3 regions to get first taste of P20 per kilo rice
The national government will begin selling rice at P20 per kilo starting next week under the 'P20 Program,' Agriculture Secretary Francisco P. Tiu Laurel Jr. announces in a press conference at the Cebu Provincial Capitol on April 23. The program will first roll out in Regions 6, 7, and 8 through participating local government units (LGUs), with a nationwide expansion planned. Laurel said the government and LGUs would shoulder the price difference between the subsidized rate and the current market price of P32 to P33 per kilo, with an allocated budget of P3.5 to P4.5 billion. During his 2022 presidential campaign, then senator Ferdinand Marcos Jr. vowed to bring down the price of rice to P20 a kilo. Midway into office, consumers have yet to benefit truly from that promise.

00:00Well, basically, we are here today to talk to the governors of Region 678 as we are going to launch the P20 program.
00:12The P20 program is basically 20 pence of rice to be launched through the LGUs of the Region 678 starting next week.
00:26Basically, the mechanics of the world prices and in general, the gap between the P20 and the current market prices of P32 to P33 in the mercado
00:47is to share the gap between the national government and the selected LGUs that will be participating in the program.
00:57So, P13 is the gap from P33 and the program will be 20. So, P650 will be soldered through FTI, the food terminal, and the P650 will be soldered by the participating LGUs.
01:14Sir, sino yung mga beneficiaries dito, sir? May selected beneficiaries?
01:19Well, for now, what I've talked about earlier is senior citizens, PWD, four-piece, single parent.
01:31Then, I've also talked about the governors that the other areas of the communities can sell it.
01:43But, for now, we are launching it here because there are a lot of things that are needed in the region.
01:53But, of course, eventually, intentionally this program, once we sort out all the issues logistically
02:01and we can see how to operate it, launch it, and manage it nationwide, eventually.
02:10Is there any specific, like, how many kilos lang pwedeng mabili each beneficiary?
02:15Sa ngayon, ang miniisip, dalawang template, isang 5 kilos per week per family and another one will be 10 kilos per week.
02:25So, kanina na, sa ngayon, parang napakasunduan in essence is 10 kilos per week. So, 40 kilos per week.
02:33So, hanggang Thailand, sir, this program?
02:35This program, the president has actually given the directive. Initially, it was supposed to last for, until December.
02:50Then, pwede pang-stretch yan nga February. But, our president has given the directive to the Department of Agriculture to formulate this to be sustainable.
03:02And, it will continue to continue, hanggang, hanggang, 2028.
03:07When is time to, sir, no, dito sa 6, 7, and 8?
03:11Okay. Ngayon lang, first, ngayon lang natin i-reelanch ito.
03:15Kaya nag-meeting today.
03:17Why choosing 6, 7, and 8, sir?
03:19It's because, well, yun na, medyo mas, mas pangit sabihin but, mas, mas, mas, mas kailangan ng tao dito.
03:31Tsaka may, may mga stocks din tayo dito sa, lago na sa Hilo-Hilo. Maraming tayong stocks doon.
03:40Para ma-release din yung mga stocks doon.
03:42Then, we have to also move out stocks from other areas.
03:46Kasi, the other factor na kailangan din namin gawin ito sa DA is because of,
03:50talagang punong-puno pa rin ng warehouses ng Lampigas at Palay.
03:57Secretary, what kind of rice are we going to sell locally sourced?
04:01So, yes. As mentioned before, meron tayong 358,000.
04:07Dati, 300,000 tanks ko lang ang stocks dati.
04:10Meron yung 358 na, because harvest season.
04:12So, marumarami din talaga yung stocks natin, no, of Palay and rice, no, and the rice equivalent.
04:18So, we really have to move out and dispose.
04:21That's also the other factor.
04:23So, that's how we all have to go.
04:27See you next week.
04:53You
