Some tips for coming up with the wedding guest list would be, first of all, make sure that the amount of guest that you have on your list can actually fit into your venue. If your venue can only fit a 100 people and you have 400 people on your list, that is a problem and you are going to have to cut some people out.

My next recommendation would be to have an A list and a B list. And invite the A list early and as you get some 'no responses', then you can add in some people from the B list. And if you do it early enough then they won't feel like a last minute invite.

The last thing you want to keep in mind is what your guest date policy would be. Allowing everybody to bring a date can easily double the size of your guest list. So you want to come up with a strict policy and stick to it. So if you only allow guest that are engaged or living together, make sure you stick with that plan and don't make any exceptions because you can hurt some feelings that way.
