13:58when DPWH extended Tulay
14:02to pass through the flood line.
14:06This bridge has a lot of cracks.
14:09It's scary.
14:10In 2023,
14:12under the administration of President Bongbong Marcos,
14:15even if Tulay was not opened yet,
14:17it was included in the so-called retrofitting
14:21or strengthening
14:23to avoid flooding,
14:25especially when there is a flood.
14:27But a year passed,
14:29the expenses increased by P115 million.
14:34Until February 1,
14:37when it was finally opened to the public.
14:43But not only in Isabela,
14:45there is this problem.
14:47In Iloilo City,
14:49the UNCA flyover was controversial
14:53approved by DPWH and LGU in 2019.
14:58Construction started in 2020
15:02and the cost reached P680 million.
15:09But just a few weeks after it was opened to the public,
15:14it was destroyed immediately.
15:16There are still debris falling,
15:18so some motorists are forced to walk down from here.
15:24The flyover was also flooded with two floors
15:28because according to the study,
15:30the land where it is being built is soft
15:34or what is called liquefaction.
15:37Retrofitting interventions were done there
15:40to stop the settlement.
15:41It was done.
15:43In Mindanao,
15:44there is also the Pangil Bay Bridge
15:48that connects the provinces of Lanao del Norte
15:52and Misamis Occidental.
15:55Just two months after it was opened,
15:58in September 2024,
16:00the asphalt was also destroyed
16:03so it was flooded.
16:06Just like what happened in Isabela,
16:08the Pangil Bay Bridge was approved in 2015
16:12under the administration of President Aquino.
16:15It was started in 2016 under the administration of President Duterte.
16:20It was opened and destroyed immediately two years after President Marcos sat down.
16:26Since it was still under the warranty of the contractor,
16:29they replaced the asphalt on their own.
16:32The Bantilan Bridge in Quezon Province and Batangas
16:36was also destroyed by a typhoon in 2022.
16:40That same year,
16:41the Carlos Romulo Bridge in Bayambang in Pangasinan also collapsed
16:47due to the overloading of vehicles passing by.
16:54Let's go back to the bridge in Isabela.
16:57We consulted with a structural engineer,
17:01Engineer Cresencio Natividad.
17:04This building was designed based on AASHTO,
17:08that's our bridge design code.
17:10Initially, they said that the maximum capacity of this bridge is 45 tons.
17:16But this truck is 102 tons.
17:19Is that where you can see if the truck is really overloaded?

17:24Though I'm not sure about the weight of the truck,
17:27as per DPW, it's 102 tons.
17:29You can see that there are a lot of stones that fell.
17:33Does it look like those stones are 100 tons?
17:38As I said, that's the computation of DPW.
17:41It's probably a little exaggeration.
17:43Maybe that will include the other loads that were left.
17:46The other vehicles are also there.
17:48The carrying capacity of this is actually about 30 cubic meters.

17:58it's already 30 tons.

18:59And this highway is just a secondary road.

19:07The principle here is that our deck is long.
19:11If it's all by itself, it won't be able to carry it.
19:14That's why we put an arc with tension rods to help carry it.
19:19So the arc is not just a design?
19:21It's not aesthetic.
19:22We also have what we call a transfer of load.
19:25The load that our deck slab is carrying is being transferred.
19:29Since it's already been given, it won't be able to carry the load.
19:32There should be another team that will also monitor.
19:36They will check the design,
19:38they will check what the contractor is doing,
19:41aside from the PWAs, especially these special projects.
19:45We are actually trying to engage the participation
19:49of the Association of Structural Engineers of the Philippines
19:52to help us out in the process
19:54of determining the structural stability of the bridge now
19:58so that we can proceed with the reconstruction
20:00of the damaged portion or adjust the structure in itself.
20:04Secretary, pardon me for saying this.
20:07These infrastructures that have been spent billions of pesos
20:11become objects of ridicule by people
20:14because they see that they have been doing it for a long time,
20:17that they are Peruvians, and that their work is defective.
20:21So they can't help but think that there is corruption there.
20:24What is your reaction when people say that?
20:28Well, there's a big perception nowadays.
20:31But for structures like this,
20:34you cannot really afford to compromise the structure as designed.
20:38So if there would be any kind of corruption,
20:43let's just say that it would be very minimal, in my opinion.
20:49Because the condition of these structures is very specific.
20:54The work items are very specific.
20:57If you are going to build a house,
20:59you cannot make it thin.
21:04Proper engineering is very important at the very beginning.
21:07You have to be sure that your assumptions are correct
21:10and the way you design this is correct.
21:12I also asked Secretary Bonoan
21:14if the company that made the bridge,
21:18RD Interior Junior Construction,
21:22according to Secretary Bonoan himself,
21:24has been a contractor of DPWH projects for a long time.
21:28So there's a track record for that?
21:30There's a track record for that.

21:37We tried to get the company's permission,
21:40but they did not respond.
21:42There are two words, transparency and accountability.
21:46The concept of accountability,
21:48and the documents and actions of the government should be open to the people

21:57if it is not clear who implemented the government's programs.
22:01The government's funds are wasted.
22:03The people's lives are wasted.
22:05And after a while, maybe permission.
22:07That means cost of death because of these accidents.

22:14plus your department, I'm sorry to say,
22:17has the disadvantage of being perceived for irregularities and anomalies in the past.

22:25Well, I think the president is very aware of these insinuations
22:28and he has given us full instructions
22:31that we have to be very transparent in all the works,
22:34in all the infrastructure projects that we are undertaking now.
22:37This Thursday, President Marcos himself visited Isabela.
22:42The construction is okay.
22:44The contractor followed the plan.
22:46He did it by the book.
22:48They did it after the specifications.
22:50But the specifications are wrong.
22:52According to President Marcos' interview,
22:54there is a difference in the design of the roof.
23:00It is a design flaw.
23:01The design is wrong.
23:02The project cost is 1.8 billion.
23:04So it was reduced to under 1 billion to survive.
23:10The design is really weak.
23:12Because if you look at it, this is supposed to be a suspension bridge.
23:16This is the only suspension bridge that I have seen in the whole world that is not a cable.
23:21And that is the one that was given.
23:23If it is a cable, it should not be given.
23:25When there is a big project like that,
23:27there is a supervisor, a consultant.
23:30Here in this case, it's like the DPWH did it.
23:33They are the only ones who supervised.
23:35When we design a roof, we follow a bridge code.
23:39This bridge code is based on the American code.
23:42Not all roofs are dangerous to overloading.
23:46Because most roofs that have beams and concrete,
23:51the reserve strength of our design is high.
23:54That's why it can be overloaded.
23:57But the long steel, even if it is new,
24:01a 100-ton truck passed by, it really can't handle it.
24:05It seems like you are not affected by the controversies, the suspicions,
24:11the things that are thrown at you.
24:13We are clear.
24:15We are following the instructions of the President
24:17to be transparent and professional in the work that we are doing.
24:21We tried to get a statement from the former secretary of DPWH
24:26under the administration of Duterte.
24:29Now, Senator Mark Villar refused to give a statement.
24:34The Senate will also investigate what happened.
24:38Did they do it properly?
24:41Or is there a chance?
24:43Or is there a possibility?
24:45Who should be held accountable?
24:47We will try also to see what is the liability of the truck driver or the truck owners.
24:53Because they entered there, only light vehicles were allowed.

25:50And the infrastructure landscape of the Philippines will be better.
25:56That's what we see under this administration.
25:58They should not save on the funds that they are making.
26:05Their livelihoods are safe, right?
26:09Their pockets are not safe.
26:12There are still a lot of places in our country where the government's services and infrastructure are not enough.
26:21Children are forced to go to the brink of death just to be able to go to school.
26:29Farmers are having a hard time getting their products to their families.
26:35There are diseases that need to be treated in the country
26:40so that they can go down the mountains and reach the hospital.
