The Port Klang Authority (PKA) has launched the Malaysia Maritime Single Window (MMSW) to further strengthen the nation's maritime industry.

Speaking at PKA’s Chinese New Year open house on Monday (Feb 17), Transport Minister Anthony Loke said the MMSW system was developed to comply with the mandatory requirements of the Convention on Facilitation of International Maritime Traffic 1965.

00:49was directed by the Cabinet in 2023
00:53to meet the needs of international maritime organizations

01:05as a central system in Malaysia
01:08as early as 1 January 2024.
01:12The development of the MNSW system
01:15is to meet the mandatory requirements
01:18of the Convention Facilitation of International Maritime Traffic 1965
01:23or VAL Convention 1965, International Maritime Organization
01:29which authorizes the IAEA to develop the MNSW system
01:33as early as 1 January 2024.
01:36To facilitate the exchange of information between ships and port facilities,
01:40electronic transactions are carried out
01:43to facilitate and pacify maritime trade and transportation.
01:49Port companies have been trusted
01:52and trained by the Port Authority
01:55to manage the implementation of the development of the MNSW system
01:59for the government.
02:01The continuation of good cooperation between agencies involved
02:05including Customs, Immigration, Maritime, Health,
02:10Embassies and Port Agencies, Chemistry
02:13as well as related departments
02:15has been fully implemented by the MNSW system
02:20on 10 June 2024
02:22including the main terminals and airports.
02:26So far, the MNSW system has been satisfied
02:29with the main port of Malaysia
02:31including Kuantan Port, Kebangan Port, Johor Port, Pulau Pulau Pinang and Bintulu Port.
02:37Implementation of these ports in Sabah and Sarawak
02:40is expected to start in March 2025.
02:45Based on the statistics provided by the MNSW system
02:49from 1 June 2024 to 31 December last year
02:55as many as 10,682 ships
02:59have used this system
03:01for all ship arrival and departure processes
03:04at the port of Sarawak, Malaysia.
03:07This number will continue to increase
03:09in line with the involvement of ports and industry entities
03:14across the country from time to time.
03:17The response received by the expansion of the MNSW system
03:21has succeeded in increasing the speed of ship departure
03:25through digitalization
03:27while reducing workload and bureaucracy.
03:31The Ministry of Transport hopes that all port users
03:34will use the MNSW system together.
03:38For your information, the Ministry of Transport will expand the scope of MNSW
03:42under Phase 2 to cover the container management process
03:46including container delivery and monitoring.
03:51I believe that the success of FortKline as the main logistics hub
03:55is the result of the cooperation of all parties
03:58and cannot be achieved without the cooperation of the stakeholders.

04:14and terminal operators.
04:18The Trump administration has played an important role
04:20in creating a trading network
04:22and connecting the parties involved in the supply chain.
04:27And thanks to the Ministry of Transport,
04:29we will continue to implement the proactive measures
04:33and approaches that we have implemented before
04:37to continue to increase our network and ship network
04:43from all over the world,
04:45through our international partners and our main partners.
04:48One of the approaches that we have used
04:51is to have a ministerial visit
04:54directly to the Ministry of Transport
04:56and to the largest international shipping companies.
04:59So I have made the visit to Europe 2-3 times
05:04to meet with the top management of these shipping companies.
05:10And of course, this approach will continue
05:12not only to the shipping companies in Europe,
05:16but also in Asia.
05:18I will continue to implement it
05:20so that we can ensure that our shipping network
05:25can be expanded
05:27so that Malaysia becomes a major destination
05:30for international shipping companies
05:33to bring to Singapore
05:35and also to balance trade with our country.
05:40So I think all of this is a joint effort
05:44and I hope that we can continue to work together
05:48to make not only dark ports
05:51as one of the busiest ports in the world,
05:56but also other ports,
05:58including many other ports that are quite potential,
06:03such as in Johor, Kuantan, Pulau Pinang, Kemaman,
06:09and also in Sabah dan Serapa.
06:12I hope that our country's ports
06:16will continue to be a major asset
06:18to the growth of our country's economy.
06:21So without ports,
06:23Malaysian international trade will not be sustainable.
