00:00The humanitarian team that was sent by the government following the magnitude 7.7 earthquake is in Myanmar.
00:06We will now bring to you the Cabinet Secretary Ted Herbosa. Secretary Herbosa, good morning.
00:12Good morning and good morning to those who will be with us in the first year.
00:16How is the search and medical operations of our humanitarian team in Myanmar?
00:20Yes, safely. Yesterday, at 2 p.m., our 53-man contingent of the Philippine team
00:29and 32 of them came from the Department of Health in our hospital in Takloban,
00:35the Eastern Visayas Medical Center, led by Dr. Ivy Lozada.
00:41They will set up a camp and their services, and within 24 hours,
00:48they will be available to serve our victims of the earthquake in Myanmar.
00:53Was it initially mentioned how dangerous the situation there is, Secretary?
00:58Yes. Many buildings have collapsed and there are many search and rescue needs.
01:04They have a team from the Bureau of Fire, Urban Search and Rescue, who left yesterday.
01:10They will be added. Our total contingent is 90-plus.
01:14I think the first two C-130s that left yesterday morning were only 53.
01:21Are they focused on the four of our countrymen who are being continuously searched for?
01:26Yes. They are also included in the mission of our search and rescue.
01:30And of course, the other victims who were trapped in the rubble of many collapsed buildings in Myanmar.
01:37When will the second batch leave?
01:41I know that today, Igan, that contingent will leave.
01:46Are they only going to Myanmar or we also have a contingent in Thailand?
01:51Only Myanmar requested medical assistance, urban search and rescue and other things.
01:58Thailand did not request anything from us.
02:00Okay. Let's go back to the Philippines. Secretary, how is the situation in the Philippine General Hospital,
02:04where the ER is in critical overcapacity?
02:07Yes. Last week, that happened. Actually, the problem is not the patients.
02:14The problem is the oxygen ports that our ventilators are installing.
02:19They said, they issued a warning that you are a bit serious.
02:22You might not be able to provide the right service.
02:25The Department of Health also joined.
02:27Our hospital is located in Metro Manila.
02:30That's why I issued a warning to those who will refuse,
02:35so that they will not continue in PGH, so that they will not be trapped,
02:39and continue in other Departments of Health and Hospitals,
02:43like Jose Reyes, Tondo Medical, East Avenue and many others.
02:48The oxygen ports are also out of service. That's the problem.
02:51Yes. What's happening there is, when patients are allowed to go home,
02:55the patients who have ventilators in the emergency department are cleared up.
03:00I know that it's going down.
03:02In a few days, they might declare their normal status again.
03:06How about Bantay Dengue, Secretary?
03:08Well, our dengue has increased by over 75 percent compared to last year.
03:14Because of this, I expect that this year, every three to five years,
03:20we will have an outbreak of dengue.
03:23Our last outbreak was in 2019.
03:25We are waiting for a big outbreak.
03:30This is the most likely year.
03:32Variants are circulating.
03:34We also have climate change.
03:37It's raining this January and February.
03:41So there's an increase in humidity.
03:42It's hot.
03:43People want humidity.
03:45So when there's a lot of dengue, there's a lot of humidity.
03:49The Department of Health's program is to cover and dry the area
03:57for the mosquitoes and aedes that bring dengue.
04:03It's a four o'clock habit.
04:05We should clean the areas where water is pumped so that dengue doesn't increase.
04:10Secretary, please tell us about the heat we're experiencing now.
04:14We have a very high heat index.
04:18It reached 40 to 50 degrees centigrade in our provinces in the north.
04:24People in high heat index should be careful.
04:30You can get various diseases like heat fatigue, heat stroke.
04:36You can die and be taken to the hospital.
04:39So it's very important to hydrate, wear a hat, and wear sunblock
04:45so that there won't be sunburn for a long time.
04:48If possible, every few hours, we should go to a cool, dark place
04:54so that our bodies can cool down and avoid heat illness.
04:58Thank you very much, Health Secretary Ted Herbosa. Be careful.
05:01Thank you very much. Be careful, Igan.
