00:00Now, the campaign for the candidates for the national position has started.

00:05Comelec has left some reminders for the candidates.

00:08Jonathan Andal is watching.

00:13This is the campaign in Japan.

00:16There is only one place where the candidates can show their posters.

00:21On the same board, the numbers are the same.

00:25But in the Philippines,

00:27the faces of the candidates are everywhere.

00:32Even in places where they know that Comelec prohibits it.

00:46Comelec said that the posters can only be displayed in common poster areas

00:51and in private places as long as the owner has permission.

01:14In Coronadal City, Comelec has this kind of marker in the common poster area.

01:18But here in Manila and Quezon City,

01:20we haven't seen this kind of marker in the common poster areas that Comelec has listed.

01:26This is the common poster area of Plaza Miranda.

01:29But we don't see any cratula of Comelec that says where the campaign posters can be displayed.

01:35The campaign materials have the right measurements.

01:38If it's a poster, it shouldn't exceed 2 by 3 feet.

01:41If it's a streamer, it should be 3 by 8 feet.

01:44It's over 3 feet.

01:46This one has the right measurements.

01:47The problem is, if it's displayed in a wrong place,

01:50in a streamer, it's not allowed.

01:54This printing shop in Recto, Manila,

01:56is using posters as a tarpaulin.

01:59They print 1,000 campaign materials every day

02:03for their five candidates.

02:06Each candidate now pays P30,000 to P100,000.

02:11Now, it's not that much.

02:14Last election, there were only 5,000.

02:16Sometimes, there were 30,000 tarpaulins.

02:19Candidates can also have their billboards displayed,

02:22said Comelec.

02:23But, if it's a national candidate, it's only displayed for two months.

02:26If it's a local candidate, it's only displayed for one month.

02:29The billboards are not allowed to be close together.

02:31The TV screens are not allowed to exceed 120 minutes

02:35for each station if it's a national candidate.

02:3860 minutes if it's a local candidate.

02:41In the radio, it's not allowed to exceed 180 minutes for each station

02:45if it's a national candidate.

02:4790 minutes if it's a local candidate.

02:49In the newspaper, printed ads are only up to one-fourth page

02:54while up to one-half page in the tabloid.

02:57Up to three times a week,

02:59for each newspaper or magazine.

03:01The Philippine government is not allowed to use

03:04campaign ads and materials,

03:06said the National Historical Commission of the Philippines.

03:08Give respect and care to our nation.

03:12In terms of campaign expenses,

03:14it's only P3 per registered voter

03:16if the candidate has a political party.

03:18It's P5 per voter

03:20if it's an independent candidate

03:22and in party-less groups.

03:24That means,

03:25now that there are more than 69 million registered voters

03:28in the election of 2025,

03:30the independent candidates in national positions

03:34can spend up to P348 million.

03:37Those expenses must be declared by all the candidates,

03:41whether they won or lost,

03:43until June 11, 2025.

03:45If not,

03:46it will be considered an election offense

03:48with a prison sentence of up to six years

03:51and a disqualification in holding a public office

03:54and the right to vote will be removed.

03:57If the political party is at fault,

03:59they will be fined less than P10,000.

04:01The BIR or Bureau of Internal Revenue will warn the candidates

04:06to violate the tax code

04:08if they won't give a receipt

04:10to their expenses or donations.

04:13Candidates have an obligation to register

04:17if you will receive donations.

04:20For example, you will buy something,

04:22you will pay for your posters,

04:23your ads,

04:24we should withhold.

04:27Candidates can use social media,

04:29AI or artificial intelligence,

04:31and internet technology.

04:34If it's AI,

04:35it should be clearly disclosed

04:37or added to the campaign material.

04:39But deepfakes, cheapfakes, and softfakes are not allowed.

04:43Candidates should also register their social media account

04:47that they will use in the campaign.

04:49Fake and unregistered accounts are not allowed.

04:52Misinformation and disinformation should not be spread.

04:55And of course, fake news is not allowed.

05:04buying and selling votes are not allowed.
