00:40The Commission on Elections issued two new resolutions this past week.
00:44One of them is the creation of a Task Force Respect that will be directed to the firms or organizations that issue surveys up to the rankings of the candidates.
00:55According to Comelec Chairman George Erwin Garcia, they plan to register those who issue surveys,
01:02and they also want to know how much the commission of a survey is.
01:09We want to know from the report how much it was paid, who commissioned it, and who paid for it, and what scientific methods were used.
01:21Failure to register is a ground for an election offense.
01:25That's why it's part of the report and it will tell us who the officials of the firm are,
01:31so that if there's a problem with their reporting, we can sue them and return them.
01:37Paul Boddy explained that they don't want to stop those who issue surveys.
01:43They just want to be sure that the pecking surveys that may influence the votes of the people will not be counted.
01:53If the survey was not really conducted, or if the survey organization is really bogus,
01:59or if they just issue surveys because they favor this and pay for it,

03:22Komalek also issued guidelines to organize the debates of the candidates.
03:28Based on Resolution No. 11115 of Komalek,
03:32the organizers are obligated to invite all the candidates,
03:36and the candidates should also know the issues that will be discussed in the debate.
03:43It should be ensured that the issues are issue-based,
03:47and one week before the debate,
03:50the participants should know what issues will be discussed,
03:56and at the same time, no candidate should be excluded.

04:07Komalek said that they do not force the candidates to attend the debate.
04:11The candidate still has the right to refuse,

04:26may be fined under the Omnibus Election Code.
