00:00A Timor-Leste court has changed its previous decision, denying the Philippine government's
00:06request to extradite former lawmaker Arnie Devis Jr. back to the country.
00:11The Justice Department says in a statement, "...it is peculiar that after having twice
00:16decided in favor of extradition, first in June 2024 and again in December 2024, the
00:22Timor-Leste Court of Appeal has now reversed its stance, taking a complete 180-degree turn
00:28to reject the Philippines' extradition request." Devis' lawyer, Ferdinand Topacio, says in a
00:33statement that the decision denying the extradition request is a triumph of the rule of law.
00:39Devis was the alleged mastermind of the assassination of Negros Oriental Governor
00:43Roel de Gamo in 2023 and is also linked to killings in his home province in 2019.
00:50In March last year, Devis was arrested by Interpol and Timorese Police
00:54after being added to Interpol's Red Notice Alert. He was arrested in Timor-Leste,
00:59where his request for political asylum was denied.
