The Independent Police Conduct Commission (IPCC) has resolved four out of eight investigation papers since its establishment, says Home Minister Datuk Seri Saifuddin Nasution Ismail.

Responding to a question from Khoo Poay Tiong (PH-Kota Melaka) in the Dewan Rakyat on Monday (Feb 17) regarding the IPCC’s achievements up to the end of 2024, Saifuddin noted that while the commission has the authority to investigate and recommend disciplinary action, some cases must be referred to the Malaysian Anti-Corruption Commission (MACC) for corruption-related matters or to the police for serious crimes.

00:00Surah Anjaya was inaugurated on July 1, 2023.
00:08Since then, many programs and activities have been held.
00:15But I will highlight a few main things.
00:19First,
00:23Surah Anjaya has held a very aggressive engagement session.
00:32We call it a regular engagement program.
00:36It meets all the leaders and all the police formations.
00:42IPK, IPD, Balai Polis, Pondok Polis.
00:47All of them, from the leaders to the police formations.
00:53What do they want to see?
00:55They want to see the aspects of the needs and virtues of the police.
01:00They want to see the aspects of management,
01:04management of contracts,
01:06resources,
01:08inventory,
01:09logistics,
01:10finance,
01:12workload.
01:15From there, Surah Anjaya will rise to the surface.
01:21Second,
01:24Surah Anjaya has succeeded in developing a system for the management and control of the system.
01:31In short, SPICS.
01:34Core Business.
01:36Surah Anjaya can only be built
01:39based on the complaints that have arrived.
01:42The more complaints that have arrived,
01:45the higher the public's confidence in Surah Anjaya
01:50to carry out the task.
01:52So, they have also developed this complaint management system.
01:56And if there are no obstacles,
01:58we will launch it next month.
02:00Through this method,
02:02it will replace the current complaint system.
02:05Email,
02:06come in person,
02:07send a letter,
02:08those are no longer needed.
02:09They can continue to report using this system.
02:13When this system starts to operate,
02:17we will be able to easily,
02:19for example,
02:20if we want to produce an annual report
02:23with details,
02:24statistics,
02:25complaints that have been received,
02:27that have been completed,
02:28that are still pending,
02:29we can do it.
02:31We can also provide real-time updates.
02:35Which means,
02:36when this system is built,
02:38we can have a dashboard
02:41to track the status of the complaints.
02:47We will also use this to engage with the media more often.
02:52With this method,
02:54we will be able to increase public confidence
02:59in Surah Anjaya
03:03as soon as it starts to operate.
03:06The third thing is
03:08investigation of misconduct.
03:10Starting from July 1, 2023,
03:12the investigation will continue.
03:14We are aware that the IPCC Act states
03:17that there are complaints that the IPCC can investigate
03:21and can prohibit punishment.
03:24There are also complaints that the IPCC receives
03:28but it has to report to the MSCC
03:31because it is a criminal element.
03:33There are also complaints that the IPCC receives
03:37that involve serious crimes
03:39but it has to report to the police
03:41because the police have a CID.
03:43If it involves other issues,
03:45the IPCC can report to the Integrity Department.
03:52So far,
03:54the IPCC has managed to open 8 investigations
03:58and 4 of them have been solved.
04:02The city of Melaka has touched on accountability and integrity of the PDRM
04:07from the perspective of misconduct.
04:09I want to see from the perspective of the group
04:13of misconduct allegations against police officers.
04:17Including a re-study of the implementation of the state police chief order
04:23IGSO
04:25to improve the weaknesses in the aspect of accountability
04:30and to act on the allegations throughout the term of office.
04:35That's all.
04:41Honourable colleagues,
04:43every month,
04:44I will hold a meeting of the Surajaya
04:47of the SPP police force.
04:50Surajaya is appointed by Deputy Chief of Police.
04:55Aside from discussing about the ability of the police officers,
05:01we also discuss about the order.
05:04For your information,
05:06since I came here,
05:08before this,
05:09I inherited the burden of unfinished cases.
05:13Since I came in May 2012 until now,
05:16there is no longer an unfinished case.
05:19There is no longer a case.
05:21The case is postponed.
05:23There is an ongoing case.
05:25Because the investigation by the Integrity Department
05:28has to be postponed
05:29according to the order of the State Police Chief.
05:32This means that the current system,
05:34the current process,
05:36is to avoid the occurrence of delay
05:41in making a decision on a particular case.
05:44Before I came in,
05:45there was a case of 6 years without a decision.
05:487 years without a decision.
05:50The police officers are already exhausted.
05:52As long as they are involved in a particular case,
05:56they cannot be promoted.
05:59They cannot be trained.
06:01That is already a punishment.
06:036-7 years.
06:04That is why when I came in and investigated,
06:07I thought that this could be solved immediately.
06:10Where is the problem?
06:11There are not enough law enforcement officers.
06:14So we added more law enforcement officers
06:16in the SPP department.
06:17Finally, everything is solved now.
06:19Thank you for your attention.
06:21We have to not only act justly,
06:26but we have to be seen to act justly.
06:28And we show our commitment
06:31to solve this case.
