Deputy Prime Minister II Datuk Seri Fadillah Yusof says Malaysia needs a staggering RM392bil allocation for flood mitigation projects but with limited resources, the government will prioritise implementation based on urgency and needs.

He told V. Ganabatirau (PH-Klang) during the Minister's Question Time in the Dewan Rakyat on Thursday (Dec 5).

05:00In preparation for the second phase of flood season across the country, the Malay government has taken three steps.
05:07First, pre-flood.
05:09Second, preparation for disasters.
05:12And third, the implementation of flood relief.
05:15In this context, for pre-flood, NADMA implements a simulation program and a comprehensive session across the country.
05:23Program Community-Based Disaster Risk Management, River Management, Flood Support Pool and Infrastructure.
05:31Implementation of Operation Control Room and Flood Control Center and Flood Warning.
05:35Installation of 737 pumps across the country and the installation of flood warning and camera web siren stations.
05:44Petra, through JPS, we have now assembled and confirmed as many as 4,619 flood hotspots throughout the country.
05:53And the actions we carry out are mitigation work, maintenance of government systems, repair, retrofitting and so on, as well as early warning systems.
06:04Including ensuring that 534 flood warning sirens in the main rivers function properly.
06:12As a preparation for flood response, we do have the responsibility of flood management in each country and region.
06:23They have an early meeting to prepare, including simulation and response when a flood occurs.
06:31How to save people, how to place people and so on.
06:36That is why the flood response is a program to assist early assistance, including cleaning and flood response assistance.
06:45Both in terms of food, finance and also improving all infrastructure damage and so on.
06:53This is carried out jointly with disaster management authorities at the national, regional and NGO level.
07:00So, JPS has carried out an early warning system in each country to prepare for flood response.
07:31Mr. Prime Minister, what I want to ask is...
07:38We often hear that every year there is a flood in every country.
07:45In Balik Timur and especially in Kelang.
07:48The Kilak flood has become a phenomenon where we are affected every month.
07:53So, I see that for decades, perhaps billions of ringgit have been spent.
07:59And the same agencies such as JPS, maybe JPR and also the local authorities.
08:05When the same three agencies that manage, plan and so on, there is no doubt about this flood.
08:14So, I ask, is the ministry ready to accept or appoint an external body from them, namely an independent body,
08:26to study and also execute the real plan in dealing with the flood problem?

08:37As I said earlier, studies have been done for 2023 to 2100.
08:45To solve the flood problem, we need Rp 392 billion.
08:50But the government will not reach that.
08:53The reality is that the ability of the government is limited.
08:56Therefore, we carry out the project according to the priorities.
08:59In terms of priorities, according to the country and region, based on the study.
09:06For example, in Kelang.
09:08What we are doing now is the planning of a small and large Kapa river flood area in Kelang.
09:15This has already started in January 2024.
09:20RTB Sungai Kelang in Section 25 of Sya Alam.
09:23In terms of design and construction, this project will start on February 1, 2024.
09:27The fund-raising column for flood prevention and raw water supply sources in Sungai Kelang.
09:33In Sungai Rasau, this is phase B.
09:36There are two phases, phase A and phase B.
09:39It has already started in July 2024.
09:42Phase A will start, God willing, in the standard process now.
09:47Meanwhile, the project of raising the level of the beach to overcome the phenomenon of high tide in Tok Muda and Sungai Sedang.
09:56This has also started in June 2024.
09:59It means that we do it in a coordinated manner, according to the financial capabilities provided.
10:03And there are two categories of floods.
10:06Actually, there are many categories.
10:07One is the flood caused by high tide from the sea, which will flood in.
10:12What we do is to make a fence so that the water from the sea will not enter.
10:17The second is flash floods.
10:20Flash floods are caused by heavy rain.
10:23But maybe the river, the children of the river, or the tidal flats cannot accommodate.
10:29That is why I said earlier that this requires cooperation between the government,
10:35JPS, JKR, state level, regional level, and also the airport.
10:42Because of the fences.
10:44Sometimes the fences are built to accommodate as much water as possible.
10:50But because of the increased development, the fences cannot accommodate.
10:55That is why sometimes floods occur.
10:58And this is what happens sometimes.
11:01But that is why I said that there is a project that is already ready.
11:04We can monitor our success in handling this and reduce the risk of floods.
11:10But there are many more things that we need to do.
11:12But it depends on how much money can be collected from us that we implement.
11:17But according to the estimated amount of Rp. 392 billion,
11:23maybe according to the existing budget, we will receive at least Rp. 3 billion.
11:28We can only finish it in another 100 years.
