00:08And, one of the agreements is that the Senate Impeachment Court of the Bank Records of BICE will be held

00:20The Impeachment Prosecution Panel is now discussing the split in the seven articles of impeachment against Vice President Sara Duterte.

00:30And, one of the agreements is that the Senate Impeachment Court of the Bank Records of BICE will be held

00:38once the impeachment trial has already started.

00:41This is what is really being done, not only in impeachment, but also in regular courts,

01:01because impeachment is just one of the exemptions in the Bank Secrecy Law.

01:07The Impeachment Prosecution Panel is now discussing the split in the seven articles of impeachment against Vice President Sara Duterte.

01:16We will be dividing the articles of impeachment among us so we can focus on the ground that was raised.

01:24I am more confident about the second article of impeachment, that is the confidential fund of the OPP and the debit.

01:32There are still no lead prosecutors in this time.

01:36There are already many lawyers who are volunteering to help the Impeachment Prosecution Panel.

01:41If they can postpone the impeachment trial, some Impeachment Prosecutors are insisting

01:47that it can be done even if the Congress is recessed.

01:51It's not a matter of hurrying or what, right?

01:55Our appreciation here is that this is a constitutional duty that we really need to address.

02:04So whether there is an election or not, it is my humble submission that we need to proceed right away.

02:11We know that the word shall and forthwith were used by our Constitution.

02:19Shall means mandatory and forthwith means immediately.

02:28But of course, we will respect their opinion on this.

02:35Even if the Impeachment Trial is recessed in the next 20th Congress,

02:39Impeachment Prosecutors believe that there will be no problem.

02:44I wish to submit that the Impeachment Court is like any other court.

02:51If it is recessed, just like there were changes in the personality of the Senate,

02:57what you will just do is to continue where the previous sitting Impeachment Court judges ended up.

03:06If the Senate Impeachment Court proves that the vice-president is guilty,

03:10he will be removed from office and will not be able to hold a position in the government for the rest of his life.

03:16What if he suddenly resigns while the impeachment trial is being conducted?

03:21Assuming for the sake of argument that he resigned in advance,

03:26our opinion here is that the penalty, which is the disqualification, should be resolved.

03:35Because if he resigns, the only thing that can be resolved is the removal.

03:41But we will not decide on the relief that we are asking for, which is the disqualification.
