00:00When China first made a decision in 1993 to ban both the sale and availability of rhino
00:28products and tiger products, we celebrated. And a whole generation has grown up without
00:33using those products. And we feel that this reversal of the ban will stimulate a new market
00:38at a time when threats have never been greater to rhinos and tigers in the wild.
00:58In 1993, the Chinese State Council issued a strict regulation on the sale of rhinos
01:27and tigers as well as the ban on the sale and use of their products.
01:31Part of this regulation does not comply with the current law.
01:34In order to ensure the reasonable need for scientific research, scientific education,
01:38law enforcement, treatment and rescue, cultural protection and cultural exchange,
01:42and other practical reasons,
01:57it's been stated that the source of these animal products will be from farmed animals.
02:12The problem is twofold. One is in the marketplace or in the hospital, how do you distinguish
02:18between a wild-caught animal and a farmed-caught animal when we're talking about a product
02:23such as horn or bone? And the second thing is, how can we be sure of the source of those
02:28animals have also come from legitimate places? And so, overall, we see this as bad news for
02:34both tiger and rhino conservation in the wild.
