Injured & Sick Animal Meat for Public Sale

Even though California revised their state regulation by requiring immediate euthanasia for gravely sick animals and by stopping any buying or selling of ill and injured livestock, the Supreme Court is demanding they revert back to a regulation made back in 1906. By doing so, is the Supreme Court making it easier to sell sick and injured livestock meat for public sale?
