The prime minister said the state is "weaker than ever" as he set out his reforms to the public sector in a speech on Thursday. Sir Keir Starmer said: "I've always believed in the power in government, and I've seen it at its best."
Mr Starmer pointed out that the state currently employs more people than it has for decades, but said he does not see "good value everywhere", and it is "weaker than it has ever been".

00:00I've always believed in the power of government, and I've seen it at its best.
00:07I'll give you one example from last year in the summer, when we had those terrible riots.
00:12Because what we saw then in response was dynamic, it was strong, it was urgent.
00:19It was what I call active government, on the pitch, doing what was needed, acting.
00:27But for many of us, I think, the feeling is we don't really have that everywhere all of the time at the moment.
00:35Do you see good value everywhere?
00:39Because I don't.
00:42I actually think it's weaker than it's ever been.
00:45Overstretched, unfocused, trying to do too much, doing it badly, unable to deliver the security that people need.
