area
01:32 Okay, so my own pagana define a to residential it to farm it to tourism and all that
01:37 What the mean I'm like I know I'm a gamma plan among developers
01:41 I should better without that is speculative the hot so much speculation comes a lot of inefficiency
01:47 I'm a really cost
01:49 Semper fat ass and yeah, I'm in order. I saw something else. I said that's a cost. I'm not so suffer young buyer
01:57 I so I don't know nothing tell them a defined on the girl to go to the young man right?
02:01 What if I in the modifying comes on?
02:03 John you know you move up our supper by high right so that we can address a six million backlog
02:08 But I don't want to address us on the new power right?
02:11 I'm a this is refreshing because all the while I thought that this would be
02:15 Opposed by the real estate sector because I seeing a lot. We're seeing a lot of especially in the countryside
02:20 Agriculture lands being developed into commercial residential areas
02:25 But it's it's interesting that you guys are really for it, but I didn't realize there's also an impact or a benefit to your industry
02:32 Yes, definitely London up a crucial after none land on C's fun
02:39 The financing this is comprehensive sustainable funding for housing so I'm a young
02:45 I'm something I know we deliver in a nominee and produce Nami cannot come even by a young
02:50 I mean, we'll have a yara para, Macaron, Kamehara
02:52 This goes back to what we're talking earlier about the six million backlog. Yes, you need you need the land you need the financing
03:00 Yes, what else what else do you need from from government material material production?
03:05 I think is of doing business. Yeah permitting should be some so yeah
03:10 Yeah
03:14 How has it been can say the but there's a there's a law about the ease of business doing law and
03:20 serving any improvement at all or
03:22 There are certain aspects that still need attention from the government you think
03:28 sana
03:31 Follow your timeline. I see for developer. The most important is the time time is money. Okay, so
03:38 Supper meeting and also converting your conversion. This is the
03:42 Construction permit the development permits the development permit also the conversion of the land the environmental clearance
03:49 Yes, that really takes a lot of time. Okay, like before how many permits yet?
03:57 68 now it was cut down but then still you time line is not being followed. Okay, what is the ideal timeline?
04:04 But the industry would like to see
04:06 You're permitting. Yeah, according to the law. It's 45 days. My now it's how is it playing out now?
04:13 Come on
04:18 So I see the delay so what I am
04:22 Knowing if I will not improve the month somehow
04:25 Do you know what the social and the Nari to be fair and some NGOs are complying?
04:29 Okay, but I'm a paramedic in the Naka in Timmy
04:32 Is that an issue that you know, sometimes there are some not all LG use are the same as you're suggesting
04:38 Diva, some of them are more organized more responsive. What can be done?
04:43 I think or what areas of the country should be looked at the boy if they're looking at the past
04:49 I think we really have to adapt and transform the digital economy
04:53 Okay, that's the easiest way to do is of doing business so that all foreign
04:57 Investors will also be willing to come in to see it's so easy. You can just see it in online
05:02 So that is the solution if the local government
05:06 Form to a digital platform. It will speed up everything. Yes for those who don't understand your your industry very well
05:14 What does it mean in terms of cost all of these delays?
05:18 I mean you're talking about no 45 days, which is already a long time already
05:22 But you know if it extends farther than that this I suppose relates to money, right? I mean
05:28 And if we will be able to deliver as the schedule other than being challenged with our weather
05:37 Especially this year. We always bad weather. So the most important is to fast-track the
05:45 Development or fast-track the building so that we will be able to collect. Yeah and turn over to the buyers
05:52 So basically, let me I'm sorry for asking for asking stupid questions
05:56 So you have let's say a land piece of land that you want to develop you're waiting for the permits, which you hopefully
06:03 Think hope you hope to get within 45 days in the meantime. I suppose you already have payments at the bank
06:11 For that probably is that correct? Yes, so you're ready. You're ready to finance from the bank. You're already incurring
06:17 Costs and you haven't not yet started work to start recovering. Is that is that the scenario?
06:24 Oh, I'm meeting palang for me. I know just to have a better understanding of how the real estate work
06:30 Yeah, you know we become a new pack right?
06:33 Mayor can improve on and right that was known my papa no, kaka right that was known my gas mug
06:39 Oh, I'm not gonna monger serving a more prices and all that bag. We'll cover my goop is a unlucky none of course more, right?
06:45 So we cannot afford a long time processing right? I know procedure
06:50 So can I answer I'm a cassie una unreal estate goes on a three to five year planning?
06:55 Right, and become a young man. You got going because that's right. So you're gonna come back in and of course, I mean
07:01 We don't know young men on video. So I asked them to ask so come here
07:06 We're very much affected from delays and very inefficient
07:09 But that being the point I'm trying to make there is that from I understand that the cost you incur
07:13 Now these actually they have to be born by the end-user. Is that correct? So in effect all of these costs
07:20 Makes the homes more expensive. Yeah, that's a right. Yes
07:23 All right, is the delay will will increase your cost I see do we have a peg on how much?
07:31 How much all of these delays and the costing the consumers?
07:35 Actually right now like building a
07:38 More than 30 story will cost
07:41 45,000 per square meter. Okay now, okay
07:45 But two three years ago is only like 27 to 29,000 you see the difference Wow, okay
07:52 So is it correct also to say that if the government can
07:58 digitalize
08:00 Streamline get rid of all the red tape. You can also make homes more affordable to people. Yes
08:05 Is that the true definitely statement to make? Yes, I'm not gonna cost my inefficiency, right?
08:10 You delay and inefficiency really cost a lot which is being born by the buyers, right?
08:17 That's the tragedy there
08:19 So I'm an omen at the number one there isn't really a need for government to be more transparent
08:26 Okay, I'm spying on Cassie Papa. No, come here. My cockatoo. Lungs are cannila. So problem and I'm housing in the house in the transparent
08:32 So I mean, I mean, I'm in a Samba only numbers concern a cacada. No and then number two
08:38 They have to be efficient. Well, I'm a guy young Kailangan
08:41 He began a cache or no delay. So now knock up young permitting cool. I know long Nakalaga is a
08:48 Requirement you know, you're in it while you're doing the process sometimes my way for the amendment
08:54 May have more and there's a lot of changes
08:57 I see on you know, my hair up top is now they have to update as well the building code
09:02 Because he on problem a like yes before cassie before the 2012
09:07 You can you are allowed to build like five-story or four-story without sprinkler
09:12 Because of the incident recently about the fire the bag when building code now that but all five-story must have sprinkler
09:20 So I'm not a re the pop-up in a pin a penalize delay. You're my Nana
09:26 Developer that have turned over already more than ten years ago
09:30 So I am problem. I mean, you know, I'm a little box. Oh, oh, they go because you're just following and the suffer. It's the
09:37 Resident now have to put up more money. Oh, so the name is guma gawa. No, Nina. Effective inefficient
09:44 Malaki fungus
09:47 So instead of being negative about it other
09:49 LGUs particular LGU's to go to school positive other LGU's are doing it better than other LGUs I can say
09:55 It's not making sipsipa. Yeah, the Louie's doing very well. Okay. I
10:00 May or there what is the new doing that you think should be looked at by other LGUs? I know what's your experience?
10:07 I think they're more transparent. Okay
10:09 They're more but be least efficient decision-making, okay
10:15 Was a awesome and the Louie but are they more efficient because of they made it one stop or is it simply because they made it?
10:23 One stop. Okay. Okay. Ah, you my
10:25 Officers that are in place are really good. I see this my business
10:31 Good. Well, I see what about you is it?
10:35 Second I think two things. Okay
10:38 Number one is efficient. They have to be more responsive and transparent
10:44 okay, and
10:46 Peace on a matter nothing granted that the government only has one peso
10:50 Okay, indeed. Muyam pudding is a book so not long LG. Oh, not what they identify
10:55 Telling another none more critical area. Okay on the less critical area
11:00 Okay, focus on the more critical and really harness the power and resources of the private sector
11:06 Okay, because I'm private sector. I'm not a mean Papa. I know go win it
11:10 Okay, now I like in go beyond the go beyond the go beyond the nothing in lamp me right a missing
11:15 Oh support the hand, right? So how can we help?
11:17 So if the government is listening now, I mean if they were if they were to pull those resources where it's most effective
11:24 Sun da pati la gay. I mean
11:26 Because there's so many thing. There's so many national priorities, right?
11:30 I mean in terms of housing do they put it in high-density urban centers?
11:35 so they allow low-cost homes to be developed or do they promote rural side development para to
11:42 decongest Manila or
11:45 something else but my
11:47 Suggestion because a coming developer we just follow to Sun and growth Sun and development right top at Malik that mauna young Kali
11:54 Hey, you know you government like if we're going to transfer our
12:00 Airport he announced now my own and then my go on a mama highway my connectivity so that do not my kami Magdi develop
12:08 All right, so it has to be followed the follow the development. It has to be that way. I am Balik today
12:13 It's on like a lie. So I'm telling kami that's why the development is not a double done in the end. He synchronized
12:21 Can you can you in the end?
12:23 The inclusion rate that in the integrated
12:26 What I mean, we're better you know, I'm going back. No complete solanam. Perinang gov. Yeah, you know game. Oh, so pinaka critical
12:34 But Sonya, I think he cities and first-class municipalities
12:39 Center Shina, Moona and then
12:42 looking very efficient I your transparent Sabine your land use in the area and then the
12:48 Developers can start land banking be believe in a sila, but I handle a for the next five years. My game again to toe five years
12:56 You know, I don't need to speculate
12:58 Possible you know, I'm not a hotel
13:02 Maggabar, I did it all the time and tobacco and industries only by I did it. I am right on Center. So I am well on again
13:10 So we have to have the national land use
13:15 Son and don't will follow
13:18 Our
13:20 You
13:22 You
13:25 You
