00:00First in our news, the administration of President Ferdinand R. Marcos, Jr.
00:06has approved the delivery of services to all generations of Filipinos.
00:11In fact, the construction of child development centers is about to be completed,
00:17particularly in remote areas that will help to reach the youth.
00:22Kenneth Paciente is in the center of the news.
00:26A good future for the youth,
00:30that is what President Ferdinand R. Marcos, Jr. has given,
00:34following the signing of the Joint Circular for the establishment of child development centers in the country.
00:39The Joint Circular aims to clarify the guidelines or guidelines for local governments
00:45to build child development centers or CDC.
00:48According to the President, not only the economy, food and infrastructure are targeted by the government,
00:54but also the needs of the country,
00:57which is a true lesson of education in the country.
01:01These structures play a big role in educating the youth at a young age.
01:06These CDCs are venues for the implementation of early childhood care and development center programs and services,
01:13especially the early learning programs and family support programs.
01:18In these centers, our youth can play, read and study.
01:26It can also be used as a resource center for developmentally appropriate learning materials
01:32and a laboratory for conducting research, data gathering and innovations about early childhood.
01:39The President also pointed out that early childhood development of children is important
01:44because it serves as a way for the establishment of a youth foundation
01:48that will be a major contribution to the foundation of the country.
01:53The target is to build 300 CDCs,
01:55where low-income barangays without CDCs will be given priority.
02:01According to the Joint Circular members,
02:03LGUs should submit their budget requests through the DBM Apps portal,
02:09where the DepEd will review and recommend the qualified projects.
02:14Once approved, the funds will be given to LGUs
02:18that should be able to walk without falling to 150 square meters of land
02:22and meet operational costs, including the salary of teachers and electricity and water bills.
02:28For this year, we have identified 328 low-income barangays
02:33that will now be provided with funding
02:36for them to access early childhood development initiatives.
02:40Of this number, 89 will be in Luzon,
02:43106 will be in the Visayas,
02:46133 in Mindanao, including Barangay Barangay.
02:50The President also said that the CDC is only a small part of the solution.
02:54That is why he also called for other government programs,
02:57including the First 1000 Days of Life Program,
03:01to study the health and nutrition of children in the first 1000 days.
03:06Also, the Supplementary Feeding Program,
03:08School-Based Feeding Program,
03:10and No Hunger Program for Vulnerable Sectors.
03:13My fellow Filipinos,
03:15we recognize that education goes beyond what happens just inside the classroom.
03:20The government continues to find ways to support our children
03:24so they can grow, they can thrive, and reach full potential.
03:29Through health and community programs,
03:31we remain committed to helping them become productive members of our society.
03:36The President urged LGUs and parents
03:40to do the right thing for the success of the program.
