00:03 Prime Minister and Head of Government
00:08 Joseph John Gute prescribes openness, transparency, accountability to speakers and presiding officers from the 21 African countries
00:14 at the opening of the 18th conference of the Commonwealth African
00:18 region in Yaoundé. Highlights of the ceremony
00:21 right ahead. The remains of Lamido Elha Jubakari Yerimabuba
00:26 have been laid to rest in the Lamida of Marwa. Elites, traditional administrative
00:30 and local authorities have paid homage to a man they describe
00:33 as guarantor of peace and social cohesion. Details of the burial
00:37 in this edition. And in this edition again we take you to the Yaoundé Park
00:41 of Vita to see what has become of the head of state's gift to
00:44 inhabitants of Yaoundé. Follow our reporters to discover
00:48 the state that is now a shadow of itself and needs urgent repairs. And those
00:53 are top stories. Good evening, thanks for joining us on this edition of the 730
00:58 News. I'm Gladys Tatahonanka. The Prime Minister and Head of Government
01:01 Joseph John Gute says Cameroon is currently implementing
01:05 her second 10-year development plan which is aligned to the agenda
01:09 2063 vision of the African Union. He was speaking in Yaoundé today where he
01:13 represented the President of the Republic at the official opening of the
01:17 18th conference of speakers and presiding officers of the
01:20 Commonwealth African Region. Chris Tenche Atom tells us more from
01:24 the Star Building.
01:27 There was celebration in the air as speakers and presiding officers of the
01:31 Commonwealth Africa Region gathered for their 18th meeting. Presided
01:35 by the Prime Minister of Government Joseph John Gute representing the
01:39 President of the Republic. The Speaker of the National Assembly in a speech
01:43 delivered through the Vice President, the Right Honorable Mary Mwiyali Mbuka
01:47 outlined the major topics to be discussed during the conference which
01:50 include the role of Parliament in promoting economic development, in
01:54 fighting climate change, in fostering food security and in pushing
01:58 for the implementation of the African Continental Free Trade Area.
02:02 Senate President whose address was delivered by the Senate Vice President,
02:06 the Right Honorable Mfotabetando, hailed the role Cameroon's
02:09 parliamentary system has been playing to foster democracy and economic
02:13 development in the country. The Prime Minister of Government Joseph
02:16 John Gute said since the adoption of the Agenda 2063 Development Vision for
02:22 Africa, Cameroon has successfully implemented our first 10-year
02:25 development strategy. The first phase of our country's development vision
02:29 was implemented through the Growth and Employment Strategy Paper,
02:34 the aim of which was to increase the country's economic growth,
02:38 reduce underemployment and the poverty rate
02:42 by almost a third. Joseph John Gute told the speakers and presiding officers
02:47 that efforts put Cameroon on course towards attaining
02:51 Agenda 2063. The second phase of the implementation of Cameroon's development
02:56 vision is set out in the National Development Strategy
03:00 which covers the period 2020 to 2030 to create the right conditions for
03:06 economic growth and the accumulation of national wealth
03:10 and to ensure that the necessary structural changes
03:13 are made for the industrialization of the country.
03:16 The Head of Government enjoined the speakers and presiding officers
03:20 to make meaningful contributions towards the implementation
03:23 of AU's Agenda 2063 during their deliberations
03:27 in Yaoundé. The 18th Conference of Speakers and Presiding Officers of the
03:33 Commonwealth African Region will in the next couple of days enforce
03:36 separate plenaries address some of the flagship programs
03:40 of the African Union's Agenda 2063. The orators from the Cameroon's Parliament
03:45 and the representatives of House of Chambers
03:47 in 20 other countries are resolute to accompany their government check
03:51 climate change, resilient agriculture, public trust and
03:54 a common financial market. Esther Kima highlights some of the
03:57 shared interest in this report. A dignified opening
04:02 events leading off the aspirations of speakers
04:04 and presiding officers of the Commonwealth African Region
04:08 with the right honorable Kama Egejibril as chairperson of the conference
04:12 parliament's at the forefront to build Africa's resilience
04:15 advance their reflections. The Senate of Cameroon
04:19 has always supported public authorities on promoting the democratic culture, the
04:25 rule of law and the environmental protection of our
04:28 country. To provoke a new thinking and to be at the center of the continent's
04:32 transformation a response to public trust is essential.
04:36 In order to make Africa an economic force in the world
04:40 by 2063 we intend to examine issues of great importance such as the role of
04:47 parliament in strengthening openness, transparency and accountability. The
04:52 Agenda 2063 goals on climate change, food security and agricultural
04:57 investments as well as continental financial
05:00 institutions are key. We need to look at those that come
05:03 milk our resources and yet we're selling them as raw materials.
05:07 When they come to invest what is it that is there for Africa? We will need to work
05:11 together to establish a common free trade area
05:16 where the barriers between our countries will be removed.
05:20 Climate change is affecting the whole world so even the international
05:25 donors, funders they should work with Africa
05:29 so that we can as a team try to mitigate the situation.
05:33 In three days the top brass of the 21 parliaments
05:37 will retool their role in monitoring policies
05:40 that tie with a vision to revolutionize Africa
05:44 as the global powerhouse of the future. In other news the executive director of
05:50 UN AIDS who doubles as deputy secretary general of the United Nations
05:55 has held efforts made by the government of Cameroon in reducing new AIDS
05:59 infections over the past 10 years. Winnie Byanyima made the declaration
06:03 today following an audience with the prime
06:06 minister head of government Joseph Diongute. Details with our
06:10 star building correspondent Christian Atam.
06:14 The executive director of UN AIDS Winnie Byanyima
06:17 who is on a five-day official visit to Cameroon met the prime minister of
06:21 government Joseph Diongute as part of her visit.
06:25 The two officials made an overview of efforts made by Cameroon
06:28 to contain the spread of HIV/AIDS over the past 10 years.
06:31 Cameroon has been succeeding in fighting against HIV/AIDS in the last
06:37 10-12 years bringing down deaths bringing down new infections by more
06:42 than 60 percent. The executive director of UN AIDS and
06:46 the prime minister also examined efforts needed to keep the
06:49 spread of HIV in Cameroon even lower.
06:53 Especially on children stopping mother to child transmission
06:58 and keeping young children on treatment just like adults are on treatment.
07:04 The prime minister of government Joseph Diongute and the executive director of
07:08 UN AIDS also discussed plans to boost the
07:11 education of the girl child as a means of limiting new HIV
07:14 infections as well as health financing to ensure
07:17 affordable health coverage in the country.
07:21 To the sabichari thousands of inhabitants of Marwa
07:24 elites traditional and administrative authorities gathered at the Marwa-Salaq
07:28 airport to receive the remains of late Lamedo El-Haj Bakari Yerima Boba
07:33 before being led to rest at the Lameda special prayers were said
07:37 describing the monarch as a committed guarantor of peace and living together.
07:41 Henry Tatuay Kambihasmo from CRTV Marwa.
07:45 This huge crowd that turned out first at the Marwa-Salaq international airport
07:51 and at the Lamedat of Marwa to bid farewell for the last time to the Lamedo
07:55 of Marwa El-Haj Bakari Yerima Boba speaks volumes of the recognition they
08:01 have for his contribution to their welfare.
08:04 He has promoted first of all the notable women who's the one first of all
08:11 who has implanted here. He has also contributed to
08:15 fought against Boko Haram. Those who knew the 65 year old monarch
08:19 well credited him for putting up a stiff fight
08:22 against Boko Haram, the inter-community conflict and for
08:26 fostering development. Concerning our security, concerning
08:31 development, concerning peace he was a very important
08:34 person and many times he has told the imam
08:39 to make many prayers about our security about security of Cameroon.
08:43 Very bad news we received this morning for our association. We are always talking
08:50 about association for the national traditional
08:53 ruler in here in Marwa. As the 12th first class traditional ruler of Marwa
08:58 he was buried in strict Muslim tradition. Late El-Haj Bakari Yerima Boba who was
09:04 the Lamedo of Marwa for close to 20 years
09:07 and a regional councilor will now be mourned within the confines of the
09:11 Muslim tradition.
09:14 And as you just saw in the preceding report there the remains of the 12th
09:18 first class traditional ruler of Marwa El-Haj Bakari Yerima Boba who died
09:23 last night at the Yaounde General Hospital were
09:26 conveyed as you just saw the images there to Marwa and a cross-section of
09:30 family members friends elite of far north region and government
09:33 officials turned out at the hospital here in Yaounde later at
09:37 the Yaounde and later to the Yaounde Simalane
09:39 international airport where the corps were conveyed to Marwa.
09:45 The first biannual conference of Cameroon's 10 regional governors has
09:50 added impetus to peace efforts and development initiatives all over
09:54 Cameroon among the projects to be given greater attention is the construction of
09:58 roads resettlement of people displaced by
10:00 conflicts over natural resources and mineral exploitation to ameliorate
10:04 living conditions of Cameroonians. Moki Edwin Kinseka has more.
10:10 Conflicts between farmers and herders over scarce resources are subsiding
10:14 and already tens of thousands of people who escaped are back in their farms and
10:20 ranches in the far north region. The security
10:23 situation is under control even though here and there we have
10:28 inclusion of Boko Haram but it is completely reduced. We have
10:32 agri and cattle breeder who fight alongside the river Lugon
10:37 and some of them went to Chad and some are coming back.
10:41 The government finalized mineral exploitation
10:44 deals to transform living conditions in the Adamawa
10:48 and rehabilitate highly degraded roads. The state have allocated some projects
10:54 for our region. Those projects are not
10:58 executed but they are about to be executed.
11:01 The enterprises which are there are not so capable to do the
11:08 work as we want. The regional governors all ask for
11:12 collaboration to calm tensions in communities hosting
11:16 IDPs. We have the cooperation of the population that are
11:21 making us to be informed when it is necessary and the IDPs that are
11:28 living in Bonaberi. They are living like in the
11:31 family. There's no difference between Bonaberi and Kumba or Bonaberi and Limbe.
11:37 The immediate task for the governors now is consolidating peace and ensuring that
11:42 children and their teachers return to school
11:45 hitch free. The failing of the Nachigo Hydropower Dam has kicked off in a
11:52 month-long process to test the robustness of the structure
11:55 and to the performance of engineering works. The operation was prompted by
11:59 Water and Energy boss Gaston Elundo Isomba
12:02 on the presence of various stakeholders amongst them,
12:05 representatives of the construction company as well as technical
12:09 and financial partners. The dam filling comes on the week
12:12 of the commissioning of the first turbines expected in December
12:16 this year as you tell us Clarice Arita Kang.
12:20 A button pressed on this device the radial gates close
12:23 and the filling of the Nachigo Dam begins.
12:27 It was a little after 10.15 a.m when the operation was prompted by the Minister
12:37 of Water and Energy flanked by various stakeholders. In this
12:41 case as in any hydroelectric power plant construction project the dam
12:44 impoundment is a great milestone preceding the
12:47 commissioning of the first of the seven turbines by December this year.
12:51 A key stage in its life designed primarily to test the civil
12:56 engineering structures built. After this impoundment phase
13:02 the next stage in the project schedule will involve testing the first unit in
13:09 October. With over 87 percent of engineering
13:12 works completed on the structure hopes are high for
13:15 improved energy access powered by the 420 megawatts
13:18 Nachigo hydroelectric facility. In addition to household demand
13:23 Nachigo will meet new industrial demand currently estimated at
13:30 250 megawatts. Nachigo will enable Cameroon to become an
13:36 energy exporting country. The filling process will last for
13:41 one month while trials on other components of the structure carry on.
13:45 The technical aspects guaranteed many are looking forward to seeing the
13:48 electricity needs met. 30 percent put into the south
13:51 interconnected grid from the Nachigo power plant
13:54 once its production capacity is attained. The first consignment of goods
14:00 imported into Cameroon from Tunisia under the African continental
14:04 free trade area has arrived in Kribi deep sea port aboard a Tunisian vessel.
14:09 The shipment consisting of 17,000 liters of
14:12 resin was received by the minister of trade Luke Maglumberga Tangana who
14:16 enjoined more local entrepreneurs to seize the commercial opportunities
14:20 made possible under the continental deal to grow the
14:23 activities beyond Cameroon. As you tell us once more Clarice Aritakang.
14:28 The event is a great deal for local entrepreneurs whose commercial
14:31 activities are expected to experience an upward turn
14:34 as the continental market is open to all who are ready to do business on
14:38 competitive terms. With the arrival of the shipment
14:41 consisting of resin from Tunisian origin Cameroon's ambition to make it big in the
14:45 common African market is evident. We now are on the way on the value
14:50 chains in the world economy. We are on the way to
14:56 you know to establish the most the largest market in Africa. This is a
15:03 step and I am happy that as Cameroonian
15:07 we are pioneers of this process. The challenge is now to be able
15:14 you know to supply this market. Made relatively hassle free by Cameroon's
15:20 national shippers council the exercise was equally the occasion to
15:23 reaffirm the commitment of the state to assist producers in their quest for
15:26 performance. In October 2022 Cameroon was amongst the
15:30 seven countries which had been retained to be part of the guided trade
15:33 initiative launched in Accra Ghana. The hope is to see even more vessels
15:37 leave from or anchored at Cameroon's ports bearing merchandise with African
15:41 destinations in mind. The prime minister head of
15:46 government Joseph John Gute has enjoined the ministers in charge of
15:49 decentralization urban development and the economy to ensure the effective
15:54 putting in place and strict follow-up of programming
15:56 documents in councils and regions. He made the call today as he chaired the
16:01 first ordinary session of the national decentralization board
16:04 for 2023. Star reading correspondent Christian Chiatin.
16:10 The prime minister of government Joseph John Gute
16:13 noted at the start of the meeting that the first ordinary session of the
16:17 decentralization board for 2023 comes after important text
16:21 signed recently by the president of the republic
16:24 concerning the transfer of competencies in the secondary education and health
16:27 domains as well as on the functioning of the
16:30 municipal police in Cameroon. The permanent secretary of the
16:33 decentralization board presented activities carried out by the
16:37 board over the past months noting that the certification process
16:40 for decentralization has continued with some 40 new texts put in place.
16:45 Three members of government presented exposés during the session
16:48 with the minister of decentralization and local development Josh Elanga-Obam
16:53 explaining the programming tools available for regions and councils to
16:56 control development efforts at the local level.
16:58 We have been instructed to find ways and means to be
17:05 by the local and the regional authorities to have at the end of this year
17:13 a complete set of tools that is going to be what they are going to use
17:18 when we are talking of local and regional planification. The minister of
17:21 urban development Celestine Kecha-Cotes spoke on urban development
17:25 programming in regions and councils. The prime minister of government Joseph
17:29 Djengute called on the different ministers concerned
17:32 to ensure the effective elaboration and strict follow-up
17:35 of programming documents in regions and councils
17:39 and to ensure their compliance with the national development strategy
17:42 2020-2030. Let's go over to Bipindi subdivision in the ocean division to
17:49 discover a village known as a Bimimbang known to be a host to communities like
17:54 Pegme, Fang, Bolo, Ngo Umba and touristic sites. The elite of the
17:58 community are carrying out some development
18:01 projects to improve upon the livelihoods of their population and have as well
18:05 pleaded the powers that be to create roads, schools and health facilities
18:09 to satisfy the growing population. Policap Ache reports from CRTV South in
18:14 Eboluva. A Bimimbang is one of the 29 villages in
18:19 Bipindi subdivision in the ocean. This locality has as
18:23 indigenes the Fangs, Ngo Umbas, Bolo and the Bagiri
18:27 Pygmy. Its natural resources such as rich soils
18:31 favorable for agriculture attracts other communities from the 10
18:35 regions of the Republic of Cameroon. Apart from agriculture which is their
18:39 main source of livelihood, income generating projects like a
18:44 community forest has been put in place to raise finance
18:47 to provide basic social amenities to the Bimimbang
18:50 population. Arts and other cultural activities
18:53 are among the vectors that the elite of Bimimbang
18:57 use to promote social cohesion in the community especially during third term
19:01 holidays. Football as we know in Cameroon
19:06 became a religion. The tournament have been launched is launching today and
19:10 they have one month to prove what they can do in football.
19:13 To keep the bond it has become the habit of the Bimimbang sons and daughters to
19:18 gather and commune as a family especially during
19:22 their cultural jamborees. A non-governmental organization the
19:27 Paris Fathers is occupying street children in Yaounde
19:30 with recreational activities like sports craftsmanship among others
19:35 to keep them busy during this period of long holidays. Our reporter Maile Atujike
19:39 has spent a day with these homeless kids.
19:42 Vulnerable yet patriotic. They are children with dreams and
19:51 passions hoping to get out of the streets one day.
19:55 I've learned how to play football. My passion for the future was to be a
19:58 footballer but there's no one to be like a Samaritan.
20:03 Abdul Rahman came all the way from Marwa to Yaounde
20:07 in search of a better life.
20:12 If I can find someone to help me being independent
20:16 has always been my dream. I would like to be a mechanic
20:20 and I master several things concerning cars.
20:25 This holiday has been a useful period for them
20:29 as they are engaged to Malaysia activities
20:33 and training workshops. Helping them to discover another way of living life to
20:39 help them to know that we love them and we love them to know they are
20:43 children of God. With this initiative of the Paris Fathers
20:48 the children have acquired different skills
20:51 which they are expected to use in order to fulfill their dreams.
20:57 The Ngaundere Fitness Area also known as the Parkovita since its inauguration in
21:02 April 2021 receives about 3,500 people for the
21:07 practice of sporting activities every weekend.
21:10 It is a 40 hectare space with several workshops that make the practice
21:14 of sports easy and enjoyable for the population.
21:18 Elise Waji Banmia in the following is Ngaundere Parkovita
21:22 realized by military engineering corps has come to positively change
21:26 the lives of sports lovers in the town. Built at the foot of the Ngaundere
21:32 mountain the 40 hectare Parkovita has created a
21:35 more secure space for sports lovers to exercise. It is a
21:39 rocky landscape with 20 workshops, team sports playgrounds, a police post
21:44 and a security fence of about 3,500 meters long.
21:51 This area helps the population to keep fit all the time.
21:55 We welcome about 3,500 people every weekend.
21:59 The facility is open to everyone.
22:03 The facility also has a playground for children and professionals present
22:07 every weekend to guide sports addicts. When you come to this place you meet
22:12 friends you've not met since quite some time.
22:16 The staff of the Parkovita who take care of all the participants.
22:21 When we come here we have so many people and that
22:25 thing is motivate people to do sport. It's a beautiful place you can do many
22:30 things many other sport activities. You can also make many new friends.
22:36 Constructed by the military engineering corps upon instructions from the head of
22:40 state the facility was put into use in April
22:43 2021 and is equally serving as a tourist
22:46 destination especially during this holiday season.
22:51 A few weeks back the newsroom was talking about the inauguration of
22:55 Parkovita in Garua which drew the attention of many with
22:59 regards to its beauty. Today our interest is turned towards the
23:02 Yaounde Parkovita a site hitherto characterized by its
23:06 attractive outlooks that has now become a shadow of itself.
23:09 Our reporter Faith Ngwang who infiltrated the sports park
23:14 with her hidden camera reports that the place is in a state of severe neglect
23:19 and that hopes for it to be rehabilitated in the future
23:23 is uncertain. I report.
23:29 A walk up the slope of the keep feed
23:34 infrastructure and there you go the vegetation
23:37 gets even chunky. Come on in through the paths rendered narrow by the greenery.
23:43 Sorry to spoil your day the more but let's answer nature's call first
23:48 other ladies. Oh no it's a whole jungle. It's hard to stand the pungent smell
23:54 and nastiness from the inside. So let's go get some fresh
23:58 air besides the lake instead. Not again.
24:03 We need to do some cleaning before sitting. Habituators of the sports park say
24:11 it's a shadow of itself now.
24:14 Like you cannot run alone. It's dirty. It doesn't look attractive
24:26 like before. In all of this is somebody saying something. The
24:31 Yaounde city council has contributed 10 million cf a franc
24:35 towards the rehabilitation of Parkovita in Yaounde.
24:39 The Yaounde 2 council also contributed 5 million cf a franc.
24:43 The CRTV also learned that the ministries of youth,
24:47 sports, health amongst others have been charged with the responsibility
24:52 to cater for the infrastructure.
24:56 It's rather sad. The minister of sports and physical education says president
25:00 Paul Bia's idea in the creation of sports centers
25:03 popularly known as Parkovita has been upheld to the letter.
25:06 Professor Narcisse Mwele Kombi has used an inclusive
25:10 interview to the CRTV to announce an engaged
25:13 construction of Parkovita in the towns of Bertu and Kribi
25:17 as a continuation of the vision that saw the light of day
25:20 with the inauguration of the Yaounde Parkovita which is now in ruins
25:23 in 1988. Mwele Prince Willa Douma tells us more.
25:28 Never would the Parkovita idea be more fitting than this era of
25:33 digitalization whose abusive use divide Cameroonians. Mass fitness centers
25:39 operating in five cities is considered a visionary investment of
25:43 the head of state Paul Bia. Based on six criteria, social
25:48 usefulness, economic necessity,
25:51 political verticality, altruism and generosity,
26:00 sustainability and security. Even more physical fitness is factored
26:07 in the country's SND 30 drive where human capital development is
26:11 an asset. This vision of the head of state
26:15 the president Paul Bia is related to the fact that physical and sporting
26:22 activity is recognized as an important factor in mental balance
26:28 and maintaining people's health, well-being and quality of life.
26:35 These are all essential factors and prerequisites for sustainable
26:41 development. There is no minor sport the president had said before
26:45 taking the Parkovita closer to Cameroonians is guaranteeing a holistic
26:49 package. The city of Garwa has the great privilege
26:55 of benefiting from a Parkovita inaugurated on 11 July.
27:02 That of Kribi is currently under construction
27:07 with this in mind the head of state has given
27:11 the go ahead for work to begin on the Parkovita in Garwa and Bafousa.
27:19 Mass fitness centers, Parkovitas, the president's gift
27:23 a fulfilling promise. The Cameroon Football Federation says it has received
27:29 6.5 million US dollars about 3.7 billion CFA francs
27:33 from FIFA for football development between 2023
27:37 to 2026. The amount was received this Tuesday in a press
27:41 briefing by the president Samuel Eto'o who said participation fees
27:46 for elite one clubs whose players took part in the 2022
27:50 FIFA World Cup was underway. Here's an excerpt of the press briefing prepared
27:54 for us by Daniel Ikonde.
27:57 As you know, a FIFA delegation was here weeks ago for auditing
28:09 and they found us on a good footing. Now we have signed a contract with FIFA
28:13 which is the FIFA Forward Program 3.0. FIFA has given us a 6.5 million US
28:20 dollars to enable the federation attain its set
28:23 objectives between 2023 to 2026. The money will help us
28:28 construct proximity stadia that we have wished to
28:31 have. This will permit young stars who cannot play at the Japoma or Olimpi
28:35 stadium to have a pitch to play on.
28:39 I want to also use this opportunity to thank the Indomitable Lions head coach
