Sir Keir Starmer has delivered a speech ahead of Wednesday's budget. Addressing an audience in Birmingham, he said: "That's a snapshot of the Britain we're building this week and beyond. Our economy stabilised, the foundations fixed, hope for the future restored. Another step taken on the long, difficult but resolute path towards a Britain returned to the service of working people."
