The Public Accounts Committee (PAC) has recommended that the Ministry of Economy, the Ministry of Rural and Regional Development (KKDW), and state governments develop a master plan for the Rural Water Supply (BALB) project to ensure rural communities have access to safe and high-quality water.
PAC chairman Datuk Mas Ermieyati Samsudin said this recommendation is among seven proposals submitted to the relevant ministries following three proceedings on the project in Sabah and Sarawak, which began on July 24.

00:57And as many as three proceedings, including one in Kinabalu,
01:02Sabah has also been held and we have also called witnesses such as
01:07the Head of State Audit, Deputy Head of State Audit,
01:10Director-General of KKDW,
01:12Director-General of Development of KKDW,
01:15Director-General of Sarawak Outer City Water Supply Department,
01:19Director-General of Sabah State Water Department,
01:22and Deputy Director-General of Sabah State Water Department.
01:26As a result of the relevant proceedings,
01:29PHC has made six conclusions as follows.
01:31First, the Government of the Republic of Indonesia does not have a plan
01:35for the provision of Sarawak Outer City Water Supply throughout this period.
01:39And second, the management of the BAP project is not well-organized
01:44due to the lack of coordination between the government, state government,
01:48agencies, and authorities involved.
01:52This leads to problems as well as the escalation of the land rights project,
01:57the plan for the provision of water supply to the relevant areas, and so on.
02:03The weaknesses in the management of the BAP project are also seen as uncritical
02:08due to the lack of preventive and corrective maintenance plan
02:14implemented by PHC,
02:18resulting in a lot of damage to the assets provided under the BAP project.
02:24This leads to the cost of improving and improving the quality of the water supply.
02:29Third, for the BAP project before 2018,
02:33premises or areas that are located far from the main water source,
02:39which is more than 50 meters,
02:41the cost of the connection must be borne by the homeowner.
02:44However, since 2018, the cost of the connection has been taken into account
02:49in the RM120,000 hard sealing for one premise.
02:54The inability of the homeowner in Sabah to bear the cost of buying water tanks
03:01and connecting water meters denies their right to obtain the facility of the main water source.
03:08Sixth, the issue of oversight in the transfer of the generator to the water supply in 15 lodgings in Sabah
03:17has caused issues such as high cost of resale,
03:20the isolation of the water supply.
03:25KKDW is still in the process of replacing the use of the generator
03:30for the lodgings in Sabah.
03:32And as an improvement,
03:34PHC has made as many as seven measures to be implemented as follows.
03:41First, the Ministry of Economy and KKDW,
03:44with the cooperation of the state government,
03:47need to develop the BAP Indo-BAP plan
03:50to ensure that residents outside the city have access to quality water supplies
03:55and are safe to use.
03:57Second, KKDW, the state government,
04:00and the relevant authorities
04:02need to strengthen the management of the project
04:06and be more proactive in coordinating in an organized and regulated manner
04:11to ensure that the project is ready to be implemented as scheduled.
04:16Third, KKDW also needs to ensure that the state government
04:23and PHC meet the SOP of preventive and corrective maintenance
04:31as scheduled before the project can be handed over to the state government or PHC.
04:38Fourth, KKDW needs to include the cost of supplying water tanks
04:44and installing meters in the cost under the BAP project
04:49Fifth, KKDW needs to consult with the state government
04:54or PHC to resolve the issue of meters not being installed
04:59due to the lack of capacity.
05:01As we said earlier, one house, one premise,
05:03more or less RM120,000.
05:05That is a very high cost.
05:06Therefore, KKDW needs to show the status of the electrical equipment replacement plan
05:13from generators to meters
05:16for the 15 logistics related to the BAP project.
05:18Lastly, PHC, state government or PHC
05:22are advised to monitor the issues related to the BAP project.
