00:00Good morning, Mr. Mayor.
00:01What's happening? How are you?
00:02Okay. A few weeks ago you were asked about cooperation between NYPD and ICE as it relates to the arrest of student activists.
00:10Yes.
00:10You said that we follow the law.
00:11I want to make sure that I understand the law.
00:15If there's a situation where someone has issued a summons at a protest and that summons is sealed or dismissed,
00:23can the NYPD, in any circumstances, share that information with any of their federal partners?
00:30Including HSI.
00:31We're clear. We cannot collaborate for deportation.
00:39Using your scenario, if someone is a known terrorist, like TDA, like some of these gangs have been classified for,
00:51if you're a known terrorist and you're doing criminal investigations, criminal, and not deep civil enforcement,
01:00whatever we could do to seal that case or to bring that person to justice, we're allowed to do.
01:05We're not allowed to collaborate for civil enforcement.
01:10Period.
01:11The law is very clear.
01:12And it's very important to do so.
01:14So, we have no record that this happened.
01:19They're no, when I inquired, they said, we did not turn over anything and we don't collaborate for civil enforcement.
01:25They said that over and over again.
01:26So, that applies if, you know, in this situation, we have the government using its terror statute to go after student protesters.
01:35Mm-hmm.
01:36And, I mean, I think in some of the gang cases, these are also, in some of the gang cases you mentioned,
01:42it is, it's civil and that it's being led by federal immigration authorities.
01:47So, I mean, it's still like a little murky to me.
01:49If, if some federal partner comes to you and says,
01:52we want information on someone who is suspected of advancing terrorism on campus
01:59and we believe that you have some of their, their former criminal arrest information, can that be shared?
02:06We, we, listen, one thing, if you haven't figured out yet, you should by now.
02:11I'm not a lawyer.
02:12I have a court counsel.
02:13You know, and if someone comes, and we have been extremely, extremely meticulous
02:18when our federal partners come to us dealing with immigration,
02:24we sit down, find out what they would like and desire,
02:27and then the court counsel determines if we could do it or not.
02:31We've been extremely meticulous, and I allow them to do that.
02:34I have a lot of respect for Muriel, who's over at court counsel, Mike over at NYPD.
02:41They've been extremely meticulous.
02:43And, again, I said it earlier, I'm going to say it again,
02:45I look forward to collaborating with HSI, with ICE, with, with all of our partners
02:52of going after those who are committing crimes.
02:54And they determine, based on the inquiry, they being court counsel, based on the inquiry,
02:59can we move, we move forward on something.
03:01And I respect that.
