00:00Funding for projects under the Philippine Development Plan 2023-2028 will be stricter.

00:07This is to ensure proper funding for government priority projects.

00:12PTV's Denise Osorio has news for the country.

00:18The Department of Budget and Management, or DBM, and the National Economic and Development Authority, or NEDAN,

00:24approved on March 6 the Joint Memorandum Circular on the effective allocation of funds for priority programs under the Philippine Development Plan, or PDP, 2023-2028.

00:36We emphasize that the institutionalization of the PCB is not merely procedural,

00:42but we seek concrete actions to break down silos, ensure efficient budget allocation,

00:48and effectively rationalize overlapping and redundant programs, activities, and projects.

00:55By bringing together programs and initiatives from across different government units,

01:01we are creating a unified and cohesive plan to address the needs of our people.

01:06Based on the JMC, the Program Convergence Budgeting Steering Committee, or PCBSC,

01:12will be established to ensure that the PCB meets all government requirements.

01:18It will be led by the NEDA Secretary and co-chaired by the DBM Secretary.

01:22According to NEDA Secretary Arsenio Balisacan,

01:25the budget must be tightened to ensure that projects under the PDP 2023-2028 are properly allocated.

01:32By tightening the links between planning, programming, and budgeting,

01:37PCB plays a critical role in ensuring that scarce public resources are effectively allocated towards programs, activities, and projects

01:50that align closely with the President's socioeconomic agenda and with our national development strategies and goals.

01:59Tourism in the Philippines has already recovered.

02:02In January alone, tourism revenues reached more than P65 billion.

02:07That's higher than 136.1% of pre-pandemic or January 2019, which is almost P47 billion.

02:16The earnings came from various activities, products, and services related to tourism.

02:23According to the Department of Tourism, the recovery of tourism from the pandemic will provide jobs to many Filipinos.

02:30According to DOT, almost 1.2 million visited the Philippines in the first two months of 2025.
