00:40The Commission on Elections issued two new resolutions this past week.

00:44One of them is the creation of a Task Force Respect that will be directed to the firms or organizations that issue surveys up to the rankings of the candidates.

00:55According to Comelec Chairman George Erwin Garcia, they plan to register those who issue surveys,

01:02and they also want to know how much the commission of a survey is.

01:09We want to know from the report how much it was paid, who commissioned it, and who paid for it, and what scientific methods were used.

01:21Failure to register is a ground for an election offense.

01:25That's why it's part of the report and it will tell us who the officials of the firm are,

01:31so that if there's a problem with their reporting, we can sue them and return them.

01:37Paul Boddy explained that they don't want to stop those who issue surveys.

01:43They just want to be sure that the pecking surveys that may influence the votes of the people will not be counted.

01:53If the survey was not really conducted, or if the survey organization is really bogus,

01:59or if they just issue surveys because they favor this and pay for it,

02:05that's what we want.

02:07But it's not the legitimate survey firms and organizations.

02:11We believe that they also want to regulate them.

02:15Because some of them are competing with each other,

02:19that's why it's cheaper, for example, and it's not true.

02:25The media entities that conduct surveys and religious organizations,

02:33civic groups, and others,

02:35they just need to report who issued the commission,

02:39how many respondents,

02:41and they also follow the orders of the Supreme Court,

02:43which is responsible for conducting surveys.

02:47It's not covered in the regulations on registering our media entities,

02:54not including religious organizations,

02:56cost-oriented groups or organizations,

02:59and also including civic organizations,

03:03educational institutions.

03:04We only talk to those entities that are in churches,

03:07educational institutions.

03:09We just want to say who issued the commission,

03:16or who commissioned this.

03:19Meanwhile, aside from the regulation of surveys,

03:22Komalek also issued guidelines to organize the debates of the candidates.

03:28Based on Resolution No. 11115 of Komalek,

03:32the organizers are obligated to invite all the candidates,

03:36and the candidates should also know the issues that will be discussed in the debate.

03:43It should be ensured that the issues are issue-based,

03:47and one week before the debate,

03:50the participants should know what issues will be discussed,

03:56and at the same time, no candidate should be excluded.

04:00For example, a candidate for mayor,

04:02candidate for governor or congressman,

04:04all of them should be invited.

04:07Komalek said that they do not force the candidates to attend the debate.

04:11The candidate still has the right to refuse,

04:14as long as he is included in the invitation.

04:17According to Paul Boddy,

04:19those who do not comply with the resolution issued by Komalek,

04:23not the guidelines for the debates and surveys,

04:26may be fined under the Omnibus Election Code.

04:30Meanwhile,

04:31despite the signature of President Ferdinand R. Marcos Jr.

04:35for the parliamentary elections in October 2025,

04:39Komalek said that it is easy for them to prepare for the midterm elections.

04:43But they said that they plan to open the COC filing

04:47for the parliamentary elections in June 2025
