00:00Pleasant Monday evening greetings. One and all, Denise Osorio here, homegrown and happy to bring you PTV News Now.
00:07Starting off our stories this evening.
00:10Earlier today, the Crime Investigation Detection Group, or CIDG, of the PNP released its report on criminal activities and personalities.
00:19It put a stop for the month of March this year.
00:22Late afternoon today, the National Capital Region Police Office, or NCRPO, issued its official tally on the particulars of narcotics or illegal drugs confiscated
00:31and the arrests of personalities distributing them in the megacity over a three-month unchanged period.
00:37In its report, the NCRPO declared some P146 million pesos in illegal drugs had been seized beginning New Year's Day till Friday last week, April 4.
00:48Likewise, the NCRPO arrested close to 3,700 suspected pushers, suppliers, and distributors in nearly 2,400 operations.
00:57Total haul of the narcotics stash seized approximately 2,925.2 kilograms.
01:03The bulk of narcotics seized was methamphetamine or crystal meth, otherwise known as shabu, with 2,127 kilos yielded,
01:11followed by weed or marijuana with 797.7 kilograms seized.
01:16Cocaine confiscated amounted to a minuscule 17.3 grams, while high-grade pot, also known as kush, yielded 112.5 grams.
01:26Head of the NCRPO, Major General Anthony Aberin, touted the seized stash as solid proof the war on illegal drugs under the Marcos Jr. administration works
01:36and is just as efficient or even better than the campaign launched by his predecessor during his term.
01:42Best of all, the success earned by this administration's crusade against narcotics is without the gore and senseless killings that characterized the previous government's approach.
01:56Many of the 54 countries in the African continent count as among the poorest worldwide.
02:02But these countries have vast potential in untapped natural resources, and China has its sights fixed on them as it ramps up its presence and influence there.
02:12VOA's Esther Gutui-Iwart dwells on China's strategies in expanding its trade influence in the continent.
02:20Well, one, China is a trading nation. Trade is in China's DNA.
02:26And so, you know, building export capacity, building the capacity to get imports into China has been a number one strategic issue ever since the reform and opening up of the 1990s.
02:44And so what the Chinese government has done is, you know, they had this go-out strategy under President Jiang Zemin that provided massive, massive state subsidies for state-owned firms, shippers and shipping fleets to go out and capture new markets, especially in the developing world.
03:04And so it became profitable for Chinese state-owned firms to strike deals with African countries.
03:11And that's the reason why, you know, they are racing very, very quickly to be in a very dominant position when it comes to Africa's export infrastructure.
03:20But, Paul, the question most Africans would be asking is, what are they getting out of this?
03:26Well, number one, they're getting efficiency, right, because after privatization, efficiency has become a major buzzword in Africa as far as export infrastructure is concerned.
03:36So that's the first thing they're getting.
03:38The second thing they're getting is finance, because you see the Chinese involvement in the African port space is in terms of building.
03:46It's in terms of renovating.
03:48It's in terms of finance.
03:50That is a loan finance.
03:51And it's also in terms of operations.
03:53So it's the entire port development chain.
03:56So African countries are able to obtain finance.
04:00Then they're also able to increase their export volumes into China.
04:05So, for instance, last year, one of the major shippers, which is actually the largest shipper in the world today, Costco, which is Chinese state-owned, reduced the travel time of goods and services from East and Southern Africa into China to 20 days.
04:24Right. And that obviously stimulates a lot of economic development for the African continent.
04:31Well, Paul, some people would be a little bit concerned here from the continent asking what are these naval activities really, you know, what are they here for?
04:42Do you think there could be an element of some sort of spying on these ports or these countries that they are, you know, spread around?
04:51Well, our study found, and this, by the way, is the second study.
04:56We did another one in 2022 that was basically looking at China's naval presence on the continent.
05:03And what our study finds is that some, not all, but some of these maritime hubs that Chinese firms are involved with on the African continent do have design specifications that allow them, number one, to dock Chinese naval assets for military exercises and things of that nature.
05:26But then some of them also are able to berth major Chinese combatants.
05:35And so what the data is saying is that when it comes to the indicators for the potential viability of some of these ports for Chinese naval use, one of the most important indicators is the design features.
05:52So if a port is designed to be able to berth major Chinese combatants, that obviously becomes one of the data points that Chinese shippers and Chinese naval planners look at.
06:05So, yes, some, not all, but some of these African ports do meet some of those specific needs.
06:12Right now, let's turn to my colleague in PDV's Pine City Studios for what's brewing of late in the Cordilleras.

06:20Good evening.
06:21The illegal possession of drugs worth Php 8.7 million was committed by eight drug personalities who were involved in the Anti-Drug Operation of the Police Regional Office Cordillera.
06:34The Anti-Drug Operation was initiated by the Police on March 31 to April 6, 2025.
06:40This resulted in the possession of five high-value drug personalities, including street-level individuals.
06:46Out of the 10 anti-drug operations that were carried out, 41,450 fully-grown marijuanas were extracted, and 61.14 grams of fish were caught.
06:59At the same time, the government of Baguio City is under pressure from Juan Strowick, MFA World Champion Joshua de Pasion Pacho, and the city of Baguio City, Calpasantica, to fight for the Juan Championship.
07:13While the technical knockout contract between interim titleholder Jared the Monkey God Brooks and the United States under the Barrage of Strikes is still pending,
07:22Pacho won the 2-1 scoreline in the Trilogy bout of the American fighter.
07:30He will continue to fight as long as it is possible for his opponent to join the group.
07:36I'm looking at the Strowick division because it has rankings.
07:43Brooks is still in rank one and the Russian we defeated is still in rank two.
07:47So it's possible that I will be able to catch that Russian.
