The initial technical report on the cause of Tuesday’s gas pipeline explosion and fire in Putra Heights is expected within two weeks, said Comm Datuk Hussein Omar Khan.

Speaking at the site on Friday (April 4), the Selangor police chief said the report's completion was delayed due to the explosion altering the landscape, making the area unstable.

Citing the Fire and Rescue Department, Comm Husseir noted that an explosion requires three elements—gas, air, and ignition, and added that gas leak alone would not have caused the blast, warranting further investigation.

00:00This afternoon, I would like to share with you what we have done as a technical team to investigate the causes of the explosion of the pipe that carried the petroleum gas.
00:26As far as we know, on April 1, there was a huge explosion that caused a large hole with a depth of 8 meters.
00:45The width of the hole was 70 meters.
00:51The result of the explosion was that there were three pipes in the ground that carried methane or natural gas.
01:07One of the pipes broke and caused a large explosion.
01:12Under the Department of Disaster Management, we have formed a technical team consisting of JPL, JBS, MBSJ Petroleum, Petronas, JKKB, ENB, AIS Telango, and the Department of Minerals and Geoscience.
01:37The sources of power that will be used in this investigation are APTA OSHA, APTA Number 1, and APTA Police.
01:50The investigation involves two types of investigation.
01:54The first type is DOSH, which will be followed by the state's JDR to determine from a technical point of view the cause of the explosion and also to provide a comprehensive report.
02:12Another type of investigation involves the police to determine if there is a criminal element involved.
02:20The criminal element is divided into two categories.
02:23The first is treason and the second is negligence.
02:28The police have opened an investigation paper under the Police Inquiry Paper.
02:34The police have the power to call on anyone to get information to determine if there is a criminal element involved.
02:43The investigation started on the second day.
02:50On the first day, the response team conducted a search-and-rescue process to rescue the victims.
03:00The victims were placed in intensive care units and hospitals.
03:06The investigation started on the second day after the state's JDR held a meeting and established a technical link.
03:16The impact of the big explosion was due to the runaway structure or the original landscape of the area.
03:29The area was unstable at the time.
03:32We have been working to stabilize the area so that once it is stable, we can investigate and get information.
03:45For example, if there is a pipe or an explosion.
03:49The technical team, DOJ and the police have been working to find out what caused the explosion.
04:04The JDR team estimated that it would take at least two weeks to produce an initial report with other agencies.
04:16It would take at least two weeks to produce an initial report with other agencies.
04:20Because of the complexity of the situation, we cannot see it directly.
04:27We have to stabilize the situation first.
04:30We have to stabilize the situation first.
04:35In terms of DOJ's investigation, where is the level of safety and health of the victims?
04:44For now, Petronas has information that there is an explosion.
04:50Because if Petronas has an explosion, it can detect it at its center.
04:58It has a sensor or a system.
05:02If there is a decrease in pressure, it can detect it.
05:07So we are still investigating whether there is a leak or not.
05:12So there are many things that need to be done.
05:17And this can be learned a lot after we dig the hole.
05:24If it is a bomb, there are three elements that can cause an explosion.
05:30Gas, oxygen, and ignition.
05:39So even though there is gas, air, and ignition.
05:47It means there must be a fire check.
05:49There must be an ignition.
05:52So if the gas leaks, it won't explode.
05:56This is what was shared by the bomb.
06:00So even though the gas leaks, it won't explode if there is no ignition.
06:07So we have to investigate if the gas leaks, what can cause the ignition in that area.
06:17How long has Petronas been investigating?
06:20Petronas has been investigating for 30 years.
06:24It was established in 1991.
06:28There are allegations online that this investigation is not transparent.
06:33Can you guarantee that the authorities will investigate transparently and make the report public?
06:39That's the reason I'm here today.
06:42That's the reason why YB Menter Besar asked me to give the PC.
06:47Instead of him giving.
06:49So that as a leading agency in this disaster management.
06:56Together with the technical agencies like Bomber, JKR, TNB.
07:02Then we have DOJ people, JUPEM, and also Petronas.
07:08So all the experts are here to help the investigation.
07:13So from time to time, we will reveal.
07:16As today, I'm revealing that what the findings of the technical agencies.
07:23One investigation.
07:25And what is the finding of the police investigation.
07:28So that's why I'm sharing with you.
07:29Yes, I confirmed that there are excavations there.
07:33How many people are involved in the work.
07:35How it was excavated.
07:37And how many people were involved in the activity.
07:42So I'm sharing with you.
07:44The report will be made public?
07:46The report will be made public.
07:49Later, the government will decide.
07:51The government will decide.
07:53The government will decide.
07:57Definitely, we will announce the findings.
08:00Then we will ask for 2 weeks to release the initial findings of the investigation.
08:06And the following 2 weeks for the full report.
08:11Sir, this is a different subject.
08:13We are talking about Petronas.
08:15From your investigation, did Petronas get a sensor?
08:18If there was a leak.
08:23At this time, from Petronas,
08:25they didn't get any information that there was a leak.
08:31So the police will look at the data at the Petronas station.
08:36Because the data at the Petronas station,
08:39which is related to the gas pipeline from Tengganu, Ketik.
08:46This pipeline from Ketik,
08:48it comes here to Sedamat.
08:51And Sedamat goes to the south,
08:53and it goes straight to the north to the police.
08:55To Thailand.
08:57And this pipeline is 30 years old.
09:00That means,
09:04nothing happened in these 30 years.
09:06And this is the third incident.
09:08It happened in Sabah,
09:10and it happened in Sarawak.
09:12But what happened in Sabah and Sarawak
09:14is because of the earthquake.
09:19And also,
09:21in Sarawak, it was caused by
09:25the earthquake.
09:26That's natural.
09:30So there are a lot of things that we need to investigate
09:33to come to the conclusion.
09:41What Petronas said,
09:43the investigation is ongoing.
09:45In terms of the thickness of the pipe,
09:50in terms of its pressure,
09:54from Ketik to
09:57the pipeline.
10:00So there is a monitoring center
10:02in a few places in Selanjong, Malaysia.
10:14Yes, we are planning to do it in two weeks.
10:16But if it is disturbed by
10:18factors such as rain,
10:20because in Kawah, the water is turbulent.
10:22So, in these two days,
10:24our job is to empty the water,
10:26pump the water out.
10:28So if we look at it,
10:30the activity of pumping the water out is happening.
10:32That's what I said,
10:34to stabilize the environment,
10:36so that the technical teams
10:38can get in there.
10:40So if it rains,
10:42and the water is turbulent again,
10:44it will delay the investigation.
