00:00We will clarify and give a bigger service recognition incentive or SRI for government officials. We will talk to Director Gerald Handa of the OPCCB. Good evening, Director. This is Joshua Garcia of Balitang Pambansa.
00:15Good evening, Sir Joshua, to your listeners.
00:20Yes, Director. To our first question, when will the government officials expect this SRI?
00:26Sir, this is a service recognition incentive for 2024. Our President issued the Administrative Order 27.
00:36This includes the grant of SRI to our qualified government employees, the national government, including those in state universities and colleges, as well as our military and uniformed personnel,
00:49as well as those in the local government units, not earlier than December 15.
00:56This is expected by our qualified employees. Hopefully by early next week, they will be able to release SRI for qualified employees.
01:08The amount of SRI for 2024 will not exceed P20,000 for each qualified employee.
01:15All right. Director, let us clarify. Is this a drop or a grant?
01:21Yes sir. This depends on each agency, but we are requesting a release for each qualified employee.
01:29So P20,000. This process depends on each agency. For our teachers, for the first time in history, as coordinated with our Department of Education,
01:42they can commit P20,000 for 2024. Last year, in 2022, despite the approval of the President, P20,000, only P15,000 were received by our teachers.
01:57In 2023, it will be P18,000. So for 2024, as coordinated with DEPED, the Department of Education will be able to give P20,000 to our teachers.
02:11Same with our military and uniformed personnel in the Philippine National Police, Armed Forces of the Philippines, as well as those in BJMP, Bureau of Fire and Protection,
02:22Bureau of Correction, Philippine Coast Guard and our NAMRIA.
02:26Yes. Is it correct, just to clarify the expectations of our officers, that the soldiers and teachers will go first and the other officers will follow? Is it correct?
02:37Sir, this is... from next week, when the DBM of Budget Circular pertaining to the guidelines on the grant of SRI,
02:47all agencies, including LGUs, can proceed with the grant of SRI.
02:56So DEPED, if it can quickly process the payroll for its qualified employees, can receive it immediately, same with other government agencies.
03:09The purpose of SRI is to recognize the unwavering commitment and dedication of our government employees in delivering services to our government.
03:21For other agencies, the funding source is based on the available allotment of each agency.
03:29This is a very good news Director. But we understand that SRI is for regular employees of the government.
03:38How about the so-called contract of service and job order for the government? Can they receive it?
03:45This SRI, as you mentioned Sir Joshua, is for qualified civilian personnel, military and uniformed personnel.
03:55For civilians, they are occupying regular, contractual and casual positions. Their appointment was attested by our Civil Service Commission.
04:04For the COS and job order, they are not included in the grant of SRI. Although they are not included, we have what we call gratuity pay.
04:15This gratuity pay, the DBM submitted a recommendation to our Office of the President for the grant of gratuity pay.
04:28Hopefully, in the next few days, there will be good news for our contract of service and job order for them to receive gratuity pay for 2024.

04:46Meanwhile, the best local government hospital, City of Ilagan Isabela, was inaugurated by Bukodtanging LGU after the 24th Gawad Kalasag National Awards held by the PICC.

05:05President Ferdinand R. Marquez Jr. and Defense Secretary Gilberto Teodoro were the ones who received the plaque of appreciation and check for the awardees.
